Deputy is target of 22 internal investigations

King County Sheriff’s Deputy Kevin Savage was hired in 2006 after working as a police officer in Southern California for 12 years. An extensive review of his file indicates that he’s racked up more than two dozen misconduct violations in just the past two years as a sheriff’s deputy here.

The first documented complaint involved what should have been a minor incident at an apartment complex in Skyway, a community near Renton that’s patrolled by the King County Sheriff’s Office.  It was August 2009 and Savage was looking into a report that kids were throwing things off a balcony.

According to internal documents obtained by KING 5, Savage illegally entered the apartment, swore at the young children inside, and forcefully arrested their mother without probable cause.

Sheriff Sue Rahr issued a scathing memo telling Savage that his actions sent the message that “police officers are unprofessional and bullies who threaten people into cooperating.” She ordered a three day suspension.

The next month, more accusations of unprofessional conduct surfaced from deputies who said that Savage would criticize and berate them in front of citizens. Savage received “corrective counseling” and a warning: “You will need to understand and apply how we do police work here.”

Time on Vashon

In early 2010, Deputy Savage was assigned to patrol Vashon Island. It’s a remote district and he had no supervision because there is no sergeant located on the island. 

Deputy Savage quickly developed a reputation. He was seen buying wine at a gas station and grocery store while in uniform and on duty.  He was often seen playing pool in a bar in the center of town while in uniform and on duty.  According to internal reports, Savage said it was his way of doing community policing, and he kept doing it even after being ordered to stop.

“Many, many people on the island who had contact with him found him to be intimidating, often inappropriate,” said Vashon attorney Steve Mueller. Mueller started looking into Savage after taking on the case of a woman who’d been arrested for assault outside a Vashon restaurant.

Witnesses disputed police accounts of the arrest and Mueller says Savage went about tracking them down. 

Here’s how Mueller describes those interactions:

“At three o’clock in the morning, the deputy went to one witness’s house…more or less demanding that she come outside and meet with him.”

“Savage began to demand that the witness change her testimony, that what she was saying about what had happened was not correct.”

Mueller says Savage then “took out his baton, lunged at her, scared the bejesus out of her.”

Jared, who lives on Vashon Island, but asked that his last name not be used, said he got a late night visit from Savage too, and pressure that continued for months.

“It was definitely blatant.  After calling me a liar, he then told me that I would be found guilty in a court of law for perjury for lying,” Jared said.

Jared said he switched his car registration into his wife’s name, to avoid being pulled over. 

“I could have become a target for more harassment,” he said.

Vashon residents complained that they were being policed by a bully with a badge, and Savage was moved.  It would take months to sort out the mess he left behind.

In the end, a top commander ruled that Savage had committed misconduct 18 times while on Vashon Island and recommended a 20-day suspension.  The sheriff cut that down to just 5 days.

More complaints roll in

Meantime, Savage was patrolling Skyway, White Center and South King County racking up new complaints along the way.

According to one internal investigation conducted in March 2011, Savage was accused of making inappropriate comments about sex and drugs to a 15-year-old girl.   Law enforcement sources tell KING 5 there is an internal investigation currently underway involving another case, in which Savage reportedly told a teenage girl that he could sexually assault her with a pen and she could do nothing to stop him.

A review of Deputy Savage’s file, obtained through public disclosure requests, shows that in just two years, he has been the target of 17 internal investigations and has had 26 findings of misconduct, ranging from “conduct unbecoming” to “insubordination” to inappropriate “use of authority.”   There are four additional internal investigations currently underway according to the Sheriff’s Office. 

Deputy Savage did not return phone calls and knocks on his door went unanswered.

King County Sheriff Sue Rahr would not discuss Deputy Savage or why he’s received so little discipline.  The Sheriff’s spokesman, John Urquhart, said that Rahr is waiting until after she meets with Savage next week to discuss discipline connected to internal investigations that are still open.  

Savage was put on administrative leave in June. For the past four months, he’s been off work, but getting paid his regular salary of $ 7139.66 per month.

Why on earth would any agency retain this guy? The department allowed him to continue his reign of egregious harassment and witness tampering with implied impunity by very minor punishment. Revoke his state certification and send him packing before he assumes he can kill a citizen and only be suspended without pay for a few days.

HHMMM ??? and the Sheriff has been doing vertually NOTHING to shuffel him off to buffalo ??? AND the Sheriff is a woman ???? Is there something going on here that REALLY needs to be brought to light ??? MAYBE SO !!!!

What is especially remarkable is that there have been so many sustained complaints against him. It is very difficult to persuade the police administrators that an officer had done something wrong so that they will make such a finding. Among other things, he should be charged with witness tamperinga and prosecuted.

Sue Rahr is not up to the job and should be fired. She's running a gang of thugs. She and her bullies are a sad, pathetic and dangerous crew that ought to be hauled to the dock themselves as chronic violators of civil rights. Rahr is directly responsible for total failures in training, compliance with their own purported police standards, and ethics.

Seems like alot of you want to use the clique" one bad apple.." Difference here is, this guy has a gun and has to rely on his instincts to make life and death decisions. If this guy is averaging one bad decision a month, the odd are in favor of something terrible happening. The police in King County are already on everyones radar, here is another example as to why. Maybe the State Attorney General needs to step in. The abuse is in all levels and in all departments.

@ wingpoint- you must've missed it, because part of the news report was that one of his investigations was the result of his peers, his co-workers you accuse of looking the other way or condoning what he allegedly was doing, filing a complaint against him. I think it's been beaten to death that there are bad apples in every barrel. Every line of work has some who are not doing it the way the job is intended to be done. How about an "attaboy" to his co-workers who had enough of that behavior to go to their supervisor about it?

This cop should not be on paid administrative leave. Why pay someone over 7,000.00 a month when they have terrorized citizens in many different areas. This guy should be locked away for some time for the hell he has caused to many people. Another idiot cop abusing the badge. So sad.

Just because you want to be a police officer doesn't mean you should be. I believe that a percentage of them were eighter bullied or was a bully when they were young and chose be a police officer to prove a point. They put on the uniform, strap on the gun walk out the door with the 'I can do anything attitude and you better not cross me'. The Napoleon syndrome if you will. I have family in the business altho not in this state.........These are their words!!!!!

theo980 it takes the creation of a full citizen police accountability board which both the Seattle police and king county sheriffs dept and their UNIONS have been fighting (And Squashing) for years. They have too much power and the citizens always pay in the long run. Imagine how much just the 22 investigations are costing.

A jury just convicted a Spokanistan cop for beating a man's brains to a pulp - which ended in his death. R.I.P., Otto Zehm. Let this be a lesson to all bully cops. Get out while the gettin's good. Find another line of work, like a prison guard. Then you can hang out with your buddies.

Its almost as if Sue Rahr hates the citizens she works for when she subjects the public to these proven DEFECTIVE officers. . Remember when Deputy Matthew Paul shoved Christopher Harris downtown putting him in a coma. Sue Rahr put him back on the street within 2 weeks even though a criminal investigation was ongoing for months. He then smashed a jaywalkers face into the cement and it turns out he was filming deputy Mathew Paul and that angered him. When interviewed she was asked about her promise to Christopher Harris's mother to fully investigate Deputy Paul and said "I dropped the ball" He still has a badge. Did she ever finish the investigation?? On a side note paramedics revealed that Deputy Paul repeatedly told them Christopher Harris ran into the wall himself while they were trying to determine his injuries. His first instinct was This woman is a menace and a liability to the taxpayers. I understand she is applying for a job at the state officers training agency. What a JOKE

Sue Rahr's leadership has cost the tax payers so dearly. Her officers are proven to not respect her or the law. Only a full citizens Police accountability board will save us from paying one multi-million dollar settlement after another. We can NOT depend on Sue Rahr OR Seattle police Chief Diaz to hold these officers accountable. With 17 internal investigations and has had 26 findings of misconduct there is no reason the citizens should be subject to Bullies with Badges.

Jay05, yes, there are two sides to every story -- but when there are 22 stories, or 26 stories, or more, that adds up to a pattern of bad behavior. If he can't or doesn't want to adapt to living in our more p-c environment, he should go back to the 'hood.

It almost seems like rewarding bad behavior when cops are put on administrative leave for doing horrible things. My tax dollars are spent on this piece of garbage so he can just lounge around his house making over 85,000 a year. If a citizen did half the stuff he's done, they'd be doing prison time. Cops have a hard job to do, but that is why they make such good money. And while Savage is obviously one of the worse cops out there, there is a large amount of officers who do these exact same things- just not as often. Sometimes, even worse stuff! We can't judge all cops by the actions of a few, but there needs to be more safeguards put in place like more strict internal reviews, harder punishment for blatant 'inappropriate use of authority', and limitations on administrative leave. Cops often let their power go to their heads and the results are officer Savage.

Why doesn't this suprise me. I'm sure that there is a heck of alot more off this that is being hidden buy the "boyz in blue". They are making such a bad name for themselves. I thought that they were here to protect and to serve, that is the the days of the past. They "boys in blue" are not here for us at all. It's time we send a citizen with them out on their beat, just to baby sit these thugs. When was the last time you saw a cop wave to someone just to say "Hi"

This Officer does sound extreme and probably does not need to been in an authority role, however the Majority of Officers have good intentions and are here to protect the community. They put their life on the line everyday to protect us. So go ahead and keep up with your negative comments about law enforcement, just wait until you’re in need of help! wearedoomed. Again....You don't get it. There is so much more to the other side. This comment section of this forum only allows so much to write. Didn't plan on going into ALL of the issues. And yes....In a PC driven community, you do get admin leave when you have people complain cause someone said the "F" word to you. As I said before. He came from a much different style of policing in CA. A style some Washingtonians are too sensitive for. And yes....I have lived here my entire life so I am not from somewhere else and just picking on the citizens here. And Tugthug....Pretty sure of yourself? All you will find in CA is outstanding police work. High reccomendations and honors. And since being on KC he put himself out there for a juvenile who contemplated suicide. I was there when the young man called Savage's personal cell phone. Kevin Savage is employed by a department who doesn't like waves in a community who hates cops. He works for a community that you can't please.

My brother is a fireman and he says cops these days are ego driven, adrenaline junkies hoping to fire a gun. He said they used to serve and protect but now they serve their own need for power. @Jay05 you don't go on administrative leave for getting suspects attention!

My what a fine example of a sherrif's officer and just what the union can do for you. I am wondering about more than two dozen times in two years when the headline says 22 times? This man needs head help, not a job with King County. He will just continue his actions and move to another lucky state such as Oregon. Fire his rear now! No wonder police get bad raps with officers like this creep.

Yet another officer who considers himself above the law...shocking. The real outrage here is that the victims of this man's harrassment and abuse of power are among the same taxpayers that pay his salary. If officers were forced to be accountable to those that truly sign their paychecks, perhaps this type of misconduct wouldn't be so rampant.

To: Jay05 You are right, always two sides to every story. And we should always remember that. However there appears to be a clear pattern in what is going on. People have a work side and a personal side in how they interact with family or the public. A cop does need to present a solid stance on dealing with the public. Again, there are several instances and a clear pattern emerging Cops Wife And yes there are two sides and sometimes one bleeds over into the other

Just remember.. Always 2 sides to a story. Sometimes more. All depends on the perception of those involved. I personally know Deputy Kevin Savage and his family. He is not the man or the Deputy this "piece" is describing. For well over a decade he patrol's the gangs and the ghetto's of LA and only receives honors, awards, and commendations for his work down there. But come up here to the PNW where no one can handle being offended or being talked to as the criminial they are portraying at the time. HE and another Deputy were physically attacked on Vashon. Look it up. WA State is in the spotlight for police conduct and has been. Yes. Deputy Kevin Savage may and does talk to "alleged" suspects like he came out of the 'hood.' He did come out of the hood. He talks rough and aggressively. That's how he gets a suspects attention. Wow! We have cops on video who beat suspects and nothing? Oh yeah, the sexual misconduct of the 15 year old? Shock and awe feature. Didn't happen.

Being a cop must be a great gig (for certain types of people). You get to beat people with a baton and pepper spray them whenever you want. You even get to shoot people periodically. You get to confiscate drugs and do whatever you want with those. You get to strut around with your chest pushed out proclaiming I AM OZ, THE GREAT AND MAGNIFICENT!. You get to call people names and demean them to appease your Freudian desires. And no matter how big of an @$$ you are, your @$$ buddies protect you from being fired. After all, protecting even known bad cops is more important than protecting you. A great gig indeed.

Once again a "bad apple" has turned up in the orchard of King County Sheriff's Deputies. Thanks Deputy Savage. Your constant mis-handeling of the easiest issues go towards making all of your brothers and sisters look bad. This includes not only other Deputies in King County, but ALL law enforcement in Washington State! I'm waiting for Lynda Byron to tell us that you "resigned" from your position wherever it was that you worked in Southern California rather than be terminated. Anyone in law enforcement knows that that is what a bad cop does so that he/she can move to another state and start the entire process over again. Shame on "the powers that be" within the Sheriff's office including The Sheriff Sur Rahr. This "bad apple" should have been dealt with and fired months if not years ago. He makes $7,139.66 per MONTH????? Geez...and we all keep asking why KC is in such terrible financial straits. Hmmmm..........

The problem documented is clear to most readers and taxpayers. This guy needs to go. What also is evident is Sue Rahr needs to go. She is too busy planning her future elsewhere and her political career. This is just the tip of the iceberg. Your news investigators are better investigators then Sue Rahr. Sue has been a county employee for over 30 years and is now working on getting a second pension elsewhere. How the Seattle School Superintendent was made to resign over something she missed on her watch, yet Sue Rahr keeps smiling and telling herself what a good job she does is beyond me.
