Elected officials to outline plan for new Seattle arena

SEATTLE - City officials could announce the framework of a new sports entertainment complex in Seattle's SoDo neighborhood at a news conference scheduled for Thursday afternoon.

KING 5 has learned Seattle Mayor Mike McGinn, King County Executive Dow Constantine, and hedge fund manager Chris Hansen are still working to finalize a term sheet.  A high ranking county leader said  the deal currently includes substantial private financing, with some debt backed by the city and King County, to repaid through admission fees and “arena generating revenue.”  

The final terms are expected to be hammered out Thursday morning, and some council members were being briefing individually prior to the announcement.  McGinn and Constantine planned to make a "major announcement" at 2 p.m. Thursday, though officials have yet to confirm what the announcement is about.

Councilmember Bruce Harrell, who was among those briefed, called it a "win-win" proposal, but also said the deal is "very complicated." It's a land deal under Initiative 91. It has to be profitable for the city; at the same time the investor wants some protections on his investment.

A new Seattle citizens advisory group is also being formed to examine the proposed arena's financial impact on the public.

As KING5 first reported back in December, Hansen’s Valiant Partners of San Francisco purchased a three acre piece of property south of Safeco Field, for $21 Million.  A city hall source with knowledge of the negotiations said late Wednesday that the city would not have to claim eminent domain and Hansen likely secured more property.

It’s unclear who will appear at the press conference.  Late Wednesday, sources were conflicted about whether Hansen would show.  Constantine, and McGinn are both expected to be in attendance.

The term sheet would still need council approval.  Hansen met with three council members on Wednesday: Tim Burgess, Bruce Harrell and Council President Sally Clark.

Burgess told KING 5 there was no discussion about terms and conditions, but Hansen, a Seattle native, talked fondly about the 1979 Sonics championship and how he loved the game.  Burgess described the chat as “general, friendly and warm.”

Clark told KING 5 Hansen said he figured it was time to show his face and did not mention a specific franchise for the proposal.

Councilmember Mike O’Brien said Wednesday, “I'd love to see it if it makes sense.” O'Brien added that it was his understanding there would be little to no public involvement in the financing, and “the only way a deal will be successful is if it doesn't include additional taxes on city, or leave the city holding the bag.”

Deal could bring NBA, NHL to Seattle

A possible deal could bring NBA basketball and NHL hockey to Seattle. The speculation will naturally turn to potential franchises to fill the building.  The NBA has given Sacramento until the end of the month to come up with a financing plan or face potential relocation of the Kings.  The NBA also owns the New Orleans Hornets, and is looking for a buyer.  

Meanwhile, Don Levin, part owner of AHL Chicago Wolves, told KING 5 Thursday, "If they get this done, I'm definitely interested in being part of it."

The NHL’s Phoenix Coyotes are also owned by the NHL, which rescued the team from bankruptcy court.  The league says it needs a new local buyer by the end of this season or the Coyotes could relocate.  

NHL Deputy Commissioner Bill Daly, who told KING 5 last year about a group interested bringing a team to the city, declined comment via e-mail Wednesday night.  NBA spokesperson Tim Frank did the same.

Seahawks owner Paul Allen released the following statement regarding the announcement:

It was a sad day when the Sonics left Seattle, a move I opposed. It’s exciting to think about the NBA coming back to Seattle and renewing the rivalry with the Portland Trail Blazers. However, it is too early for me to comment any further without a specific plan or proposal to review.

Here is how f....ed up this town is. Some one is going to give you $290 - $400 million to build something and you don't want to do it. It's a hand out. Liberals pay attention, this is the word you live by. Don't worry I'm sure they will be willing to put in a bike lane to arena.

Oh, please... we do NOT need another arena which will end up getting tax breaks for the next decade for some wealthy developer and create a drain on public resources. Can't we FIRST pay off the debts on the other stadium? Don't forget that soon, the Mariner's owners will be crying about needing renovations to the baseball stadium and expect the taxpayers to put up funding to cover their operations or, else, perhaps they'll move the team... economic blackmail at it's finest. Anyway, I don't understand why there's always this push to have the public pay for private gain... though it is how the 1% stays the 1% by having the tax payers protect their investment so they can be sure to make a profit -- even if the rest of us has to suffer the tax burdens for them to do so.

Truly fascinating how easily the people are duped by the talk of sports being brought to town. They start calling others names in defense of something that does absolutely nothing to better their lives, but just takes away time and money from them in a multitude of ways. a california company to build with tax payers money a new stadium,,,and they will not haft to pay any taxes on the property for ten years mayby even longer,,the one reason the state of washington is in hock up to there ears is we keep letting the city of seattle with all there political pull take 85 percent of the taxs collected in the state of washington..and while seattle spends all the tax dollars the rest of the state has to do with out....

Why put another stadium in an already extremely over crowded area, I have sat more than once for almost an hour to go 3/4 of a mile! And that was before the viaduct started coming down! In additon the seattle police dept. has no idea how to deal with traffic control. This is an eminent disaster dreamed up by easily the worst mayor anywhere ever. I love sports, but put it a place people can get to easily and that won't have such a huge impact. Put it near Georgetown or up north. I think this idea reeks of real estate sales scum and McGinn's retirement fund

Thank God we had a different society when we wanted to bring some life to this burg 50 years ago. It would never have been done now. No Seattle Center, no Space Needle, no freeways, no vibrant downtown retail core, no Kingdome (which did serve its purpose)...nothing. Now we have a bunch of whiny do nothings moaning and bit**ing about taxes and billionaires. Guess what, nimrods? They've always been there, will always be there and should NEVER get in the way of the rest of us enjoying our city! For god's sake get on the train or just crawl under your rocks and just shut the h*ll up for once!

I can't help thinking that if there really was money to be made in having a sports venue, then there would be a consortium of private investors putting up the cash to reap the rewards. No doubt there are some who will say that's what's happening, but they're also wanting the city to cough up cash in some form. If the local businesses feel this would be a benefit to them, then they should contribute to the fund to build the arena. I'm very interested in hearing how the costs will be spun. I don't mind the city forsaking fees on permits, etc., or helping to expedite the building with timely inspections, etc., but I really don't think they should be contributing real dollars to this. The guy does NOT have a tenant, does NOT have a real plan to get a tenant, and the prospective leagues (NBA and NHL) keep saying they are NOT looking to relocate. So if you build it, and then nobody wants to come, what happens?

Read the article before you start ranting about all the taxes the public will be paying...this Arena will bring a large number of jobs and income to the community. Not only will it host NBA and NHL but a large number of entertainment events. Its a no brainer if everything falls into place

The time is upon us! Arguing is fine, it's what protected us when we were facing a bad deal with the Sonics before they left. However, SPORTS FANS UNITE! The Supersonics will return...oh yes they will! And professional hockey will return to Seattle, the home of the first US won Stanley Cup! I am personally going for the "Seattle Totems" as the name of the NHL team, but hey let's argue about it and throw some names out on this board.

Oh goodie.....the public gets to pay for the "arena generating revenue" in new levy's while the owners get rich. Oh yea, we also get the pleasure of paying high prices for admission tickets. Look what happened to Shorware in Kent. No one can afford to go to the games there.

I'm sorry, but right now every time I hear of this State paying one nickel for anything but our current problems ticks me off to no end. The reason we lost the Sonics is because we didn't want to pay for a new arena and how long ago? Our Country and this State is in crisis and all we can do is pay for Bull&*%, initiating new bills to stop things that are going to happen. Alchol, marijana, gay marrige. This State wastes $100.00 to every new tax bill they want to put on to us for another buck. Does anyone else see anything wrong with this picture?

Oh yes, get us sooooo excited about having our own Hoop team, gee whiz, can't hardly wait! Then we can have a new tax levy to pay for a stadium that will be obsolete and torn down before it's paid for, congestion for years on streets and highways that won't be built for years due to funding issues. I suppose this is a not so new but effective ploy of city hall, the governor, the white house... divert our attention to a new and unimportant or even useless issue to most while the real city,county,s tate and of course federal issues get ignored for another month, year, term. While there are social issue that do affect (usually) a small minority it's those issues that our elected officials choose to address while the real issues affecting the majority continue to linger and get the ever powerful and deciding "present" vote. Does Seattle need another NBA team? Why? Does Seattle need another Sprots Arena? Why? I'm thinking not, how about you?

What's truly sad about these responses is that you are all more concerned over somebody else getting richer, than you are about your own self's getting poorer. Why are you so hung up on a Seattle native who has made a success of himself, and is now trying to give something back to the city he loves? If you want to start cutting tax-payer funds off from the city, why not start those cuts w/ the Seattle Police Dept. Maybe some better education, training and common sense would help them refrain from beating innocent people to death. You complain about tax rates on the rich when those same tax havens are available to everyone; your just too stupid to take advantage of proper sheltering techniques. Color me this moron - Would you rather Mr. Hanson paid a higher federal income tax rate in order to finance the never ending black hole of deficit spending in this country; or would you rather he place his investments in the growing infrastructure of the city both he, and we love?

Yeesh - talk about a smokescreen issue. Way to take the focus off REAL issues. BTW, how many days a year, total, do our existing single-use venues stand FREEKING EMPTY?!?! Decent concerts bypass Seattle - even though we TECHNICALLY have the seating for 'em. Build more sidewalks, clean up and improve the parks (not just the ones adjacent to yuppie hives) FIX SOME ROADS, especially in SODO, THEN maybe we could look at creating a new venue so some rich guy gets bragging rights...

Sure, the city restaurants and parking facilities bring revenue to the city -- thanks for that no brainer, no brain. But we are talking about a few restaurants in the immediate vicinity of a stadium. You act as if every restaurant in town will see an increase in business and new restaurants will magically spring up to service the sports starved fan. Most of the parking facilities money and hotel, car rental revenue profit will end up in the hands of stockholders and out of town pockets. What you get is not a real net increase in economic activity, but a reallocation of local expenditures. People that go the these events are simply not spending money doing other things. That's what reallocation means, emotional sports fan. Lastly, your personal attack was petty, totally inaccurate as to who I am, but what can one expect from a sports fan. Not much, I wager.

Why not call it Ripoff (the taxpayer) Arena. I agree with postalworker88, we don't need anymore professional sports teams in Seattle. It appears some people are all for it if it doesn't cost taxpayers anything except the city paying for road improvements. Didn't the legislature just pass an 80% increase in driver's license fees and they are about to increase car tab fees by $40 eventhough taxpayers voted down the $60 fee increase last year? All this new revenue goes to road improvements, so as far as I'm concerned you are ripping off the taxpayers.

I'm all for this and kudos to the individual who is trying their best to bring basketball back to Seattle. Like some have mentioned here, hopefully this wont involve taxpayer money, but I applaud the effort Mr. Hansen is putting forth with this new arena. For those who don't like sports or are bellyaching about the amount of sports stadiums around here, why should that bother you? No one is holding a gun to your head to attend NBA or NHL games. I for one will, it sure beats sitting in front of a window on a cold winter day, sipping a latte and watching moss grow on my tree.

Want to see the details of road and infrastructure improvements. Do not want to have to pay more to park than for a ticket. Needs to have lightrail stop and a transit hub in that area. having lightrail and a transit hub combined with some off street parking and garages is what makes the Rose Garden in Portland accessable. They need to make that area where the stadiums much more pedestrian and transit friendly. Need a master plan for the area first. If the arena is combined with a new land use and transportation plan then it will be great. I hope this entertainment complex is part of a whole new look for the entire area while perserving businesses. Seattle is and always has been a can do city. Plan it right and they will come. Transportation, roads, sidewalks, new restaurants and bars and maybe even a hotel bolted to the arena. How about a giant big screen out in the plaza with a nice waterfall with a nice high rise W hotel bolted to it. Just like American Airlines arena in Dallas.

Why does it half to be in Seattle? There are alot of Pro teams that do not play in the city they are named after. Refurbish the Tacoma Dome. Traffic sucks everywhere in the Puget Sound region. Parking really sucks in Seattle. Just don't stick the tax payer with this one. David Stern, Clay (CryBaby) Bennet, and Howard Schultz are on my Boycott list anyway!

Hopefully we can land an NBA and NHL franchise. This is the only way to do it. Anyone who has been to a class facility (staples center for example) knows how much cash an arena like this can pump into the economy not to mention jobs. I'm fine taking my son to a few games and letting the corporate interests buy their luxury suites to finance the millionaires. Just don't deny me that simply because it doesn't fit into your own idealism.

Bar's restaurants and parking facilities comprise a large segment of our city's tax revenue, and should not simply be dismissed as 'delusional hyperbole' by a bitter individual who can't afford a ticket. This city loves their basketball, and should this transaction consummate as planned, the Seattle City Council will most likely unanimously approve it. Remember politicians cave to those of us to grease their financial wheels, and frankly you don't strike me as an individual who is willing to do anything beyond resent your own place in the world. Good luck in life; you'll need it. Now get back to applying for your loan modification; I'm sure you have plenty to keep you busy. Bring'em home Chris.

This new arena deal won't DRAIN the economy. If the city helps to pay for road improvements it will benefit everyone during daily transportation. The roads suck down there anyway and really need to be improved. Having one or two more professional sports teams will bring millions to local businesses. Some restaurants reported up to 50% increase in business during Sonics bball games. If little to no tax money is being used to build the arena then it will be nothing but good for the city. I'm all for it and I'm not even an NBA fan. For those people who think professional sports loses money for the city are just plain wrong. In every aspect the new football and baseball venues have been great for local economy. More jobs, increased property values, more home purchases...

Think-N-Do, did you really THINK before you posted that? You think that a new Sports Complex would be a DRAIN on the economy? Did you think about all the new jobs that would be created and all the increased business for Restaurants and other Businesses for miles around? This would be a serious shot in the arm for the local economy, and, if there are ANY new taxes at all, they would be very minimal and a tiny drop in the bucket compared to all the new business and jobs created! Traffic could be a problem, however, and needs to be planned for. This type of development will have a strong positive effect on the local economy. And we will be able to BRING BACK OUR SONICS!!!

Yep, just what Seattle needs; another drain on the economy. More traffic, which means more road improvements. Who's going to pay for those? Oh I know, we'll just make all the bridges toll roads, and then the commuter lanes though the greater Seattle Metro area. First on the Westside, then on the Eastside. If needed we'll put up toll booths on the mountain passes in the future. Hey how about this instead: sorry you wasted your money on a piece of property, but we are not sticking the residents of WA with increased taxation because you had a dream.
