EDMONDS, Wash. - Today the City of Edmonds will impose a ban on plastic bags at the checkout counter. And they'll be the first city in the state to do it.

At the Edmonds QFC Thursday night, the last of the plastic checkout bags were going out the door. This morning, customers didn't notice much of a change. Brown paper bags were piled up at the cash registers and the store's reusable totes were on sale 2 for $1.00.

"I don't like the plastic bags anyway, " says customer Ligia Ellis of Edmonds. Ellis adds, "I've been using reusable bags for the past 4 years, long before this law, so I don't expect to see much difference."

"In the interest of change and to preserve the Earth or what we have left of it, let's go with paper then," said shopper John Holleman.

The goal of the law is to reduce the impact of plastic bags on the environment. Plastic bags fill our dumps and take years to disintegrate.

Not all plastic is banned. Plastic bags used for produce, meat, or bulk food is exempt, along with plastic bags used for takeout food from restaurants.

Businesses that violate the law face a first time fine of $100, which can go up to $250 for additional violations.

Some say citizens need encouragement, not coercion.

"Plus we're going to have plastic bag police out there and we're gonna fine these evil merchants that don't do it on time," said another shopper, John Helgren. "Ridiculous, immature, I think it's just sad."

And, some customers question if this tactic will really help.

"I think it's a good idea, but it's not going to change the world," says Edmonds resident Bob Preece.

"Maybe not, but we need to start somewhere and it might as well be here in Edmonds," chimes in Maria Case of Edmonds.

Petosa's Family Grocer store is way ahead of the curve. The Grocer's checkout counters went plastic bag free two years ago. The manager thinks the public is ready.

"I think by and large they were very graceful with the transition. Not everyone liked it, but they accepted it," said manager Kevin Lynn.

Grocery stores say one problem with paper bags is that they're almost triple the price of plastic, especially the ones with handles. So groceries stores like QFC say those handles will be going away as well.

One mom says those handles kept one of her hands free to hold on to more important things, like her two little girls.

"So how will I carry them, because usually I have my hands full, because I have at least one child. So it will be difficult," she said.

I heard that you can slip the cashier a twenty and they will secretly give you a couple plastic bags hidden under the register. But then again, I did not tell you that.

Alot of stands at fairs give the reusable bags away. They are much better than the plastic bags that smash some of your food,. They are also stronger and have handles. You can toss one up on each sholder and carry bags in each hand too.

If only all plastic were banned ! ! ! Its impact on the planet has been devastating. There's a continent-sized mass of plastic in the Pacific Ocean that has wrought havoc with marine life. Why does everything have to be wrapped? A ploy by manufacturers of plastic which gullible consumers have become used to and think they need. They have a business with the manufacturers of products whereby they supply the ridiculous wrap (which we pay for, of course). I recall the days before plastic. You picked out what you wanted and bought it. No miles and miles of stupid plastic wrap, plastic bags - we walked to the stores, yeah - walked, with our own shopping bags. I always laugh at "progress" - progressing towards what? Annihilation of living things and pollutiion of our own lives. Man is the most destructive, mindless species of them all.

To the mom who can't figure out how to get groceries and kids to the car at the same time, I'm reminded of the time before we had plastic bags. Yes, I'm old enough to remember when all we had were ordinary paper bags without handles, and we didn't have any problem getting our groceries to the car. Two options: 1) put the bags in the cart (and kids if necessary) and roll them out to your car, or 2) ask the person who bagged your groceries to help you to your car. I know that many stores have stopped providing that service, but perhaps with the banning of plastic bags this neighborly gesture will come back as part of standard grocery store service. We really are spoiled these days, and as a result we're spoiling the Earth too!

I don't think it makes any difference for me if we don't get plastic bags with our groceries or not. I use them for garbage can liners. If I don't get any from the stores I will need to buy some plastic bags and they will end up in the garbage can. Either way plastic will end up in the trash and I hate paper bags as they are a waste and don't really work for anything else very well.

I believe it's a good idea. I'd like to see it spread further than Edmonds. I'm under the age of 50 but older than 40 and I remember the day when they didn't ask "paper or plastic". They just said hi, bagged your groceries and you were on your way. Let's make it like it was many years ago, friendly people, paper bags and a better environment. G. From Seattle.

What is wrong with taking your plastic bags to the store and putting the paper bag inside them? You then have handles and the plastic will keep the rain from making the paper all soggy. There are ways around this and it will make almost everyone happy, except the ones that want to blame President Obama for it.

Using paper bags or totes instead of plastic bags is good in theory, however, what does one do when it it pouring rain outdoors. The paper bags become soggy, and all the contents inside of the bag will simply fall out. What is the point of using the re-usable bags, most of them although waterproof have a plastic coating, and during the summertime if one wants to carry ice cream or milk in these bags, they are too heavy & bulky to put them in a cooler with ice in it. A plastic bag on the otherhand fits nicely into the cooler and there is place to put ice in it as well. I feel that plastic bags should be permitted, but perhaps do what it being sone in CANADA - that it merchants charge 5 cents for each plastic bag used, & pay the customer 5 cents for each reusable bag that they bring in and use to carry their purchases.

I'd vote with my feet and shop outside the city of Edmonds. When their businesses start closing and their tax revenues are down, they just might be able to make that leap in logic and conclude that banning plastic bags was a bad idea. Oh, btw. Edmonds must be the only city in the U.S. that dumps its plastic in the ocean, every place I know of has a landfill for its garbage. I would guess that all that plastic floating in the Pacific is from some other socialist haven on the pacific rim. Is there also a plastic island in the Alantic ?

Suggest viewers go to the internet and search "garbage island" the floating mass of plastic in the Pacific Ocean estimated to be twice the size of Texas. This plastic will never be cleaned up. We can only stop adding to it. As far as carrying paper bags without handles...reusable totes have handles.

This just goes to show the lunacy of the environmental movement. It was this same group of mental giants that brought about the use of plastic bags in the first place. They lectured us to no end about how we needed to make the switch to plastic to save the trees and the planet. Now they're lecturing us again about something they helped put in place. It's great they've come back to where it all began :) "Choose Paper Save a Logger" I love it!

This is definitely a victory for the Pac-NW. We need King County to really jump on the boat on this one. The plastic bags are killing the fish and making our oil prices go up. I hope the supermarkets would just refuse to give out plastic bags anyways in respect to mother earth.

This is ridiculous. I just moved here. First I found out that you can't park at the light rail (brilliant! so now I drive to work). Now they are banning plastic bags and removing handles from paper bags? What is wrong with this place? "In the interest of change..." I think this guy has been listening to Obama too much. In the interest of HOPE I pray that I can carry my groceries home without stepping on a cat or spilling arugula over some homeless guy.

So paper bags are better for the earth than plastic bags? I don't think so! To make paper we need trees!

"In the interest of change...." Yes, let's do something different. Doing something different always solves the problem, even if it's all just in our minds. But wait, didn't we go to plastic bags because we were trying to save the planet by not turning the Amazon rainforest into grocery bags? I know! In the interest of change, let's eliminate all grocery bags of any kind. That will definitely solve the problem!
