OAK HARBOR, Wash. - It was a chance discovery, on a rural road, in the middle of the night.

Deputy Robert Mirabal was driving north on Highway 525 around 2:30 a.m. Sunday when he spotted something "dressed in all black."

He pulled over, and discovered a woman, bruised and beaten.

"She had blood all over her face, and her arm was up against her," he said.

Mirabal knew, from his time as a Oak Harbor volunteer firefighter and EMT, that the woman needed immediate help. She was woozy, and didn't want to say what happened.

The Deputy plead with her to seek help. She initially refused, but finally relented and accepted a trip to Whidbey General. Doctors discovered the 51-year-old woman had a subarachnoid hematoma, bleeding near the brain which, if not discovered early, could have killed her.

"She probably would have died overnight," says Mirabal.

She's now in satisfactory condition at Harborview Medical Center in Seattle, according to authorities.

It may also not have turned out the same way, if the same thing happened about a week later.

That's because Mirabal is scheduled to lose his badge on Sunday, the victim of county budget cuts. Commissioners eliminated the position last December, and the six-month-veteran was considered the lowered tenured Deputy and was therefore, laid off.

"Makes me feel good to know I did something for someone," says Mirabal, who seems to be taking the layoff in stride. He says he'll be able to survive for a while by the stipends he gets for his fire and EMT work. He also says he thinks he made his mark on the department.

"I figure I go out doing something for the county, for the people of the county," he said.

The man authorities suspect of inflicting the injuries was arrested, and is booked into the Island County Jail on $50,000 bail.  He could appear in court as early as tomorrow to face an assault charge.

I live and work in this community. When I read the local newspaper and saw that budget cuts were affecting the jobs of our local law enforcement, my stomach turned. This isn't a bad place to live. This is a wonderful Navy town. There are so many different people here, "transplants" if you will. So many culture clashes, and the combination of "hard times" have put a lot of people on edge. I work nights at a local bar and I see flashing lights every weekend. They make their presence known, but if this keeps up, that's all they will be able to do. I commend this officer for recognizing someone in need. I just don't see the need to have our police and our teachers suffering, when they are what we need the most. Who's gonna teach our youth right from wrong if they aren't getting paid to be active? Good job, sir. May you always be in our communities heart for the good things you and so many others have done. Support your local educators and law enforcement!!!

Any government position - whether it be with the city, county, or state is based on tenure. I witnessed countless individuals, while working for the Department of Labor & Industries, that were ineffective and just sitting around waiting to collect their retirement checks. The system needs go the way that affirmative action did.

It outrages me that critical services are reduced when unnecessary programs remain funded. What is this place coming to? Deputy Mirabal, you sir deserve better.

It's time to move past tenure or seniority based employment in regards to law enforcement. We should continue to employ those who are actively making a difference in the community. We should also evaluate the physicality of our police force.

To tomma206 : Saving a life is most definitely a big deal whether or not the deputy was "just doing his job." He should rightfully be proud that he helped her. It is a shame that budget cuts are costing so many people their jobs--even in essential fields like police work. Good for him that he still has his EMT work. Deputy Mirabal shouldn't have too hard of a time finding police work in another department if he were so inclined. It may take some time and perserverance but he can do it. He sounds like the kind of person we want wearing the uniform. God Bless you!

great job officer! hope you find another job easily that pays as well or better, and i'm kinda hoping it's in the same or similar line of work. we need more compassionate officers out there. they should have bumped the ones that lost their compassion ages ago. sometimes tenure and seniority are backwards.

Kudos to that cop. Too bad he is the victim of politicians stupidity. They ,probably , budgeted enough money to some stupid cause like welfare for Mexicans,or a lunch budget to pay the cops wages for a year two. ...Oh we can't worry about helping the public to be safe. That would make too much sense.

Deputy Mirabal, Thank you very much for all of the service that you gave. I'm sorry that you are losing your job - that's a crapper. I'm sure that woman is seriously appreciative, even if she doesn't say it. Such a shame - you seem like such a good man. Could use more of you in every police force across this state. Heck, even the nation. Well, take care!

We need to stop all these social "feel good" programs that help people who WON'T help themselves and keep our services that help everyone (LE, Fire, EMT, etc.). Great job Deputy Mirabal! We need more of you.
