Investigators: Backroom deal puts true ferry reform in question

The complicated business of switching boats around when there's a breakdown and finding fill-in deck workers to cover for sick or late employees all takes place in the State Ferries Dispatch Center, located in downtown Seattle.

For the last two years, Captain Pete Williams has been in charge of dispatch.

Williams has a reputation of being grouchy, but frugal; a manager known for finding ways to limit overtime and costly perks for employees, in order to save the ferry system a buck. His tactics appear to work. This year, the Dispatch Center is on track to save more than a half-million dollars in overtime, compared to last year.

The Secretary of the Washington State Department of Transportation, Paula Hammond, called Pete Williams a model money-saving manager.

"You have to look for ways to cut costs in the system. That's their job and Pete Williams is very good at that, no question," she said.

For the past three months the KING 5 Investigators have exposed millions of dollars of waste at the state’s ferry system, the largest ferry system in the country. The revelation that multi-million-dollar perks were being collected for years by a select group of ferry employees and instances of other workers cashing in on massive amounts of unregulated overtime every year was particularly difficult for taxpayers to swallow given the dire financial straits of State Ferries and the state’s financially poor economic health in general.

As KING 5 rolled out one story after another, transportation leaders promised reform and a commitment to cutting costs wherever possible.

"What we will look for is every opportunity (to save) because we’ve got to make the system more financially sustainable," said the Director of Ferries, David Moseley last month.

But exactly during this time, a strange thing happened to Capt. Pete Williams, the outspoken advocate of saving the ferry system money. Last month Secretary Hammond quietly took away one of Williams’ key responsibilities: representing the state at the bargaining table during union negotiations for the past six years.

The union for the captains and mates – the MMP - complained Williams was rude and disrespectful. After that, Williams was out.  The decision was made by Transportation Secretary Hammond.

"I'm trying to get a respectful table put together so that we don't have people griping at each other, and when they walk in, hostility erupts. I'm not saying that that's what he did, but that's how it was being reported that there's this attitude against each other,” said Hammond.

A key negotiator for the state - Ferry Operations Director Steve Rodgers - was blindsided and furious.

KING-TV obtained internal e-mails he wrote to Director Moseley.

"I stand in complete disagreement with the decision to remove (Pete). It was based on hearsay given to you by an adversarial party with ulterior motives."

Rodgers didn’t stop there. In an e-mail sent to Williams, he said, "I have never witnessed anything but professional conduct from you, so I have no idea where or why this surfaces now."

In fact, Governor Gregoire herself commended Williams on his expert work in negotiations in the past. She sent Williams a letter in 2006 thanking him for his "professionalism, perseverance, and creativity" in negotiating a union contract back then.

Secretary Hammond couldn't come up with any specifics on exactly how Williams has been disrespectful. She admitted to KING 5 that she got input from the union, but didn’t consult with anyone on her own negotiating team.

"I take my responsibility as the buck stops here very seriously. I'm sorry our managers feel like somehow we've sent the wrong message. It's my decision. When one of them is secretary, then they can make their own decisions, but until then, I'm responsible for this agency and I'm going to have a respectful environment," said Hammond.

Mike Ennis is the Director of the Center for Transportation at the Washington Policy Center, a conservative think-tank in Seattle.

"It's outrageous. I'm outraged. As a taxpayer he (Williams) is someone that I would want on a negotiating team. Someone with a reputation of cost savings for me, the taxpayer," said Ennis.

Ennis said unions should never influence who's on the other side of the table, bargaining for the taxpayers.

"You have the governor and the Secretary of Transportation saying they're for reform, for the ferry system. Your investigation has prompted them to say those kinds of things, yet you uncover something like this? It makes me wonder whether they are perpetuating the system that got them into this trouble in the first place or if they are truly for reform," said Ennis.

In an e-mail written last month a top ferry manager suspected the move was politically motivated - a way to keep the unions happy.

Steve Rodgers wrote to Pete Williams: "My opinion is the unions would like your expertise (in containing costs) removed from the table. Apparently the unions have much more credibility than you or I."

Secretary Hammond is adamant the decision was not about currying political favor with labor unions. She said it was a move to give the ferry system the best team possible to cut out as much fat as possible from union contracts.

"By God, the ferry system needs help. It can’t operate on the funding it has. We must all pull together and that means employees giving up on some of the benefits and compensation they've had," said Hammond.

"You have to ask yourself, if the union has influence over who sits at that table, whose side is the team on? Are they on the side of the taxpayer, or are they on the side of the union?" said Ennis.

KING requested interviews with both Williams and Rodgers, but Washington State Ferries officials said they weren’t available. In e-mails obtained by the KING 5 Investigators, Williams made it clear why he thinks the union wanted him removed from the table.

On May 19 he wrote to Director Moseley.

"I took over a department (the Dispatch Center) that was in a state of chaos left behind by my predecessor," wrote Williams. "It was a system of taking care of the good old boys… I do not allow myself to be swayed by friendship or do I promote the good old boys club… It now appears, at least on the surface, standing behind directives (to save taxpayer dollars) given to me and those I work for, has now been deemed a problem in negotiations."

All unions representing state workers are currently in contract negotiations with the state of Washington. The bargaining will continue into the fall after which the agreements will be presented to the legislature for approval. This negotiations, described by Secretary Hammond as a critical and tough process, is taking place for the first time in six years without Pete Williams.

Sound to me that Hammond is the rude one. "It will be done my way or no way!" It also doesn't sound as if Williams has been doing his job for the last negotiating periods. If he did his job this would have been exposed long before the news media had to get involved. I say fire them all, they are all a bunch of free loading crooks!

Why stop at pete williams ....steve rodgers was also a relief agent boosting his wages with travel time and mileage ....and once worked in the ibu bargaining unit against wsf and now is Ferry Operations Director ....OH BROTHER WHAT ROLE MODELS FOR CURRENT EMPLOYEES AND FUTURE EMPLOYEES . This is only two of many upper management officials that started as terminal employees or boat crew employees ... who worked the system for there own benefit.

So, after all of this whining about alleged waste can someone please explain to me why the Terminal Employees are being paid 28% over the M.E.C. Salary Survey? The Deck and Engine are (or have been) below the Salary Survey but the Terminal Department is heavily inflated on the wages for ticket takers and parking attendants. I thought that WSF contract negotiations and attendant wages were expected to be based almost solely on the the Marine Employees Commission's Salary Survey? Looks like this little nugget went unnoticed by Susannah. Maybe her "inside sources" are a little close to home for her to mention this discrepancy? 28%; I wonder how many millions that has cost?

Pete Williams hasn't saved nuthin'. His imaginary $250,000 savings were completely obliterated by the $2,500,000 in the budget that he's expected to blow on overtime through this summer alone. Big deal, right? They can just play with the numbers to make him look like some kind of hero while he's actually spending ten times as much right under Frame's surgically-altered nose. My union doesn't want him banned from the negotiating table because he's a frugal manager and tough negotiator. Rather, they don't want him around because he's rude and unprofessional. In the old days, you'd meet behind the dumpster to settle the score. Today, you simply ask that the abrasive party be banned from the festivities.

So, he leaves to take a job elsewhere to be replaced by whom and at what wages? You apparently don't get it. The maritime industry is a small and fairly exclusive fraternity and those holding the requisite credentials to serve aboard unlimited class vessels are a shrinking group. These are not the same as the "yahoos" that serve aboard vessels in "Dangerous Catch." You can crew those vessels with anyone off the street that is willing to work 24/7 for a share. If clint69975146227 leaves WSF to serve in another venue his qualified replacement will expect, nay demand, wages commensurate with the scale paid in the rest of the industry. That's just the cost of doing business and the "rest" of the industry consists of the "private industry" that all of you sock-puppets and trolls like to blather on about ad nauseum. You seem to fantasize about some mythical pool of qualified private industry candidates willing to work for red-beans and corn-bread. Get a clue.

clint! wages better, insurance better hours better, and as highly trained as you are, why are you wasting your time at the ferries? with all you say your are and do, I would think somewhere else is be stupid if they didn't hige you. I say quit the ferries tomorrow and show all those who doubt your qualifications that someone of your quality is worth way more than the ferries can give you. You must have hundreds of offers.

Ms. Frame attempts to define $millions in "waste", but much is actually misunderstanding at best, agenda at worst. Employees travelling to work by ferry must wait in line, arriving as early as earliest passengers, unpaid, to travel to go to work. There is no preferential loading for them. Some must catch 2 ferries to be on clock. Imagine going to wait in ferry line to travel to 12 hour shift (engineers) at least an hour before travel, then riding an hour, driving to where they are assigned? Imagine reversing the process, and you arrive at 16 hour days easily, which are remunerated for 12? Ms. Frame meantime avoids $Trillions in banking corruption, as media has not explained to the public what or how U.S. economy actually melted down. If we are going to DO "transparency, oversight, accountability", shouldn't we begin with the BIG issues, rather than scapegoating state and union employees whose lives are tough enough already?

to me like ive done somthing wrong?? how dare you.. i am not the one who is cashing in on this deal. i work every weekend, i train to pluck your dumb%$# out of the water, to park your pretty little car and make sure you are safe when you come aboard... how dare you treat the majority like we are criminals when our only agenda is to go home to our families. i am no different than you.. i do have training, 3 months of it, firefighting, rescue, cpr first aid, abandon ship, hazmat etc. i am the only one who is going to put out that fire on the car deck,,, do you think that boat is going into the dock when its on fire??? NO. do you think your kids kyak is going to magically rewright itself ?? NO.. you people take a story like this and immediatly blame the majority when you need to be blaming the people who are representing YOU ... that is your state leaders... so the next time you see a ferry employee, you should do the RIGHT THING and thank them for keeping your waters safe....

actually that is not correct,.how many "state workers" are figherfighters? are a rescue team? are going to save your pathetic lives when the %$#@ hits the fan. you can keep on with your "state worker comparison but i bet that the liquior store cleark isnt going to be saving your kid when he rolles over in his kyak... i can only speak for the deck department, they have only seen 1 , thats ONE cost of living raise in the last 22 years!!!! we were finally going to get one but our union chose to give it up FOR YOU THE TAXPAYER during the economic downturn. i dont care about anything but my family, i recently came from a private sector, and i had it better there, so if you people think that "state workers" got it good, well, your sadly mistaken... my insurance was better, my wages were better, my hours were better. this job sucks. and to have a incompitant management running the whole thing is unbelievable. i cannot believe that you people have the audacity to speak

Actually that is not correct. Furthermore, the Terminal Supervisors, Ticket Sellers, and Traffic Attendants are all well above the Salary Survey. The Engineers and Oilers are below the Salary Survey. I believe the Terminal Supervisors are something like 37% above the Survey. The M.E.C. Salary Survey is a market comparison of wages in like parts of the industry.

A relative sells tickets for the Ferry system and he hasn't had a raise in a very long time. Maybe you should also balance your stories with facts about the actual % of ferry workers who are getting the extra cash and perks. Even though a lot of money is going to a few, there are a lot of ferry workers who are barely getting by. Now they are having to endure rude comments from the public who think they are pulling in big pay. Please balance your story and give the whole picture about hard working folks.

My understanding of perks is stuff like designated car spot, an insurance policy which only few employees get (premium cancer, lost income that pays 100% current income, high paying life (i.e. $2M ) insurance on you and spouse), unlimited company jet for personal use, stays at company get-away house, ...

It is interesting how Susannah throws around the term, “perk”. And with crazytrain(of thought)247, “illegal perk”. The ditto heads aren’t interested in the truth so for the rest of you, let’s put a definition to the term. It means “working conditions”. These are the working conditions of employees that have been negotiated and agreed upon by both parties. When Susannah negotiates with K5 for her wages, hours, parking spot etc. are these perks? No. They are agreements between two parties that have been negotiated. The term “perk” implies something behind the scenes. Yet the employees working conditions are all spelled out in the Collective Bargaining Agreement. This CBA is something Susannah has a copy of. Something she has quoted from in her stories. That is, the employees working conditions could not possibly be more transparent. Transparency, something you ditto heads constantly cry over. Yet Susannah, and the ditto heads, continuously attempt to distort by referring to the “perks”

Williams is not saving the money Frame is assigning to him. The dispatch office does cover vessel casualties as she did say correctly. Casualties drive labor costs. Take a look at last year and compare it with this year in terms of vessel casualties which required the long term replacement of vessels. There have been virtually none. This year is the first in many where the Super Class did not have major technical problems, there were no allisions, no jumbo incidents. The reference points frame is presenting probably do look like a savings but that is not dispatch. It is a product of excellent personnel and equipment performance. When there is a deficit of large vessels due to break downs WSF strings together whatever it can in the way of smaller ships to restore some capacity, it has to rob the maintenance schedule, put additional boats on, pay people to travel away from their permanent assignments. No break downs=Low costs. Look at casualty stats before making conclusions

How is Overtime, running rampant since mid-March, being saved by Yankee Echo ?? The state fails to hire the proper amount of employees for the deck department each & every year, leading to massive amounts of overtime in the Spring . If Petey single-handedly saved dispatch .5 million in Overtime just in dispatch, then during summer months he will be single-handedly responsible for the 2.5 million in projected Overtime already budgeted for. If the employees were to truly want to help WSF they would "refuse overtime" & see where that would put Petey's pickle. Dispatch is all of about 8 employees that need a supervisor on paper making 100K, I think not. His years spent milking the system as a Relief have not been forgotten by several of the posters/protesters here. Susie, please attain Petey's wages, travel, mileage & OVERTIME for his Relief years. Then request what his crews made while under his command.

This situation is totally disgusting. I just wish Ms. Frame had asked Ms. Hammond why she consulted with the union, but not with her own negotiating team on the question of removing Pete Williams from union negotiations. At the very least she could have directed Williams to be less gruff with the union, rather than just removing him. I assume the Secretary of Transportation is appointed by the Governor. If so, Governer Gregoire should either fire Ms. Hammond or direct her to restore Pete Williams to the negotiating team. If Ms. Hammond resigns in protest, that would be up to her. The bottom line is that letting the union control who sits across the negotiating table from them is flat-out unacceptable.

In business policy 495 class we had to discuss a scenario of college student group-member always took 8 hours to stuff flyers into newspapers regardless of amount to stuff and one student was promoted to end the status quo. I see Williams in the same boat except WSF mgmt erred by not taking him out of the union into a flat-pay position--another mgmt failure. In college we also learned that if a company goes union, mgmt deserved it. I am learning here the reverse is true, too: If a government operation is privatized with old union contracts busted, the union deserved it. We all have baggage, not just Williams. Williams does his desk job very well and deserves a raise--not a perk. Reminds me of "No good deed goes unpunished." Union existence and its members would be much better served if union pulled its head out of its antiquated, stubborn and suicidal thinking and starts looking for ways to help solve excessive labor cost before the whole ferry union finds itself unemployed.

Hey Susie, how about doing a complete fact check before you start throwing your 5 minute investigation out there. Why not go back and look at the negotiations over the years and the arbitrators that get involved because the management side isn't willing to cooperate with the unions. I think the vote of no confidence says a lot about the management and wasteful spending they do.

qualityemployee - I doubt if you've ever read a book. crazytrain247 - (fitting moniker btw) you can hire anyone from Walmart and put them to work at the terminals. You can't man the vessels in a position greater than the lowest entry level Ordinary Seaman in the Deck Department. Afterall, where do you think "qualityemployee" came from? (I'm sure that Walmart was saddened by the loss.) Your postulating that acceptance of payment under the contract is "immoral" is interesting. Perhaps you should tell your boss that you're abdicating half of your minimum wage salary because it is immoral for you to accept so much payment for running that french fry machine. heh heh You sock puppets are a hoot!

Pete is just trying to pay off his debt to the state!! Capt Petey ran the ferry Kitsap aground in 1996 going thru Rich Passage on the Bremerton run! Stranding 475 passengers and causing $200,000 damage to the vessel. In addition, the sudden jolt caused minor damage to about six of the 135 vehicles aboard the ferry! The ferry sat grounded for about 90 minutes before it refloated itself on the rising tide. Because of possible rudder damage, it traveled to Seattle at a severely reduced speed, docking with the help of two tugboats! Pete was one of those Overpaid Relief Employees that everyone likes so much! Thanks for doin your homework on this one Miss Frame! Of course WSF Managment wants to look good, because they know that they will be the next story for WASTE ON THE WATER! Did you know that WSF has 2 buildings they lease? The big one downtown and one in Everett.....why? I think it's time for "WASTE IN THE OFFICE" OR OFFICES!

cont.... Perhaps its time for those 99.9% of ferry workers NOT mentioned in these stories, but suffering the harassment and ridicule to boycott king5 and its advertisers. The same should go for KC Sheriffs and Metro drivers attacked for working overtime even though it saves the county money by having less employees. This series is like 'The Simple Life with Paris Hilton'. Coverage you can't count on

Williams sounds like one who speaks his mind and stands behind his belief's, gets paid to do a job and does it, was once active in the union speaking his mind, which when it comes to some employees translates into being two faced. Everytime Frames does one of her reports it seems to be the same writers that are incensed. The claims are the same, Frame is totally wrong and management should all be replaced. It is all to typcial, employees the innocent victims, managment is targeting them. In Frames report Hammond states he is a valuable management member and wants him to continue his good work, she removed him from negotiations with no real facts just what she was told, didn't check with other team members to see if the claims were substantiated. Unions always claim management isn't working with them if they are meeting resistence. Do we really know how savings are being gained? It might seem to some a no-confidence vote means he is doing his job upsetting some union members.

Those 2 incoherent sentences you posted have likely taxed both of your synapses to the limit. framed - I agree, I don't believe it is even possible to enlighten them. This cracks me up! The union complain about the very people who were trying to manage the costs, contact the media to make a statement and garner leverage, then they get mad at the media when it uncovers the truth and tells the real story. Get real! You ferry workers have had it so easy for so long you have no idea about the real world. Go back and read what you wrote in this blog, and you think we should feel bad for you. You act like a bunch of kids who got caught with your pants down.....just like a child, it's always someone elses fault. Rogers and Williams, keep up the great work!

jaimer: We are talking to the ditto heads of the population. They don't want facts, they want to win. Most don't believe in moon landings. It is precisely the crowd K5 is shooting for. They are pulling a page from Fox which is to say anything is fair which will appeal to their particular perspective, after all this is not journalisim, it is entertainment. Susannah is seeking to become the Palin or Beck of Seattle. Facts are immaterial. I mean if she were interested in facts why would she interview Ennis for this story, a far far right winger. Or in the previous story she sat down with FAC member Ed Sutton who was sensored for violating the public meetings act, a page from Cheney and the Oil industry. Sutton's mentor Alex MacLeod, chair of the SJ FAC was fired for the same offense but is now jumping in requesting pay info on WSF employees himself. Oh yes he is former managing editor of the conservative Seattle Times. This is about money, advertising dollars to be specific.

He didn't "lose his job" he remains a Port Captain. The WSDOT has a Code of Conduct and your assertion about Whistle Blowing is absurd. If you are removed from various duties, due to violation of the Code of Conduct, how is complaining about it a Whistle Blower? I take it that you're his Mom?

I think we need to think outside the box here. Instead of subsidizing the ferry system lets have the riders foot the bill. A walk on ticket from Bainbridge Island to Downtown Seattle would go from from 6.90 to say 15,000.00

There was a time, not very long ago, when our transportation agencies were accountable to a bi-partisan commission. While its members were appointed by successive governors (overlapping terms), it was required by law that there be an almost even split between parties and between eastern and western Washington (3-2 and then 4-3 when it was expanded to 7 members). The commission selected the agency's director/secretary, after consulting with the sitting governor but the agency head was insulated from direct removal by a governor. In a case like the one we see outlined here, you can bet that the bipartisan influence of a commission would deflect (and -- one hopes -- actually preclude) any cover-up or expedient CYA actions. Hammond is Gregoire's appointee, so the buck should stop there, but you can't dis-elect her for two more years and few would argue that statewide elections turn on questions relating to the management of any single agency (although maybe that should be the case).

So a Bureaucracy comes in Over Budget or Under Performed, They Just Scream Tax INcrease, and threaten to cut school lunches and the elderly if they DONT get their tax increase for the Slush fund. tacwilster - You don't have a license and you would not be qualified for any position higher than cleaning the heads. runner693 - there haven't been any "illegal perks" and the issues Susannah Frame has called "perks" are actually negotiated contract items. Even the Travel Time for Deck Department personnel on Special Projects. This may not have been "written" into the contract but once it was paid for over 3 years it absolutely fell under Past Practice and that effectively wrote it into the contract. Once something becomes Past Practice you can't legally just stop paying it. It becomes a legally binding contract addition that has to be negotiated away. If you don't believe me you can check for yourself. However, it was written into other union contracts. This makes Susannah's characterization of it as a "perk" (perquisite) an issue of Libel and Slander (written/spoken). You need to discontinue commenting if you don't know what you're talking about.

Privatize the ferry system, then the government won't have to negotiate with the unions, a private company will and we know what they would do, they would break the union and save large sums of money! Maybe the state will let the unions representing the ferry works strike, and hire those of us that can't find employment, problem solved!

Whether it's the ferry system or some other department within state government the message seems pretty clear. Protectionism is just part of the culture. I know of other departments where people in management positions are allowed to continue to work on reports that should have been completed 3 years ago. Those same individuals are still in management roles, shuffling paper and drinking coffee while their subordinates take abuse from the public for slow service and long waits, yet they never assist those on the front line. Those old cartoon images and sit-com stories of the lazy inefficient government workers are alive and well and gathering a salary and benefits daily in this state. After 31 years in state service it appears Ms. Hammond's greatest achievement is to become proficient in government doublespeak.

This latest report regarding Pete Williams shows that Susannah Frame and King 5 are completely nonobjective on this ongoing story. To herald William's disdainful and purposely obstructionist treatment towards negotiating upcoming union contracts as a plus for WA state taxpayers completely ignores the code of conduct for WA state employees. His choice to treat union represented WSF employees as a competing entity is destructive to the cohesive operation of WSF. The notion that he saves money behaving this way in a leadership role is, at best, penny wise and pound foolish. The tactic the WSF management has used for some time tries to distract the unions with endless nonlegitimate redlines of pay sheets which forces grievances to be submitted to be paid money already earned. Maybe this appears to save money if it temporarily puts off paying someone what they are owed but it is harrassing behavior and should be considered illegal. He is the reason for the no confidence vote by the MMP.

'Feels like a broken record, folks. But, what is needed is to sell the WSF system to the highest 2 or 3 private bidders. As long as politics/budgets/state patronage are at play, this mess of graft, illegal perks and union corruption will continue. The same professional, safe job of ferry passenger transport can be done much more efficiently by a business that strives to make a profit. Get the govt out of it. And, while we're at it, go sign the intiative at Costco to privatize liquor sales in WA.

My how things look from the other side of the table. Captain Pete used to be a "Regular Relief" captain and employed all the tricks to getting overtime and travel time. He wrote the book in other words. He also used to be on the Masters Mates and Pilots (MMP) negotiations team and sat across from management. He was voted in for one 3 year term, then ran again expecting he was a shoe-in and didn't get but a handful of votes. Why? Cause he was seen for what he is... two faced. He was shunned by his peers so he went to the other side and now works in opposition to his former shipmates. As the Port Captain, it was Williams' job to inform Moseley of the cost overruns with "special projects" like those reported earlier. Didn't happen. Port Captain Saffle did the same only his was a 3 way. MMP, then Management (under the "Special Projects" heading for 12 years I might add) now MMP again. There's more than one "good ol' boys club" at WSF. WSDOT needs a clean sweep from top to bottom!!

What a wonderful report. Working for the state taught me not to believe what you saw on the daily news regarding WSF. This was possibly the most accurate report I've seen in years. @framed- Do the math. Williams has not been in charge of Dispatch for 6 years. It takes as many years as he has been in charge to unravel all the good ol' boy club tactics that had been in play by previous management. .... @Paulharvey- funny that you'd complain about a tactic the union used as well, by recruiting a previous Dispatch manager to retire and represent the union.... turn coats?? kettles calling it black??? It sucks when an employee actually does there job doesn't it!

What baloney. Pete has been the management dispatch guy (deck and engine) for the entire period that Frame has been complaining about crew overtime, travel time and so on. The entire time. How is it that the contract has been so loaded with "perks" that allow excessive travel time to employees traveling from Shaw or luxury condos in the islands when King 5's hero Pete is doing the dispatching and contract negotiation. Susannah is spending so much time telling one side of each story that the facts in each are starting to conflict with her earlier accusations. My goodness, everything that Frame has complained about has occurred in the last six years, the exact time period Pete has been in the dispatch office and on the negotiating team for management. What baloney. Hammond is being Framed. Why? Why is a conservative think tank guy being interviewed about something he has no knowledge with, is there any doubt as to what he would say? Frame is from Yakima oh yesssss....

WSF has been in the business of grooming back-stabbing turncoats like Pete Williams for years. Pete Williams was a captain in the fleet and then when he approached retirement he was recruited by WSF management to in effect work for them against William's own union members. Its no wonder WSF managers are upset at William's removal. They lost somebody who took an unusual amount of perverse pleasure in negotiating against his own union brothers and sisters. Paula Hammond was right. As long a Pete Williams was in the negotiating room there would be nothing but a hostile environment and that does neither side any good.

The ferry system and the DOT have been the biggest open sewers with money draiing into an endless abyss that this state has ever seen. It has been going on for decades. Remember when our license tabs were 100's of dollars a year. Well where did that money go? Not into roads but in the pockets of these public scam artists. This waste of time, air and money, Secretary Hammond should be relieved of her post immediately she seems to me totally inept! Governor! Do your job!!!
