EXCLUSIVE: New study reveals Metro's broken promises, questionable spending

SEATTLE - King County’s bus system is scrambling to cut costs and increase revenues.

But a new report obtained exclusively by KING 5 raises questions about whether King County Metro has been a good steward of taxpayer money.

A detailed study by the Seattle-based think tank “The Washington Policy Center” says Metro hasn’t delivered what it promised from two revenue-boosting sales taxes increases in the past decade.

"The county promised a certain amount of service in exchange for higher taxes,” said Mike Ennis, who conducted the study for the WPC.

“The voters kept their end of the bargain and the county has not. They only provided about a third of the service they promised."

The most recent sales tax hike voters approved was “Transit Now” in 2006. The campaign promised to revolutionize King County’s transit system with up to 700,000 more hours of bus service in the next 10 years.

"Here we are three years later and they've only provided 120,000 of those hours,” said Ennis. “So, they're off significantly."

Metro’s general manager Kevin Desmond doesn’t argue the point.

"It is accurate, with the 2000 increase and with Transit Now, we will not be able to add hours … as promised," he said.

Desmond says that's because of an obstacle no one could have predicted – the economy. He says the off-the-charts economic collapse is costing Metro more than $100 million in lost sales tax revenue each year.

“There’s no way we can both sustain current service and add service," he said.

Except for new rapid ride service on five routes, the new hours promised in the campaign are on hold.

But the Washington Policy Center says it’s not fair to blame the economy for all of Metro’s woes.

Turn the clock back to the year 2000, another time when Metro promised hundreds of thousands of hours of new service if voters approved a tax hike. Voters gave it a thumbs-up, but Washington Policy Center says Metro only delivered a third of the promised service. While service didn't increase much another expense did - salaries for bus drivers.

“What we saw is their average salary went up 60 percent during that time period,” said Ennis. “That's twice the rate of inflation."

Drivers are the largest segment of Metro's payroll - 243 of them made more than $75,000 last year, including overtime.

KING 5 asked Desmond if Metro thought that was a reasonable operating expense.

“Well, you’re missing the point,” Desmond replied. “They're making that because they're getting paid overtime and payment of overtime is often much more efficient than hiring people."

But Metro's own review shows its drivers have about the highest and fastest growing salaries of any big transit system in the nation.

Washington Policy Center says Metro mismanaged payroll and operating expenses.

"What taxpayers got, instead of getting more bus service, they just got a bunch of overpaid bus drivers," said Ennis.

King County Executive Dow Constantine declined to comment for this story. Yesterday he proposed a wage-freeze for county employees, including bus drivers. They are currently renegotiating their union contract with King County.

$75000 per year ? what drivers need to do for make this much money. any body knows ? here is list. 1 .work for metro atleast 10 years 2. work 24 /7 3. Abuse from peoples 4. sometimes no breaks 5. yelling from peoples everyday 6. name called from peoples 7. Racial comments from peoples 8. 15 years old teenagers beat you while your in driver seat and you can do nothing. 9.drive 60 foot buses while 70 people on board. 10. dealing with crazy drivers on road. 11.working in heat 12. working in cold. 13.working in rain.

Anybody notice that this kind of "report"-ing happens when the contract is up for negotiation? What higher up at Metro/King county knows what higher up at King 5 or any other "news" agency? Shame on all involved for putting bus drivers in an even more hostile work environment. All for the sake of inciting the public to their side . You are messing with people's lives and livelihood. And by the way, any of you have the nerve to tell the driver that got beat unconcious that she is overpaid? and that is just one that was dramatic enough to interest the "news". Do you really want unprofessional and who ever you can get to work for low wages driving you around? really?

Mike Ennis has a lot of nerve, to call bus drivers "overpaid." How much do you "earn" Mike? And TV anchors? KING5 reports that 243 operators made $75k including overtime, but failed to mention, that's out of 4,000 Metro Transit operators, nearly half of whom are part-timers who don't get any overtime. Their regular pay-rate is less than that of full-timers as well. As a result, many of them need second jobs, just to make ends meet. Ennis and this biased report give the impression that all bus drivers are highly-paid, and this contributes to the public hostility against them. In case you haven't noticed, bus drivers are often vulnerable targets of attack. The job is perilous and more difficult than it may appear. If a reporter were to try doing it for a while, (better yet, an executive) they would soon report that drivers are not paid enough. Even if all drivers earned the high amount reported, it would still be unfair to call them "overpaid" because every dollar is hard-earned.

Over paid? Low qualificatiions? must be able to withstand verbal and physical assault on regular basis, 8-12 hr shifts without bathroom breaks or eating breaks. If there is time for a bathroom break, there often isn't facilities. Buses without working emergency button,(no help coming) broken radios, no air (110 o), work in dangerous areas- (shootings, stabbings) . Able to sit in one position for 8-12 hrs. Able to tolerate thousands of impatient Seattle drivers cutting off buses while on their cell phones,not yielding,parking in bus zones and I haven't even gotten to the psychotic taxi drivers who are immune from ANY traffic laws all while trying to maintain schedules and timeponts. Answer every question every passenger has with a smile AND hope the stinky drunk guy doesn't puke, deficate or urinate on the bus. He's sitting next to the dangerous,loud, obnoxious or just mentally ill passnger threatening to kill you. Hope the transit police aren't too busy somewhere else.

I have been riding Metro Transit virtually every day for over 25 years. The incompetence of the people in charge at Metro is nothing short of unbelievable. Every time an issue is raised they come up with excuse after excuse after excuse. They can' t operate in 2 inches of snow for crying out loud. I understand that they are faced with rude and possibly dangerous passengers. However, there are PLENTY of rude Metro drivers who clearly should be looking for another line of work. Of course, if I was making $75,000 a year, I certainly wouldn't be thinking about leaving!! The rest of us - in the REAL WORLD - haven't seen a salary increase in years and most of us are forced to live in constant fear of losing our jobs EVERY SINGLE DAY;. NO ONE in charge at Metro has EVER set foot on a Metro Bus. Once again, their slogan is WE'RE METRO TRANSIT - WE DON'T CARE...WE DON'T HAVE TO!!!! Don't even bother trying to complain because NO ONE will respond. Just go and talk to a tree!!

FERRIES, METRO, WSDOT - When will it ever end. Too many incompetent managers, politicians, governor, etc. This state's government is a laughing joke and now we add king County Metro to it. The Seattle mayor's office is a national joke. What a dismal time we live in, here in the beautiful Pacific Northwest when things like this occur. This is clearly and simply imcompetent management from the top and filtering down to the worker who is all for themselves because of what they see at the top. NOTHING will happen to solve it but hire more stupid managers to watch stupid managers watching their computer wondering when they can go home on the states, cities or counties dime. FERRIES - Travel time and mileage WSDOT - 1 million dollar mistake on Highway 16 METRO - Lying to taxpayers and giving employees raises and not adding routes SEATTLE - The Major STATE - The Queen and her minions This state has never been this bad until the AG who lost millions become the Govenor.

Ah, the days of investigative reporting are surely behind us. There was a time when this new "study" would have been looked upon with if not skepticism, at least scrutiny. For instance, "What is the Washington Policy Center and what other 'studies' (and they use the term loosely) have they funded?". Seems like a good starting point and we have this wonderful new resource called the INTERNET. Surely even the laziest reporter would begin by checking out their website. And what do we find? Why it is a veritable silo of information - like the Board of Directors. And what do we find? A name that is all too familiar when it comes to undermining mass transit - the fabulously wealthy Kemper Freeman. Hmm? Curiouser and curiouser. What else do we find on the website? Lots and lots of labor bashing, and lots and lots of "policy" that would assist a certain eastside developer in lining his pockets. How did I uncover this possible hidden agenda? I spent 5 minutes on their website. Shame on KING TV.

Are your telling me that our professional investigators can only come up with "overpaid bus drivers!" Be serious. Talk about a waste of money, at least the tax payers are not on the hook for paying for this investigation. Has anyone looked at the monies being spent on the other side of the coin while places like Metro, Peirce, Kitsap, and Whatcom cut service? Isn't the money supposed to be spent keeping the bus on the road, providing service when we need it the most? And again please don't blame drivers for bad management practices, they can't be the only accountable employess in Transit. Come on over to the Pennisula if you want to check out some really bad money management, just please look past the bus!

I have driven Metro for 18 years and it is a very difficult job and therefore I believe they should be compensated accordingly. The drivers face some rude aggressive passengers, nightmare traffic, soaking heat, snow and ice and all the above As far as overtime is concerned, keeping customer service in mind the open work has to be filled by qualified drivers and on time. On most other jobs we can hold on for the next day, some one else will cover for the other person or get a temporary worker. It can not be done for a bus driver. Stop blaming and appreciate the wonderful service given to the public by Metro King County.

It's not just liberals, most if not all government run operations are inefficient. There really isn't a motivation to change since no one within the organization benefits from cost reduction. There is also the need to feed the nanny state mentality so that your constituents vote you back in. Find enough needy voters and you have a career in government.

Metro used to be a fantastic agency - then the bright idea came to merge it with King County, who never gets anything done on time or on budget. The services from Metro, whether it's transit or water treatment plants (remember, that's how Metro started - they took over Seattle City Transit a number of years after becoming an agency to clean up the sound) used to be great, on or ahead of time, on or under budget. Now that King County has their tentacles into this agency, things are literally and figuratively in the sewer and won't get better. Worst thing they ever did was allow King County to take over Metro.

Bus drivers already deal with rude, assaultive, aggressive customers and now that this slanted story saying bus drivers are overpaid is being aired, get ready for more bus driver assaults. How many people would deal with the insanity the drivers deal with, being spit on for asking for the fare, not able to use a bathroom , driving over and over into one of the worst traffic in the country. King 5 your inaccurate reporting has made the dangerous job of the bus driver more dangerous.

And it's not only the salaries. I remember a few years back a story about overtime hours being given to drivers who are near retirement to boost their retirement pay. Also another thing that might help, although not that much, are drivers of the 41 bus from downtown to Northgate. I ride that one daily and quite often, when the bus is really packed, and they do pack them on the 41, the driver will open the back door and let passengers with bus passes get off. This is done on the honor system and quite a few just get off so they don't have to pay. And now that the ORCA card is the preferred means to pay fares, you can't do that any more because if you don't "tap" it Metro doesn't get their part of the fares. There are more problems than the above, they've only scratched the surface.

This think tank usually has the word "conservative" as a prefix. Dropping it makes them sound neutral. K5 is simply reporting the conservative news as real news. I guess that saves overtime for reporters and keeps costs down so they don't have to generate revenue off of articles like pearshaped women getting dimentia. As a news consumer across numerous outlets, I find it interesting that K5 would so blatently pursue the tea party crowd with stories like this but also run "pearshaped" women. Maybe they are the same audience.... Perhaps at another level there is a corallary, medical science moves forward on the basis of scientificly rigorous testing, data analysis, double blind studies, large populations, controls and so on. It does so because lives and liability are at stake, because truth is a necessary component to understanding. This is not how conservative think tanks write about public entities, they write for a different purpose, and so does K5.

Adding in the overtime and only showing that number in this article (via quote, so it's selective reporting of data) skews the picture. I'd like to know what their base salary is without overtime and compare that to their peers locally and nationwide. Maybe their pay isn't higher to their peers if compared this way. Constant overtime usually means more staff needs to be hired. Also, a job may have minimum qualifications but in reality hire employees who are more skilled. Maybe our Metro drivers are more skilled than what the basic qualifications are. The bottom line is this article provides quotes and fuzzy data (selective reporting). If the Metro drivers are overpaid for performing the exact same tasks / responsibilities and with the same skill sets as their peers, then action should be taken to correct the pay. However, when fuzzy reporting happens the public has to do their own reporting / investigations to get all the facts.
