Kirkland welcomes 31,000 new residents in annexation

KIRKLAND, Wash. -- Kirkland is waking up a much bigger city on the Eastside.

One of the biggest annexations King County has seen in a long time became official a minute after midnight Tuesday. The Finn Hill, North Juanita and Kingsgate neighborhoods are now part of Kirkland.

Kirkland Mayor Joan McBride said the annexation will bring lots of benefits. One of the examples from the city: Kirkland residents will see property taxes go down and the neighborhoods will see more law enforcement.
 
Kirkland council member Dave Asher said the city has been actively working on the annexation for a decade.

“It felt really super at midnight last night with neighbors and other council members and staff to be able to unveil the Welcome to Kirkland sign,” said Asher.

Kirkland planned to mark the occasion with a big celebration early Wednesday morning.

McBride said the city has done extensive research and is confident Kirkland can welcome 31,000 additional residents and 200 new businesses while providing essential city services.

One change will be law enforcement. On Tuesday, the King County Sheriff's Office patrolled the Finn Hill, North Juanita and Kingsgate neighborhoods. Now Kirkland police take over. That's why the department hired 24 new officers and still plans on adding 13 more.

“It wasn't they just moved up last night,” said Sgt. Robert Saloum, Kirkland Police Department. “They've been out here learning the streets, learning the addresses. We've been in touch with neighborhood groups to start building the relationships with the community."

The Kingsgate area, however, lost a nearby Woodvinville fire station. Residents there have concerns about what that will mean for service. Kirkland's mayor said the city has hired additional firefighters and they are working to make sure response times stay low.

I'm just glad we moved out of there too. We identified more with Bothell or at the very least Kenmore but not Kirkland. The newer people probably won't be bothered by the change but the old timers whose kids went to schools in the Northshore School District and now find themselves in the Lake Washington School district will probably NOT be happy campers.

Bad decision to close Kingsgate fire station. Bad! What were they thinking? Obviously a busy station in a busy part of town. The community will suffer. Glad we moved to Bothell.

The end of another era when life was better for us citizens. A lot of people live here because they liked the freedom of no city government. Kirkland politic stink and I can smell it already.

just wanted to see if there was more information from an educated supporter somewhere. Also I'm hoping now police will finally do a regular patrol of the Rite Aid parking lot across from Juanita Elementary even on weekends.

rmatson- If you don't remember voting for this, then you forgot to vote. The measure was on the 2009 November ballot. The measure was for Annexation with assumption of the existing Kirkland dept. The assumption of dept provision required a 60% super-majority, which the measure failed short of by about 7 votes (59.94% to 40.06% I think). According to state law, the City of Kirkland then had two options: 1- to put the measure back on a later ballot, which was estimated to cost about $70,000, or to annex the areas anyway, WITHOUT assumption of dept. The reason this is legal is because annexation without assumption of debt only requires a simple (50% 1) majority. Since the yes vote was 59.94%, it is interpreted that had the vote been without assumption of debt, the measure would have easily passed. In the end, it worked out for the better, because without assumption of the existing debt, our property and utility taxes will actually decrease.

lin1945- until now, the Kingsgate, Finn Hill, and North Juanita areas were considered "unincorporated King County." The large majority of addresses already had "Kirkland" addresses, but were not actually inside Kirkland proper. As far as Fire and Medic services, most of the firefighters will be absorbed into the Kirkland station on 132nd, so the "loss" of a fire station does not equate to loss of capacity, but the 1 minute response time for people who lived next door to the station will probably become 5 minutes...so try to keep the indoor fireworks at a minimum. As far as Kirkland PD; I've dealt with them many times, and they are a very professional force. Try not breaking the law. I've heard it improves their demeanor.
