State senator takes aim at red light cameras

Washington state senator Jim Kastama is taking aim at red light cameras. Kastama wants to make sure they're being used for the right reason, which he says is not money.  He wants to lower the fines.

Many of us have our own red light stories - lots of tickets and lots of money that goes to municipalities.

"You know actually not coming to a full stop. I broke the pedestrian line and I got the ticket in the mail," said one driver.

Red light cameras have been popping up in cities all over Washington and across the country. Why?

"A city council member from Seattle actually referred to these cameras as revenue generators," said Kastama, D-Puyallup.

Kastama thinks the focus of the cameras should be safety first.

"That we don't make money off infractions because then we're going to be selective. We have the potential to selectively enforce those laws where we get revenue and that's a very dangerous precedent to set for any law enforcement," said Kastama.

Kastama is introducing a bill that brings the ticket price down from where it sits now.

"$125 or $180 - that can really hurt a family in my neighborhood. And so when I hear people say you need these big amounts to modify behavior, I'll tell you, my behavior is modified plenty with a $42 ticket," said Kastama.

The state Senate Transportation Committee takes up Kastama's bill today at 3 p.m.  Another bill in the House focuses on the length of the yellow lights.

The issue is gaining a lot of attention. If you do a search on the Internet for red light cameras, you will find a lot of municipalities across the country are considering doing away or modifying the red light camera laws.

Even with insurance an accident can be costly, loss of a car, loss of income and medical bills can devastate a family.

I think that people who tend to run read lights speed up when the light turns yellow to try and beet the light and end up running the red light. A yellow light means slowdown and be prepared to stop not speed up... Response: nickc has described the very problem when "ALL Traffic Signals," on a main street, that crosses many intersections, are not "Speed Limit Sequenced together," to accommodate a steady flow of traffic at the set speed limit... and one of the yellow lights (in the steady flow of traffic sequence" comes on abruptly, after any of the abiding speed limit vehicles, reaches any of the sequenced intersection's, it causes "Panic" and creates the "Slam on the brakes reaction," throwing everything on the floor in your vehicle, thus staging (creating) the potential for rear end collisions! What do we become, set-up "Sitting Ducks!"

If traffic lights were about safety, the cities would sequence all traffic lights to create safe flows of traffic, allowing people who abide by the speed limits, to not be arbitrarily stopped. Today's conditions waste fuel, pollute the air and also creates unsafe conditions of unexpectedly slamming on brakes, running red lights and thus, Red Light Camera's to punish citizens for the cities inefficiency! I moved here from a Midwestern city, who over 25 years ago had sequenced traffic signal (lights). What's the problem here? Is Someone being Opportunistic?

Another thing to look at, is those intersections that are classified as "DEADLY"!! Look at those intersections...And has having a "RED" light camera there REDUCED DEADLY ACCIDENTS FROM HAPPENING?! Check w/city of Phoenix (in Arizona). I know FOR FACT that they will tell you that having Cameras at several intersections ALL over the Valley of the Sun HAS ACTUALLY DROPPED THE NUMBER OF DEADLY ACCIDENTS THAT WERE OCCURING BECAUSE PEOPLE WERE RUNNING RED LIGHTS!!

I have seen how these work as well and even as a pedestrian have been witness to them going off when someone came to a complete stop just inches past the line. I know if I EVER get a ticket from one of these camera's I will get out my pellet rifle and come back after dark, stand off to one side and fire away until I am satified that the lens and all other equipment is no longer funtioning. If it starts costing more to repair these cameras then they are making I bet they get rid of them.

Lynnwood, WA is a mess.. They've shortened the yellows.. Cars are charging intersections to avoid "prosecution" and making it dangerous for pedestrians and others. I have sat for moments at a large Lynnwood intersection and watched the camera go off several times. The city is making a fortune! Why? Because "screw the taxpayers" is the new name of the game. The message is loud and clear: DON'T SHOP IN LYNNWOOD!

Once upon a time, the issue would have been guilt or innoncence. If you obey the laws (do not infringe the pedestrian line, come to a complete stop, etc.), you won't get tickets. Why doesn't our government actually address problems? Any bet this guy is a lawyer looking to expand loopholes? Ask me why I am vooting against every incumbent next time...

Someone in a post made a good point and Im too lazy to scroll back through and see who it was. But yes these cameras are privately owned and the company that runs them get a % of the fine and the city gets another %. It is about revenue generation. These camera's really should not be snapping a picture until your halfway through the intersection. It is at that point that it is obvious that you ran a red light.

I agree with avhjr that it wouldn't be an issue if people didn't run the lights. As far as being stuck in the intersection because a bus has stopped - You're not supposed to enter the intersection if there is not room for you to clear the crosswalk on the other side. I don't think the fine should be lowered - I think it should be raised so people hurt a little when they break the law. So many people complaining about the light sentences of law breakers, but don't want to step up and be accountable themselves!

I think the cameras are a good idea in general but I find if I am coming up to one I pratically kill myself making sure I am nowhere near that intersection. I wonder how many people are rear ended because of the paranoia related to these cameras. I have also seen them go off as a person is under the yellow light which was green when the person went through it. How fair is that. The intersection of 72nd and the freeway is terrible and needs a camera. You really take your life in your hands when you go through that intersection. So many people run the turn light to the freeway that I have missed my light waiting for them all to go through it. It makes you wonder who comes up with the placement of these cameras.

We all have very strong opinions on these cameras I think, but shouldn't we be the ones to decide if we want cameras monitoring us? I feel like our lawmakers are using safety as an excuse to nickel and dime us with these cameras. Now if they can provide proof they really prevents accidents, then lets have them but lets also require all of the monies they produce go into road improvements and safety measures rather than the general fund.

If people would slowdown and not speed up when the light turns yellow there would be a lot more people not running red lights. If your run a red light you deserve the fine and possible a suspension of your license because you are endangering the lives of those around you.

Its all about generating money. These cameras are privately owned in case nobody knew that. So a private company is running them and the whole purpose to being a company is to make money. And yes the yellow lights have been tested and timed and it has been shortened. If you do the research on these lights it will tick you off. On top of that the accident rate has actually gone up sense they were installed.

To Logic 14 Senator Kastama is a STATE SENATOR!!! Do you know who our US Senators are?? (Cantwell and Murray - ring a bell?). You should get your facts straight before you put people down. Kudos to Senator Kastama from PUYALLUP Legislative District 25 for sticking up for families. Until we have the ability to hire more police officers to put the brains behind our technology, we will have to put up with the red light cameras.

@wawolf - finally the voice of reason. I too hate red light runners. Solution: Hire more police to stop drivers and write tickets when it happens. That will make it about safety. The cameras are only about money. Traffic cameras can not respond to Domestic Violence, Robberys, Rapes, Traffic Crashes, or Assults. There should also be a standard throughout the state for minimums on Yellow light durations. Don't create an unsafe condition just to collect more tax revenue.

avhjr: I have a feeling you would change your tune if you were facing losing your license because you got stuck in the middle of an intersection due to a bus further up the street stopping and jacking up traffic in the intersection or something. I do agree that people who blatently run red lights should get tickets though. The red light cameras aren't the real problem. It's the speeding cameras. Do 5 over on the freeway and get a ticket in the mail. Even though everybody does 5 over to go with the flow of traffic. Those are the ones they need to get rid of.

I've never ran a red light to get one of these tickets, however I have seen them flash and take the picture of people who were obviously not running a red light. At all of the new red light cameras in Redmond if you so much as inch past the pedestrian line while stopping the camera takes the picture. Some of these lines are way back from where you would normally stop. All of the people who are for technology like this are idiots. It opens the door for more monitoring and an eventual surveilance society.

Leave it to a Democrat to not want to hold people accountable for running red lights. $120-$180 should hurt a family!!! That is the reason you don't run red lights!!! If the fine was $2 then no one would care about the penalty. With the way that Jim Kastama is spending our tax dollars in Washington DC he should support any means to collect revenue and what better way than to collect it from people running red lights. I am amazed at what free time these politicians have to deal wtih such issues. That is why we have local politicians. Jim needs to concentrate on federal issues!!! What a idiot. My guess is he or one of his big dollar supporters got a ticket.

This wouldn't be an issue at all if people wouldn't run red lights. Every person running a red light is placing others at risk. I think the solution should be permanent. Run a red light. Don't drive again, ever.
