Police say girl accidentally shot at Bremerton elementary school

BREMERTON, Wash. - Bremerton police say the 8-year-old girl was accidentally shot Wednesday afternoon at Armin Jahr Elementary School in Bremerton, by another student.

Police say a student brought a gun to school and it fired while in his backpack.  The bullet went through the bag and injuring third-grader Amina Bowman.  

Sources tell KING 5 that Bowman was shot once, perhaps in the arm, and the bullet continued into her side missing all the vital organs.  

Bowman was airlifted to Harborview Medical Center, where she underwent surgery just minutes after arriving.  She made it through exploratory surgery fine but faces additional surgeries, hospital spokeswoman Susan Gregg said.  She is in critical condition, but friends and family gave a 'thumbs up' signal to reporters as they left the hospital late Wednesday.

Cindy Kocer, Bowman's grandmother, told KING 5 that she was watching TV of the shooting just before learning her granddaughter was involved.

"[Amina] "She will pull through," said Kocer.  "If I can make a plea to all my CFC [Couples for Christ] families, please pray for her. That's all I need. That's all we need."

A teacher working in the office said the shooting happened in a classroom around 1:30 p.m.

The school was placed under lockdown. Lt. Fisher said police did a sweep of the school after taking the student into custody, then worked with the district to reunite students and parents.

"I heard a like a gunshot, and I was really scared," said 5th grader Kaytley Clark.

Her mother, Alish Picking, was one of the first parents at the school.  Picking's first inclination that something might be wrong was the sight of police cars flying past her house converging at the school.

"I ran out there, and I knew something was wrong," said Picking.

 

The teacher in the classroom at the time spent tonight with her grandchildren according to her husband.

"She's doing a lot better.  She got through it...very brave," said Bill Poss.  "She rode to the hospital with the little girl...I think she's going to be OK."

 

The student who brought the gun has been taken into custody and booked into the Kitsap County Juvenile Detention Center for unlawful possession of a firearm, bringing a dangerous weapon onto school grounds and third-degree assault.

Police are still investigating how the 9-year-old student got a hold of the gun.

Armin Jahr Elementary has about 400 students and serves kindergarten through fifth grade students. Bremerton Schools spokeswoman Patty Glaser said the school will reopen Thursday and three counselors will talk to teachers, students and parents.

"Our plans at this time, school will continue as usual," said Glaser. 

In the latest scorecard by the Brady Campaign, a national gun control advocacy group, Washington scored no points in the child safety category because the state does not require trigger locks for guns and lacks laws to prevent child access to firearms.

"Washington state is a loosely regulated state when it comes to firearms," said Gregory Roberts, executive director of Washington Cease Fire, a Brady Campaign affiliate.

Amanda Roth, a staff attorney for the San Francisco-based Legal Community Against Violence, said 27 states and the District of Columbia have some form of firearm child access prevention laws. Such laws can include requirements to use gun locks and criminal penalties for adults who allow children to get their hands on guns. 

Just last year, teacher Jennifer Paulson was shot and killed by a man who was stalking her at Birney Elementary school in Tacoma.  The shooter, Jed Waits, committed suicide.

In January 2007, Douglas Chanthabouly killed fellow student Samnang Kok in a hallway before the start of classes at Tacoma's Foss High School.  Chanthabouly was sentenced to more than 23 years in prison.

And in February 1996, two students and a teacher were killed at Frontier Middle School in Moses Lake by then 14-year-old Barry Loukaitis.  Loukaitis is serving life in prison at the Clallam Bay Corrections Center.

josephina I'm not obssessed, I have ONE gun for my protection. But the facts are that I live alone, in an area so understaffed by Sheriff's Deputies that you're lucky if they can answer certain calls at all. So, Yes, I have my gun, I have my gun on my person with few exceptions those being where it's not legal to carry (or within reach during the night). And yes, I wear it while the grandkids are around. At least I KNOW where it is and that they can't get their hands on it. If you're child does the monkey see monkey do thing, maybe you should sit your child down and explain things to him/her. Not Everyone who carries a gun is a bad person. And not every child feels the need to emulate someone. My mother openly had a drug problem when I was a child. I sure don't emulate that. Education is STILL the best answer, right up there with parental responsibility to educate your children rather than leaving it to someone else, i.e. schools.

Right on StargazerXT12 - Education is what is needed in the USA. Schools should teach weapon(s) education; you never know when it might be needed, the way things are evolving in the world. No Guns and No Don't touch guns are not the right answers. Just Say No to Drugs hasn't worked. EDUCATION is the only answer to the ILLS that our society faces on a daily basis. Sadly, we don't educate our children with the right information. Society is splitting apart, with the middle class falling farther behind the wealthy, more are reaching poverty and the number of homeless on street corners grows every day.

StargazerXT12 - So you are packing when your grandkids come over? I guess I dont blame you if they are growing up in the environment you mention. You ever hear the phrase "monkey see, monkey do?" What 9 year old doesnt want to be just like their Dad. I worry about what my 4 year old thinks if he sees me drink a beer, I would be mortified if I was obssessed with guns and have them all over my house, locked up or not. And it might not necessarily be the parent, could be an older brother or sister this kid wanted to emulate.

While I do believe that the partents should be held responsible for the 9 yr old (IF he got the gun from home), I do not believe that they should be subjected to "Jail time" or the death penalty. Financially they should be held responsible, & they probably will under RCW 13.40.190. However, I do not believe that gun control is the answer. Gun Safety/Education is the answer. I have 4 grandchildren, ages 2 years to 9 years. ALL of them live in households with guns as both sons in law hunt & have handguns. Most are locked in the gun safe. These children have been raised around guns & know about gun safety with the exception of the 2 yr old. When they come here, I have my gun in my holster, on my person at all times. I know where it is at all times, the safety is ON, they cannot get their hands on it & they know not to handle a gun.

The kid should have known better. So what my question is: Did nobody tell the kid about the dangers of a gun? Did nobody tell the kid he should not have his hands on one? I knew as a small child that you should not play with guns and they're not toys. There doesn't need to be a change of laws. Just people need to act on their responsibility.

I'm very concerned that K5 has taken this transparent opinion of the liberal anti-gunners and fully supporting and furthering the opinion of the Brady Campaign, which calls for the abolishment of the Second Amendment and the confiscation and destruction of every gun in America, an impossible endeavor. The media are not supposed to air their opinion.

This is NO ACCIDENT!! Guns just don't go off on their own. This accident was totally preventable. It is a sad day when elementry kids carry loaded guns to school. Never heard anything like this in my school days. This kid should spend the rest of his juvenile days locked up.

I agree with those of you stating the parents should be held accountable, if in fact the gun came from their home. I honestly hope this little boy feels horrible about what he has done and the parents are suffering too! 9 yrs old is a little young for jail, but take this kid to the morgue and show him what dead people look like. Horrify him and scare him straight! As for the parents (if they are guilty).....jail time and nothing else!

Sorry don't buy this, guns just don't "go off." Maybe they can sell that bridge to someone else. Feel free the child shot, but the parents of the offending child should be charged with attempted murder. Throw the book at them, even if they get off cause them major financial hardship. We don't have a law in this state to hold an adult responsible. It failed in the legislature. Gun control is so polarizing that the lobby against it has become all or nothing and NOTHING won out. So if his parents left that gun out on the kitchen table there is no violation of any law. There is no way to hold them responsible.

First you all forget what it was like being a child! Did you do things that your parents did not know about? Back when most of you came up there was no media outlet and if there was yuo did not hear about this until several days later. It took place back then too but you just did not hear about it back then. Yes the person with te gun was stupid for leaving it where the kid could find it. The owner should be held accountable. The main thing is that we are not helping. What are you going to do to help this child with his remorse for the accident. He did not mean it and he has to live with that. Are you going to help him? This too can happen in your family. train up a child in the way they should go. When they grow old they will not depart from it!

The Seattle Times comments are disabled for a lame excuse of "sensitive nature" They report: "Investigators are trying to determine where the boy obtained the handgun" I bet the investigators already know where the hand gun is from but not telling. If parents did not own the gun, then who gave the gun to the kid? Is there an "agenda" behind this? Time to do your own investigating to find the truth. It is a no no to tell the truth in the News Media.

@josefina, I can agree to the fact of people saying they want to "hang the parents" for letting their child bring the gun to school is out of line and...obviously a little ridiculous but honestly, how is comparing a child...bringing a gun to school the same to having your car being stolen? Honestly, that is not even in the same ballpark. For one, the child's parents, yes could have put that gun somewhere, where the child could of not gotten a hold of it, brought it to school and shot the little girl or for heaven sakes shot himself. What happened, I believe was an accident. Like you said, if someone stole my car and hit someone with it, well don't you think they should be charged with stealing the car? Then also charged with hitting the person? The child did get charged, but the fact of the matter is, a car...is a automobile for driving, a gun is to shoot things and to kill...little different...parents should be charged.

People on here who want to hang the gun owner are being obtuse and vindictive. If someone steals your CAR and kills another person with it, should you go to jail for life? What is different about someone stealing your gun? Gun locks render a gun useless. You may as well not even have it with a lock on it. By the time you get the lock off you will be dead if you need it.

I hope this little girl recovers quickly and her parents get her all the help she will need after going through such a tragedy. I'm sure she will have nightmares about this for years to come. Still can't comprehend how this little boy got ahold of this gun!! Has anyone else noticed that Washington State has been appearing quite frequently in the National news with such sad stories? When will it end!!!!!

I work in the schools Lisa marie. Does everyone out there understand the amount of people out there either too irresponsible, incapable or overwhelmed to the point of not being able to be even a marginally ok parent. How many check backbacks before they go to school and after. Every kid will be interviewed and they will figure out if someone else told them he brought a gun, if it was for show or if it was to shoot someone. Incredibly disturbing that we continue to improperly secure guns. Even cops improperly secure guns in their own homes. And yes, there is no gun education in schools. It amazes me how many people are mortified at guns and cannot believe they are even legal. Well, the gun is why you are free. You may find that distasteful but it is absolutley positively true. Muskets gained our freedom. That being said, I agree, freedom to own arms has nothing to do with a child having one. This is just as disturbing to us in America as it would be in any other country that bans them.

BIGHMW, you need to not talk about things you don't know about. Yes, the Bible does talk about an eye for an eye, but it's exactly opposite of what you're thinking. Jesus clarifies it in the New Testament. I'll let you do the research. Also, M-16 and full auto AK-47s, and Full Auto Uzi's are illegal in Washington. However, if you actually knew the ballistics tests of an AR-16/M-16, you'd know that they are perfect for self defense since the bullets have a hard time going through walls (drywall) and causing collateral damage. That's one of the reasons why law enforcement uses it. It's the media and Hollywood that perpetuate the lethality of guns through what it looks like rather than the round itself. I'm a firearms instructor, a member of the NRA, and a public school teacher. When you bad mouth the NRA, you're also madmouthing servicemen, law enforcement, firefighters, women, and children who are also members. The NRA spends tens of thousands of dollars in firearms education.

Sure makes homeschooling look better all the time. Can't trust what kids bring to school nowdays. Maybe I am just being paranoid but my daughter told me today that a kid in her daughters class has talked about wanting to kill somebody...and he is about the same age as the boy today who is in trouble. Makes me nervous that there are kids who are wanting to kill somebody. Where is that coming from? Sounds like a disater waiting to happen and then news like todays just seems to embolden some kids who may be just thinking about it to actually follow through. Personally I don't like guns and have no use for them. To each their own choice. But that is my choice.

By the time I was 9 years old, in 1969, I had already been shooting rifles and pistols for at least two years, maybe more, under the close supervision of my parents. At that age, I had a VERY high appreciation for the power of firearms and of the tremendous personal responsibility that any interaction with firearms requires. My experience used to be commonplace, and gun safety instruction as well as gun clubs used to be commonplace in schools as well. There were next to zero shootings in schools in an era when people understood that a gun is simply a tool that can be used for right or wrong and must be treated with profound respect at all times. When Leftists began their gun-ban jihad they focused on schools as one of their first targets with the familiar "it's for the children" refrain. Now, kids don't get proper gun law or safety education unless it's from their parents, and with the Left's destruction of the family that's become pretty rare. Ideologies have consequences.

@makesusayhmm Yes, you are right, the 2nd amendment is one of the most misunderstood in the Constitution. There are actually people out there whose grasp of the English language is so narrow that because militias are mentioned in the amendment, that it ONLY applies to militias. They concentrate on the militia part and totally ignore the "right of THE PEOPLE to keep and bear arms" part. Luckily the Supreme Court has done their job and correctly interpreted the INDIVIDUAL right to bear arms. With that said, you are also right that the 2nd Amendment has nothing to do with this tragedy. I don't have a problem with responsible gun control laws, and it seems that it would go without saying that keeping guns out of the hands of unsupervised 9 year old children would be a no brainer.

i lived in bremerton for 20 plus yrs. and raised my daughter there i can't hardly believe the bad things that have happened there recently..my heart goes out to the little girl an her family i can't imagine how i would feel if it was me going through this. i feel for the little boy that shot her.. why do parents not teach thier children better to respect guns an not have access to it i hope the parents get charged with negligence for putting thier son in harms way to do something he didn't realize the repercussion of his actions

Within this world in which we live, there remains the chance that the parents of the shooter are good responsible people. There are a multitude of opportunities that could have been presented, for one to acquire or to have come into possession of a firearm. It didn't have to be at their own home. Whether or not these students are traumatized for life remains to be seen. There are lots of traumatic experiences in a persons growing years and adult years. All the counseling in the world doesn't help many people, and some need none if any. Most important is to share your experiences, your pain, fear and even happiness and be totally honest and open. If more people were this way, the world would be a better place. Counseling can often add to problems and create ones that don't exist. Each and everyone of us is different, and children are no different in that respect. May the light of good fortune shine upon all that were involved in this unfortunate event.

I wonder how a child had a gun in school all day long with no one else knowing. Little children are not good at keep secrets like this. I wonder did other children see this gun? It sounds like the children were getting tready to go home early as it was an early dismissal day. It makes me wonder who was the "real intended" victim?

This child is only nine years old! Where were his legal guardians? They are ultimately responsible, because of his age. Every morning that my 7 year old son goes to school, I look in his backpack to make sure his homework is in their along with his water bottle and return papers. Every afternoon, when my son returns home, I open his backpack and check for homework, handouts, etc. Children can be taught, but often they are short-sighted on the possible hazards of a potential situation AND, then couple that with their thoughts of being invincible, means that there is a strong need for adult supervision and guidance. The parents should be charged with child endangerment for not properly supervizing their child. Had they been more vigilant about this, their son wouldn't have had a firearm in his possession in the first place.

Unless you have school-aged children & walk thru the halls with your gun to protect them, what in the hades does that have to do with a child getting hold of a gun and taking it to school & shooting a classmate? NRA members are so quick to run to the Constitution and claim a right to bear arms. That is one of the most misunderstood phrases in this document! I will not waste time trying to educate you, for that would be a lost cause. However, what does you protecting your family & property have to do with this innocent child being shot, whether accidental or on-purpose? This was gun control at work. The gun was illegally brought to the school by a child who had no legal right to possess one. The child is incompetent but still had a gun despite the fact that it was illegal. That is just the point - gun control does not work. It does not stop criminals or incompetents from getting one and shooting an innocent person. This is why innocent people need to have their own guns, in order to defend themselves. The teacher should have been issued a gun and trained how to use it. The police always get there too late to do any good. People have to be ready to defend themselves. Unless this weapon went off by itself and was not in the possession of a person at the time; it was not an accident. How do you accidentally end up in school with a loaded firearm? You don't. Doesn't matter if it was found outside or inside; if you retained it and proceeded to go to a classroom without turning it in to the school administrator or the first teacher you saw, it wasn't accident.

First and foremost, how sad for this child to be involved in this unfortunate circumstance, it should not happen to anyone. As parent, I think that 90% of gun owners should not be gun owners, especially those with children. As a former child, I know that there is a high probability this was a dumb mistake and 'lack of parenting' probably had nothing to do with it.... As a gun owner, I STILL think that 90% of gun owners should not own a gun; it is a great responsibility and one that, for myself, am not sure I want to take on. There's just too many "what if's"... What if my kids find the key and takes it, what if my house gets broken into and it gets stolen, what if I accidentally shoot someone I cared about, what if someone breaks in and I shoot them, would I be in trouble, could I live with myself? Even with training, proper storage and handling, these scenarios play out EVERYDAY, unless you don't own a gun...

You have absolutely no evidence that stronger gun laws would have prevented this. The responsibility lies with which ever adult was the last person to handle that gun before the kid got his hands on it.

I would be absolutely beside myself if it were my kid or one of my kids was in school where gun went off. I really hope it was an accident and not some form of mental illness or ill will. On the other hand, why did some security measure not pick up the gun? It is impossible to educate children in a prison-like lockdown where everything is scanned like the Federal Building. Every time I see a story like this, I want to shake people who feel an overpowering need to own a gun. I had one in Vietnam and it gave me no sense of security or pleasure whatseoever. I was in the hospital in Japan for some time with an injury and saw what bullets did to people, bu these people were adults, not children. If this child recovers completely it is going to be a miracle because a bullet can do so much damage. A bullet can start tumbling inside a person and turn their insides into hamburger. For a little child, that means large scale nruological deficits.

The Bush Administration, the Republicans in the Senate, their buddies at the NRA and its lobbyists, and the gun manufacturers lie solely responsible for this school shooting and many others since that Administration allowed the Brady Law and other federal gun-control laws like it to slip through the cracks, allowing even kids to get hold of weapons. I am also afraid that if a Republican gets elected president in the 2012 Vote, the already-weakened gun laws will continue to wreak havoc until God knows what. I'll even go to the point that maybe those 4 Lakewood police officers who were gunned down would still be wth us today had there been stronger gun laws in place. We need to renew the Brady Law and others like it, especially federal, just in case there are states (like Texas and other states in the South) that refuse to pass their own gun legislation, so that there won't be aymore senseless school shootings like it never happen again. Dear NRA, this girl's blood is ON YOUR HANDS!!!

Children don't really understand the consequences of their actions (there are many, many studies on cognition that demonstrate this) -- it's the gun owner who should be held accountable for (1) not securing the fire arm away from the child, (2) keeping it in a loaded condition and/or not storing the ammunition in a separate, locked compartment, and (3) being so negligent as to be brought up on charges of "reckless endangerment". As to the child who took the gun to school? Have him go to the hospital and sit at the girl's bedside... see the distraught parents... help him understand what happened and the consequences of his action, maybe get him linked up with professional counselling and/or therapy (and to get at the underlying motivation for his action) with his parents! What not to do is be retributive on the boy (as is the inclination), defame him or his parents, or otherwise direct anger/animosity at the boy. We do not want to cultivate a future criminal - we want to prevent it.
