According to our partners at MyNorthwest.com, the Seattle Office for Civil Rights is encouraging government employees to stop using terms like "citizen" and "brown bag." The concern is that "brown bag" could be misinterpreted to skin color, and "citizen" is not as inclusive as the alternative: resident.
