Protesters arrested, removed from Capitol building; 3 tased

OLYMPIA, Wash. -- The Washington State Patrol began removing and arresting some of the hundreds of protesters who planted themselves inside the state Capitol building Monday night.

Protesters occupied the building's rotunda most of the day, venting their frustration with proposed state budget cuts.

By night, protesters clashed with troopers trying to vacate the Capitol, resulting in a handful of arrests. Protesters who refused to leave were forcibly escorted and/or carried out. Several people were also given trespass warnings. If they return to the Capitol grounds within 30 days, they could be arrested.

In addition, three protesters were tased trying to push their way back into the building. The doors to the Capitol were locked earlier in the evening. In one scuffle, a trooper was bitten in the arm by a protester. A Department of Enterprise Services employee was also injured in a seperate incident.

As the Washington State Patrol locked doors to the Capitol, protesters inside chanted, "Let them in!"

Protesters had vowed to stay in the Capitol, and many had brought sleeping bags with them.

Earlier in the afternoon, another rowdy protest temporarily halted a House budget panel meeting called to review Governor Chris Gregoire's proposed sales tax hike to fix a $1.4 billion budget shortfall.

Security escorted at least one of the protesters out while some continued yelling and others banged on doors outside of the room. The hearing resumed by 3:40 p.m.

Gregoire wants the legislature to send a temporary, half-cent sales tax increase to the statewide ballot as early as March, with the levy pinned to "buying back" cuts that could be made to areas like education and public safety. The proposed budget also calls for close to $2 billion in cuts, reductions to local governments and fund transfers, leaving $600 million in the bank.

Monday's protests defined the opening day of a 30-day special session that is to focus on budget cuts. 

It’s very possible the legislature could go through the entire special session without an agreement because there is no consensus about what to cut. Most Republicans say Gregoire’s proposal for a sales tax hike is off the table.

“Before we have the trust of the public in terms of tax increases, we need to prove that we’re going to spend their dollars well,” said Rep. J.T. Wilcox, R-Yelm.

State officials expected more than 3,000 people from various groups, including Occupy Olympia, to rally at the Capitol building Monday.

“These people will die without the help that they get now. It is that dramatic. I don’t think people realize that lives are in jeopardy here,” said Carol Van Buren of Save our Services.

Albert Postema, of Snohomish, was wearing a rope noose tie to signify what he said was a "collective economic noose around us."

Postema, a produce and nursery stock farmer, said that he went to his first Occupy protest in New York in September. He said he considers himself a conservative but is concerned about "economic and political corruption."

"The poor and underprivileged have been taking the brunt," he said. "How do you make cuts when others have been so greedy?"

Members of the state teacher's union were also at the Capitol to protest cuts to education. A number of groups also planned to hold a candlelight vigil at the Capitol Monday night.

Yep since you redid my math it seems that it would be even harder to roll back the government spending to 2004 Huh you think so savvydude2003? I see you are pretty quick to judge folks. You think that the police are being gentle with crack smoking, crime committing hippie wannbes? Hum so I am guessing you must be a crack smoking, crime comitting hippie? Oh course from what you say I don't think you even know what a hippie is and of course not everyone that is poor smokes crack or comits crimes or is a wannabe hippie. But it seems that you really don't know much about anything just quick to judge. Maybe thats because you are rich and really don't care much about other people. Or better yet you don't like the 1/2 cents sales tax because you won't be able to buy as much crack to smoke.

Anyway why are the police still being so gentle on these crack smoking, crime commiting hippie wannabes? Because bleeding heart liberals are always blaming the rich for the plight of the poor. I was amazed when all of the looting was going on during Katrina in New Orleans that people had the nerve to justify it on television as it was happening by saying such things as "What do you expect to happen when a person is so poor that they would never ever be able to afford a television or a radio. Of course they are going to take it. It is not fair that those who do not have should have to endure seeing those who do have."

In 2010 there were 308,745,538 that means in 6 yrs there are 15,809,429 that is almost 3 billion a year. so you need to add 6 billion more to the 15 bilion to get to 2012, so that is 21 billion more people then 2004. Do you understand now?" I understand that 15,809,429 is 15 million...not 15 billion. Moron

It is pretty interesting reading these posts. I noticed NOT ONE and I mean NOT ONE even gets close to the fact that this problem is really not the little state of Washington it is the whole world. I see talk about cut spending to 2004. Can we cut the people out that were born after that? The reason why spending goes up is simple there are more people so that means more using the state services. Man anyone over 50 knows that back in the 70's and 80's the only time there was a traffice jam was on Friday and Sat night cuz of all the cruzin. Now just to go to the store the traffic is heavy. Come on out of the past and see that the USA has more people then it did in 2004. In 2004 there were 292,936,109 people in the USA. To whoever made the Cigarette analogy, yes, that is right. . . . .there is NO such thing as a Temporary tax. . . . .The closest thing to immortalty we will ever see is a Government Program(tax). . . . . .I remember Cigs were $2 a pack, then another LITTLE increase, and another and another and another, now $7a pack. . . . . .and people wonder why things cost so much and no one has any disposable cash. . . .it all goes to gubmint. . . . . .and for those with no extrapolation skills, the cig example applies to everything else gubmint puts its paws on, not JUST the cigs.

NO NEW TAXES. I am not opposed to paying taxes. I am opposed to the state spending like it not their money, and then come crying to me when they can no longer afford to pay the state employee scammers and thieves to steal our money. Surprise, surprise Washington free-money-more-taxes fat cats, the free-and-easy-money well is running dry. Maybe not today, but you can clearly see the trend.

Personally I'm not apposed to a 1/2 cent tax increase, provided I know exactly where the tax increase is going to be spent and it doesn't get tacked onto unprepared foods or utility bills. Now, I do have a problem with cuttent education, prisons and police. I do have a problem with smoke and mirrors budget cuts, and I do have a problem with a bunch of people sitting around crying... oops I meant occupying... instead of out looking for a job or finding a way to make themselves employable. It's a funny thing, when I was home on break from my current job I saw all kinds of company's hiring, but when I asked if they were getting applicants they said "very few" or "not really". Why? Because they were retail or working in a candy store or a food place at a mall. These people need to lower their standards and suck it up a little and just be happy to get income they earned.

realitychk, I agree with you 100%. Cut spending back to 2004 levels. I even like the 2003 levels. Go to the Governor's website and look at their revenue projections chart for the past years. Revenue went up drastically since 2003 and the state spent the $ like drunken sailors. It is time to get the spending under control. All Washington state government programs should be told to cut it back to 2003. Get er done legislators. Give us a budget we can live with. No more increase in taxes. Cut taxes.

Simple folks. Cut spending back to 2004 levels. Spend no more. No tax needed. Why does this have to be so difficult? All programs and increases since 2004 get eliminated. People have to budget like we do. Government should budget like we do. Off of real "income" (not that they generate anything). Why do we allow them to make this so difficult? Across the board. Now.

Really? All this over a half a cent increase? So if I buy a 35 K car I end up paying 175 more for it in sales tax? So what! Well now, people cannot afford essentials like cigarettes as it is...what was that an extra 4 cents for cigarettes and an extra 10 cents for that bottle of whiskey. Outrageous. How dare they break all of our banks to pay for some idiotic essential services. The nerve of them!!

Um to the Vancouver seneter: are you an idiot sales tax is on things purchased, and dose not inclued things like food, with the exception of prepared food, and fat food, and ther for if washington people are out of work don't buy the things they don't need and can't afford the a sales tax hike would hav veary little if any at all on those people. And for those people who do have work they have a choise to buy those things that they will get the exter taxed in and it's only something like $0.01 extra for every $5 or somthing like that. That exter $0.01 for every $5 or whatever it is will help the Econemy and the state as well. So I hate to be blunt, but your comment was just plain wrong and stupid. If you really won't to help the state budget, creat jobs, and help the Econemy, both the state and the countery. Stop the tax loop holes, and tax breaks that allow big compeneys and the rich to hide there income and not pay the taxes they are supost to be paying,

Well, dakotanative, according to CNNMoney, while Washington is #10 in the top ten in shortfalls, (California #1, Oregon #3), Only four are ok. "In fact, a majority of states are also worried about budget challenges for fiscal years 2012 and 2013. So far, 33 states anticipate gaps totaling $72 billion for 2012, and 23 states predict shortfalls amounting to $64 billion for 2013." Texas, West Virginia, Montana and North Dakota are good to go and have been since 2009.

Timothy, how come Oregon, with their income tax, is also belly up during this recession? How come California, with sales tax, income tax, property tax, etc. etc. is belly up as well? All over the country States are belly up, no matter which taxes or combination of taxes they have. The common problem is not taxes or which taxes, but spending beyond what those taxes can pay for.

What I find interesting is that people like Bill Gates wanted to have Washington State implement a 10% income Tax that the Voters Shot down. Now, I guarantee that most of those voters who shot down this State Income Tax are the same ones who are decrying "Government Corruption" when the purpose behind this state income tax was to help implement Washington States own Recovery. Get rid of the State Sales tax and implement a flat income tax rate. I guarantee you that within a year or two, our budget shortfall will turn into a wellspring of surplus. I also propose that Gregoire and all state employees receive a pay cut as well. On top of this pay cut, make them pay for their own health insurance premiums, pay for their own vehicle leases, insurance, et al. Any state employee that is receiving pay and benefits and they are not actually working should be cut off from pay or brought back to work. I wish I could get paid to stay home for three years at tax payers expense.

I was there, all day. This rally/job action/protest was not by a bunch of "unwashed masses". It was brought to your capitol by Occupy Seattle, Occupy Tacoma, Occupy Olympia, Occupy, Shelton, by labor unions like WFSE/AFSCME, WEA, SEICU, and others, by the elderly, by young parents with children. By college students, by the disabled, by health care workers, day care providers, by blacks, white, Asian, Latino. by the poor, by the middle class. WE ARE THE 99%. And the capital is the house of the people, you can't lock us out of our own house. We want equality, fairness, justice, not a hand out. We are not the greedy ones. I find the bulk of the comments here to be hateful, laced with scapegoating, and a lack of constructive ideas/solutions.

Some interesting idea's here, but I see one that was missed. Maybe if we cut folks who use drugs off the programs they are on and if you are not legal in the U.S.A. well then no money for any of you. Also we might start UA's for anyone who is on state programs and if you fail well off you go no money for you. It is time we stop funding people to use drugs with the money they get to provide for their family. Should children go hungry so Mom and Dad can get high? Should Mom and Dad even be able to have thier kids if they get high? Last time I checked all drugs are not legal except if they are given to you by your doctor and then your doctor can do a UA and cut you off if you are not following the rules

Useful idiots. The entire bunch of them. Tin cup in hand, down in Olympia demanding taxpayers give them more money. Tax the wealthy? Here is breaking news: the state can't. There is no income tax. This is the same bunch that has been camping out on public property, doing drugs, urinating and defacating on public property, and vandalizing property. This bunch has zero credibility with the average working person and taxpayer. If people want to do something proactive. Stop voting for the same bunch of democrats every election cycle. Not that the opposing party is much better, but I can't see how they can get any worse at running our state's fiscal ship.

Kids screaming for education... Isn't that amazing... how much money is spent in this state for high school sports. I have no kids why should I continue to have my taxes... any taxes raised to fund that. Want your kids to play sports you fund that yourself. Turn the money wasted on those programs that only benefit a few over to REAL education for all. How much money is spent just on scholarships for College level sports? Quitting funding things that only benefit the few.

If the Liberals would research how many incarcerated criminals still get their Qwest Cards filled by DSHS every month and how fraud is the norm not teh exception they could balance their budget by replacing the system. Eighteen year olds without a jobs and live with their parents have Qwest Cards. People that visit this country to see relatives fill out the paperwork, return home, and the card goes to their relatives here. That allows the immigrants here send their cash overseas!

Ah, jackwong, it is precisely the erosion of "principles" in the body politic that has brought us to this sad juncture. Since when has crony-capitalism become the replacement for the principle of honest reasoned compromise between informed representatives? Why has a government giving boons to the "unwashed masses" in exchange for their temporary support in elections replaced honest charity by individuals and religious institutions? When has creating dependence replaced encouraging individual achievement? Why have there been 368 (and counting) crimes reported at the various "occupy" demonstrations? Read the Constitution and the Federalist Papers, jackwong, and tell me how many of those principles that made this country great are present today in the Executive, Legislative, or Judicial branches of the federal government. Is it moral to tax resources away from those that have earned it and give it with no strings attached to someone who hasn't earned it? If so, how do you determine who really needs and deserves the help? This is an interesting question when in fact the giving of help very often creates even more need. It has always been interesting to see the ranks of the "needy" swell in direct proportion to the amount of government aid spent. Indeed we live in a time when so many people will take all they can get without the blink of an eye. They spend energy and time figuring out how to get even more "free" assistance. We need to change the way we dole out welfare assistance in this country. It should be tough to get and when a person is able to work or give back they should be asked to do it. Failure to do so should be a determining factor in deciding whether further aid is given. The government is doing more to create poverty through indiscriminate giving than it is doing to end it.

I think they could cut another 1.4Billion and still have money for education and social programs. Been to the DOL lately? I saw about 200K just stting around talking while I was waiting in line. Called any state agencies lately? I have it's not an easy task. Too much overlap, too much overhead.

Two points. It really must be nice to have a job where, if you fail to perform and accomplish task at hand in allotted time. You can just come back and get a furlough and work another 30 days plus overtime, perks and per diem to accomplish. Makes for a nice Xmas bonus, dont ya think? Second, whoever is doing the projections on the budget, needs to be fired. I can understand being a million or two off, but we are now in the 3 or 4 billion range from last years projections. I surely dont have the answers and most of the people here answer seems to be, cut everything except those programs and salaries that effect them. These are the same people that now turn off their lights on Holloween, now that their kids are grown.

I stil say that I am subject to random drug tests at my job and, if positive without a good explanation, eubject to termination. Anyone on state assistance needs to be subject to the same. Why should it be any different? Some see being on assistance as their "job".

There will be at least two others equally as big eating (time of day doesn’t matter) and there will be a line of people for the one person who is doing something all be it slowly and checking her watch for her next break. We as Washington citizens, need to keep moral in mind. Moral above just mere "prices" and "numbers." Because in the end of the day, all we have is our moral responsibilities ot eachother. The only moral thing to do is to sacrifice just a little more in these hard times so the most vulnerable can be healthy, safe, and not go hungry. Will they do it with weekly reports of fraud and mismanagement in state government? I'd be OK with a .5 cent increase in the sales tax, provided the Governor does her share too. Show me how you are going to cut unnecessary spending to help reduce the deficit. I heard that the state was going to pay somebody to ride around with WSP officers and send twitter updates. Is that really more important than education and programs for the elderly that you claim you are going to have to cut? I think there is more fat to be trimmed before you ask already cash strapped tax payers to shell out more.

Since 1999 state revenue and spending has increased in EVERY year according to the Washington State web site. The increase in spending from 1999-01 to 2011-13 (45 billion to 74 billion) works out to 4.36% per year. No year shows a decrease from the prior year so I have no idea what these cuts are. I see only increases, 64% over the last 6 budgets (two year budgets). So now you want a 7.7% increase in the sales tax rate (from 6.5 to 7 is a 7.7% increase). "only half a %" I wish I got a 7.7% increase on top of the 64% increase in revenue from 99-01 to 11-13. The day a temporary tax increase doesn't become permanent will be front page news. How much money do you want? I know, 100%. Live within your means, don't look to the taxpayers to fork over ever more money to balance the budget. Prioritize, the taxpayers have to. .

Taxpayers need to put the blame for this fiasco squarely where it belongs: with the ruling democrat party in olympia. If one added up the actual cost of building all these sport palaces over the past 40 years, interest on that debt and lost property taxes that would have been paid if these sports palaces were privately owned, we are talking billions of dollars. billions. and that is just the beginning of taxpayer follies. Look at the viaduct. Look at light rail. All fiascos that serve few people, yet every taxpayer has to pay for somehow. Disgraceful. What we need in Olympia is a change in the ruling party. Maybe republicans won't be any better. But I doubt they will be any worse.

Cut K-12 budget 100%. Place education of the children where it belongs - to the parents. If parents want to band together and have local schools / church based schools then so be it. Teachers who work for half the year then gripe because they are only making 50K when so many people are out of work and homeless that are qualified to teach and would be happy for half that amount Those in Seattle who voted for the tunnel should have thought about the ramifications of their vote. Seattle voters who passed the viaduct replacement tunnel is the reason why we are two billion short in the budget (the exact price the state will fork over for the tunnel - coincidence?)

If they had thought about the budget before cramming the tunnel down our throats, we would not be needing a special session to come up with another two billion dollars because we would not be two billion short if they had not spent it on the tunnel. The fools in Olympia have no concept what its like to live on a budget and only purchase what you can afford. They were also foolish when they budgeted (for the second time) money they assumed people would pay to park their cars in state parks. That failed the first time yet they tried it again thinking it would work this time? All the legislators in Olympia (and Washington DC) need to be voted out of office. Start over fresh with people that have common sense and know you do not spend money you do not have and then beg for more money to cover their foolish spending.

Definitely, waste needs to be controlled and highly paid administrators need to have 20% or better cut in salary, and many administrative positions should be eliminated in schools.I agree that illegal aliens need to be deported and not allowed to continue to receive welfare benefits or social security benefits. Furthermore, a requirement of residency to aliens should require that they speak fluent English - the official language of our country and no government job should be predicated on knowing a foreign language, unless the job is in the foreign relations department. Some of the letters below show the need for not cutting educational benefits through their incorrect grammar and spelling. So it is not surprising that they do not care if education programs are cut. Typos happen, but total misuse of our English language is the result of inadequate education for sure.

When revenue is down and costs are constant or even increasing as the economy remains depressed because of increased social services needs, the only sane and conscientious option is to raise taxes on a temporary basis providing waste has been shown to be removed. Any cuts in education or social services should b accompanied by reduction in benefits for legislators -- same percentage to share the tax cut burden.

Rentman: Teachers are paid for the number of days they work. If the school year is cut by 5 days, the salaries will be cut by 5 days. Teachers can barely get through the curriculum in the time allowed at present, cutting the number of school days will equal cutting our children's education. Education can't cut much more without greatly affecting our children's education. Perhaps state testing could be cut--that would save a little money and curriculum could be based on what students need to learn instead of what is on the test!

Sorry people, but there are no simply solutions to complex problems. All the $$ spent on illegal aliens does not come close to dealing with the budget problems. Yes, the QUEST program was horribly misused, but the $$ misused there is a small part. I would agree that we need to hold people who get these benefits more responsible, and pay pack should be part of it, but that will not solve the problems. Not even close. Cut more management, cut the salaries of high paid government "professionals" in upper management, in higher ed. Those work for me. I am sure there are hundreds of hungry, educated, talented young guns that would work at these positions for less cash to get known, make their mark. Pay them. Why do we pay billions for a tunnel when so many other projects (that would create and spread jobs every where else) go wanting, bridges and roads in horrid need of repair. How many cuts have been made to those "entitlement" areas in mid and upper management?

Stop giving out Questcards. Anybody that receives public assistance must pass a drug test. If you're receiving public assistance, you don't get more just because you increased your family size. They need to be responsible about birth control. Proof of citizenship should be mandatory to receive assistance too.

Democrats don't let taxes "expire". They usually try to extend them. If they need to balance the budget why don't they cut their socialist programs like welfare? I see welfare debit cards (Questcards) in everyone's wallet that gets arrested. End the program and make everyone reapply. Immigrant families from eastern europe or former soviet countries have 20 of these cards delivered to a single address. Allow the elderly to stay on the program but no one under 25 years old. Waste in welfare is the norm not the exception. Some families get $2000 a month for food! The government gives out cellular phones. Democrats think that this is a good use of our tax money. Until the program is revamped and the waste is reduced I will not vote to increase taxes.

The government need to give interested parties the line by line total state budget and let us decide what stays and what doesn't. They can bury a lot of "fat" in the midst of broad categories. We need to see the individual programs funded with our money. Also the state needs to address waste in their operational models and outsource a lot of their activities to the private sector. Government needs to scale back. Citizenship should be required for receipt of any aid or educational programs (primary or secondary.) Raising taxes is not the answer, cutting programs and developing a budget in-line with revenues is. Just like most of us have had to do...the state (they work for us, remember?) must cut back to where expenditures match the dollars taken from us...take a hint from what your employers (that's the citizens since you seem to have forgotten) have to do. Cut. More. Across the board. Federal to local governments are a growth industry and it's time for them to be in reduction mode.
