Lawmakers 'frantic' to get budget, taxes passed by Thursday

OLYMPIA, Wash. - The clock is ticking for lawmakers. The 60-day legislative session ends Thursday at midnight.

At least it's supposed to.

Democrats have to finalize a budget and tax proposal based on the versions passed in the House and Senate.

"It's probably going to be pretty frenzied and frantic," said Sen. Margarita Prentice, D-Renton.

"This is the most intense part of any session," said Rep. Lynn Kessler, D-Hoquiam.

Lawmakers have to reconcile differences in the two budgets. For example, the Senate calls for shutting down the state prison at McNeil Island. The House budget only cuts the prison population in half.

Sorting out the budget may be easier than finalizing a tax proposal. While both versions call for ending tax loopholes and exemptions, the Senate also voted to increase the state sales tax by 0.3 percent. The House instead chose to eliminate the sales tax exemption on items like candy, gum, bottled water and elective plastic surgery.

The Governor has said she prefers the Senate's budget and the House's tax package.

If the budget and tax plan are not finalized by Thursday at midnight, lawmakers would go into a special session. Those cost taxpayers an estimated $20,000 to $30,000 a day.

Why not go into "special session" we can certainly afford it - right? Olympia and the Clown Convention is the best show in the state right now. I don't have a problem taxing "food" that is not a necessity. Gum, candy, soda and hot prepared food at the deli of your local store. You do not NEED any of them to sustain life. Yet the side shows are fun to watch and painful to endure. I just hope people remember this clown act when November rolls around.

As this is written,the House is busy putting its revenue bill in place of the one passed yesterday by the Senate, i.e. "scalping" 6143. The bills have different approaches, so -- for the moment -- a sales tax increase will be "out", a number of other taxes previously found in the House bill, 3191, will be "in". And next? The Senate will refuse to concur and a conference committee will be appointed to craft a bill. That occurs out of sight and without the burden of any more public testimony (although public reaction may well influence it). Just so you can follow the bouncing ball......

Our elected officials are extremely busy with things such as golf carts and brushing aside voter approved initiatives. "Your vote matters" no longer applies as ultimately decisions we make are subject to approval by politicians. While we still maintain the power to kick people out of office, we fail because we are too easily wooed by some stunt pulled by a politician close to re-election time to remember the 99 out of 100 things that person did wrong.

It is time to vote these Democratics out of office. They have not herd the people speak - less spending - cut spending - not cut jobs with new taxes.
