Congress passes historic health care reform bill

WASHINGTON, D.C. - A transformative health care bill is headed to President Barack Obama for his signature as Congress takes the final steps in Democrats' improbable and history-making push for near-universal medical coverage.

On the cusp of succeeding where numerous past congresses and administrations have failed, jubilant House Democrats voted 219-212 late Sunday to send legislation to Obama that would extend coverage to 32 million uninsured Americans, reduce deficits and ban insurance company practices such as denying coverage to people with pre-existing medical conditions.

"This is what change looks like," Obama said later in televised remarks that stirred memories of his 2008 campaign promise of "change we can believe in."

"We proved that this government -- a government of the people and by the people -- still works for the people."

Obama will travel outside Washington on Thursday as he now turns to seeing a companion bill through the Senate and selling the health care overhaul's benefits on behalf of House lawmakers who cast risky votes. It is most likely that he will sign the bill on Tuesday, but the plans are not yet final, said a senior administration official, who spoke on condition of anonymity to discuss as-yet unannounced strategy.

Obama's young presidency received a much needed boost from passage of the legislation, which would touch the lives of nearly every American. The battle for the future of the health insurance system -- affecting one-sixth of the economy -- galvanized Republicans and conservative activists looking ahead to November's midterm elections.

A companion package making a series of changes sought by House Democrats to the larger bill, which already passed the Senate, was approved 220-211. The fix-it bill will now go to the Senate, where debate is expected to begin as early as Tuesday. Senate Democrats hope to approve it unchanged and send it directly to Obama, though Republicans intend to attempt parliamentary objections that could change the bill and require it to go back to the House.

Sen. John McCain said Monday morning that Democrats have not heard the last of the health care debate, and said he was repulsed by "all this euphoria going on."

Appearing on ABC's "Good Morning America," McCain, who was Obama's GOP rival in the 2008 presidential campaign, said that "outside the Beltway, the American people are very angry. They don't like it, and we're going to repeal this."

McCain, who is in a tough Republican primary fight in his home state, said the GOP "will challenge it every place we can," and said there will be reprisals at the polls, in Congress and in the courts.

The complicated two-step approval process was made necessary because Senate Democrats lost their filibuster-proof supermajority in a special election in January, a setback that caused even some Democratic lawmakers to pronounce the yearlong health care effort dead. Under the relentless prodding of House Speaker Nancy Pelosi, in particular, it was gradually revived, and the fix-it bill will be considered under fast-track Senate rules that don't allow minority party filibusters.

"We will be joining those who established Social Security, Medicare and now, tonight, health care for all Americans," said Pelosi, D-Calif., partner to Obama and Senate Majority Leader Harry Reid in the grueling campaign to pass the legislation.

"This is the civil rights act of the 21st century," added Rep. Jim Clyburn of South Carolina, the top-ranking black member of the House.

GOP lawmakers attacked the legislation as everything from a government takeover to the beginning of totalitarianism, and none voted in favor. "Hell no!" Minority Leader John Boehner, R-Ohio, shouted in a fiery speech opposing the legislation. "We have failed to listen to America and we have failed to reflect the will of our constituents."

Thirty-four Democrats also voted "no" on the Senate-passed bill.

Sunday night's votes capped an unpredictable and raucous weekend at the capitol, with Democratic leaders negotiating around the clock for the final votes as hundreds of protesters paraded outside, their shouts of "Kill the Bill! Kill the Bill!" audible within the Capitol.

A last-minute deal with a critical group of anti-abortion lawmakers Sunday afternoon sealed Democrats' victory. The leader of the anti-abortion bloc, Rep. Bart Stupak, D-Mich., didn't get to add stricter anti-abortion language to the underlying bill, but was satisfied by an executive order signed by Obama affirming current law and provisions in the legislation that ban federal funding for abortions except in cases of rape, incest or danger to the life of the mother.

Republican abortion foes said Obama's proposed order was insufficient, and when Stupak sought to counter them, a shout of "baby killer" was heard coming from the Republican side of the chamber.

Far beyond the political ramifications -- a concern the president repeatedly insisted he paid no mind -- were the sweeping changes the bill held in store for Americans, insured or not, as well as the insurance industry and health care providers.

The nonpartisan Congressional Budget Office said the legislation awaiting the president's approval would cut deficits by an estimated $138 billion over a decade. For the first time, most Americans would be required to purchase insurance, and face penalties if they refused. Much of the money in the bill would be devoted to subsidies to help families at incomes of up to $88,000 a year pay their premiums.

The second measure, which House Democrats demanded before agreeing to approve the first, included enough money to close a gap in the Medicare prescription drug coverage over the next decade, starting with an election-season rebate of $250 later this year for seniors facing high costs.

It also included sweeping changes in the student loan program, an administration priority that has been stalled in the Senate for months.

For the president, the events capped an 18-day stretch in which he traveled to four states and lobbied more than 60 wavering lawmakers in person or by phone to secure passage of his signature domestic issue. He also postponed an overseas trip to remain in Washington and push for the bill.

Obama watched the vote in the White House's Roosevelt Room with Vice President Joe Biden and dozens of aides, exchanged high fives with Rahm Emanuel, his chief of staff, and then telephoned Pelosi with congratulations.

Now Obama will have to sell the bill to the public, and a White House aide said he was likely to take at least one trip this weekend to emphasize the legislation's benefits.

The measure would also usher in a significant expansion of Medicaid, the federal-state health care program for the poor. The insurance industry, which spent millions on advertising trying to block the bill, would come under new federal regulation. Parents would be able to keep children up to age 26 on their family insurance plans.

To pay for the changes, the legislation includes more than $400 billion in higher taxes over a decade and cuts more than $500 billion from planned payments to hospitals, nursing homes, hospices and other providers that treat Medicare patients.

anjapslove - As Im not from Canada I cannot honestly answer your question about their healthcare. What I do know is that waiting for medical care is the norm there, and working for a medical office I can tell you its commonplace to have Canadians seek care here due to excessive waits for surgeries, etc. That is exactly what we can expect here as this progresses. I have a friend who lived in England for a while as well, and she would tell horror stories of going to the dentist and hoping they hadn't run out of anesthetic if you needed work because they may have run out of their allotment before months end. Though our insurance may not be run exactly like these scenarios it is the fact that my country's leaders can vote something in for the sake of making a historic name for themselves with zero regard to how its citizens feel about it. Its nauseating.

I feel much better now. Morally I am a better person....I can not only pay for that born-out-of-wedlock child's insurance coverage, whose single mother lives with her boyfriend, who takes expensive trips for fun and shops for nicer clothes and hand bags that I could ever afford even now, but I can pay even more so that she has HER own "right" to insurance coverage herself. Im so glad to be able to help her out. Thank you Mr. President. And she is only one of millions of her generation doing the same - expecting something for nothing because it is "their right".

Americans need health protection. Since there are so many facets to this bill, I can only pray that this is leading us to a comprehensive system for all our citizens. This country needs to return to hope and pride and leave behind the negative and rancor that gain us no progress toward the future. Our children are watching our behavior and you can see them learning from examples.

I believe the people will see how important this bill will be to their existence as time passes, as did social security. I do agree with the conservatives about mandatory insurance requirement being unconstitutional! However, overall I would like to "Thank" the congress for finally having the backbone to pass this bill into law!

Starting in 2014 an online insurance buying tool is mandated. This is put in place to help promote price competition and help insurance buyers purchase insurance. Each state will be in charge of setting this up. Also as many people have complained about everyone will be required to have insurance. This is the only way that the new insurance coverage can work. One of the current problems with health care is that the un-insured don't pay into the system, then they get sick and hospitals legally have to take care of them. This is ok, except no one pays for the costs which drives up the cost of health care for everyone else. This is a loop hole closed by socialized medicine, since we cannot truly socialize medicine in this country mandating that everyone have insurance is the closest solution. Unlike people like to say the cost for not having insurance is not jail, it is a fine. It starts at $95 next year, and goes up to some where in the ballpark of $700 BY 2020.

I haven't seen answers yet but a few people have asked what the bill will do. The bill is in place to try and get 95% of Americans onto health care. Currently 32,000,000 Americans do not have any insurance. By requiring more people to have health insurance, or pay a fine for not being on insurance it opens up the market to a larger group. This in theory will make it possible for more people to have insurance since the mass of healthy people pay for the un-healthy peoples costs. Then when you become un-healthy the favor is returned. So what does it mean for you, well it depends on your situation. If you have insurance then not much will change, unless you have fancy dancy insurance, then you pay the Mazerati tax. If you are 26 or under you can stay on your parents insurance. If you have a pre-existing condition you can get insurance for the first time. Also insurance companies can no loner cap your coverage.

I, for one, and tickled pink that this bill has passed. This may sound like an ignorant question, but could anyone tell me what is wrong with Canada's single payer health system? And please, if the question makes you angry, don't answer, I don't want to be berated, I am just honestly wanting to understand this from the point of view of those that DON'T think this reform is a good idea, because I can't see it that way.

musicfreak: I don't object to people having good health care. What I object to is being force against our will to HAVE to get it or pay a fine or go to jail if we CHOOSE NOT to have it. THAT IS UNCONSTITUTIONAL and undermines our freedom of choice. The tone in which this health care bill is being crammed down our throats is UNACCEPTABLE. It is only ONE of many things that this government is stealing from us.. Just look at the highter security (body searches) on air travel that deprives us of our personal dignity and personhood. Then there is more and more government taking over private businesses and on it goes. Where will it stop? The trillions of dollars of our money being spent into oblivion. These are the things I am talking about that makes the changes unacceptable. We are having less and less freedom. Even our ablilty to share our faith or even have a Bible study in ones own home is being challenged right here in America. This is a hostile takeover of freedom.

This is not government "of the people". This is his pet project, and he was bound and determined to shove this down our throats come hell or high water. I don't care if a lot of people agree with him. The fact that there is so much opposition would be a hint about as subtle as a sledgehammer to the head for most people - find something else. You're never going to please everyone completely, but you should be able to find a compromise that doesn't threaten to turn the country into the United Red States of America and the United Blue States of America. We had 8 years of "I don't care what you want, we're doing it my way" leadership. That's why we voted for "change". And more than just making it "we're doing it my way, and I don't care what you want" leadership.

So, I know that I am going to sound completely stupid and I apologize in advance, but cutting funding from social plans and raising taxes? I don't understand this bill AT ALL. Is there anyone who can explain in plain English? There is no public option. My employer doesn't offer insurance and I can't afford to buy private healthcare insurance but make just a TAD bit too much to get state assistance - what does this mean for me? How am I going to get insurance? And is it truly fair to make me pay a fine if I cannot afford it? And, to all of the abortion-haters - people will get an abortion whether you like it or not. They will find a way. Plus, the people who get abortions aren't church going goody goodys, they are people who truly DO NOT want a child - why would you want to bring a baby into that? They are under no obligation to give up that child either. Watch "Precious" and realize that a lot of households are like what she has to go through.

My parents are 71, born and raised in Marion, OH and Lewiston, ID (dad and mom respectively), my mother's been in the medical field since she was 17 years old and my dad is retired military, and both of them are all for the health care bill. There are many things my parents begrudge these days, but health care for all is not one of them.

It is very ironic that people are saying that the gov't will decide who will live and die in the new system. In the current system the for profit insurance companies already determine this. If you are sick they simply limit how much care you can receive, beyond which you must pay for care, and if you don't have insurance they simply do not insure you. So this already happens in a large way. Has anyone pointed out the 62% of bankruptcy in this country is due to health care costs?

I have lived (born and raised here) in this country for 73 years and I have seen what this country used to be like and I was very proud be to an American. Now I hardly recognize this country anymore. We have gone a long ways off the course of what this country was founded on and what the founding fathers intended. Our freedoms that we once enjoyed are being torn asunder one by one. From having control over our own bodies to air travel to even sharing our own faith. My advice to those of you who don't appreciate or like the American Way that YOU go somewhere else. You have it all wrong if you think otherwise.

Yes some companies might go out of business due to fines from not providing healthcare to their employees. However that will allow the companies who are wanting to be legitimate, employee-caring companies will grow and prosper due to weeding out the companies that aren't offering insurance to their employees. I can't wait for this healthcare plan to be passed. I look forward to our competitors going out of business while we gain all of their previous contacts.

That's it. I'm done banging my head against the wall. I'm quitting my job and getting a government position so I never have to work again. There is no point in working when the government steals over 90% of what you earn in direct and hidden taxes. Maybe I'll go on the dole. Or, maybe I'll just tell them I'm a Mexican without "documents." That way I can get free health care, food, a good apartment, and free tuition at UW. Thank you Obama and Haywire. We can all stop working. We have "RIGHTS!"

That's it. I'm giving up on work and going on the government dole. There is no hope for working when the government takes more than 90% of what you produce and gives it to the welfare class. They end up with more than those who work. If I can manage it I'll get a government position and never work again. Or, maybe I'll claim to be a Mexican without "documents."

And in 4 years, when the economy is in a better condition than today, and people are living healthier and happier, where will you be? Will there be TeaBaggers then? What will you complain about? How much worse it COULD be? Come on, get a grip. PS - If Obama wasn't really born in Hawaii, is the Hawaiian Health Director and the Registrar in on the conspiracy? goamerica - How come you dont already supply health care for your employees? Sounds like you manage a bad company to work for.Your employees have to use whats left over after paying for food and rent to get health care or they go to the ER. Either way someone pays. While it might not be you, thats all that really matters, right?

YouCrankyPants.. I have read much of the bill. I have been following it daily for the whole year. It sucks. It will not fix our health issues in this country. It appoints a commisioner to choose what care is relevent. It gets between you and your doc. It will cause many to "game the system"

How many of you that are so irate over the passage of this bill were this angry at The Patriot Act? How many of you threw this big a fit about the fact that without warrants our government could just decide you MAY be a threat and tap your phone lines, trace your emails, look through your banking records? Granted, my best friend has the job she has because of the Patriot Act, but that doesn't mean I support it. I've seen a lot of conservatives that said, "Well, it's for teh good of the people!!!111!1" and had no problem with that trampling of our freedoms, but God forbid our country take care of its people with health care! That's just over the top and out of line! *eye roll*

Congratulations all you who voted for "change" and are out of work. The Obama recession will get worse. If you have any sense you will stockpile enough beans and rice to last for 2 years so you won't starve during the upcoming total economic collapse. A wise man will also stockpile plenty of ammunition, and some whiskey for trade goods. Millions of people who have enough money will emigrate, but you middle class have to prepare to be here during the collapse of the whole economy and maybe the political structure. Remember that only Jews who got out of Europe fast enough survived.

Trying to be the voice of reason: This is bill is not perfect, but it is the first time we have made any progress in health care reform. Read the details, don't just listen to alarmists from either side, understand what is involved in the "quick fix" legislation, understand what it means to YOU, then make your voice heard to those that can make a difference. Quit sniping at each other. We criticize Congress. Do the comments posted on this site sound any better?

Republican County Conventions in Washington have been getting more than double the attendance of last year. Angry independents are joining the Tea Party movement in droves. The numbers will grow as young people are slapped with a couple thousand dollars per year in new tax (called Insurance) to pay for Obama's welfare classes. Our two Washington Senatrixes were big supporters of the new fascism. Patty Murray is up for unelection this fall. We need to promote her to private citizen. Murray is a traitor to the American people.

Becoming the Dictator of the most powerful nation on earth is quite an achievement for a little mixed race kid from Mombasa, Zanzibar. Mombasa is in Kenya today, but was part of Zanzibar when Obama was born there. But he's really a citizen of Indonesia since he emigrated to Indonesia as a child and declared himself to be Indonesian while in college. Keeping his college records secret keeps us from seeing the records of that. Welcome to the new American fascist dictatorship.

whatsyurbeef..... Enjoy the coolaid. I own a service based business, and as I'm being forced to provide health insurance or be forced to pay a fine, I will have to adjust our prices for services, parts, equipment sold. Considering that most of our customers provide products or services that go directly to the average public consumer, those products, services, etc. prices will go up. NOW....I'm just one business. Imagine that there's thousands of me out there, how do you think that's going to affect the cost of products and services that go out to the public ?? Get a grip buddy - the law is still the same - no federal dollars will go towards abortions. Don't parrot - read it. It's the same law - the health care bill does not change Roe v. Wade, though, which still makes abortion legal. Those unborn children you're referring to - any idea what happens to so many of them once they are born? I've found that most anti-choice people simply don't care about them then, and as adults they don’t seem to be worth much of anything. I find that I am now proud of Stupack for standing up for what is right for the world, not just the self-righteous few.

BTW.. Thank the lord that my husband had his double knee replacement surgery completed last week.. Can you imagine the ordeal he would have had getting this done with the NEW process??? Timing is everything.. This over $100,000. surgery plus the complications since with blood clots and infection and second hospitalization which will add about $30,000. would have been put on the back burner when the military LOSE THEIR MEDICAL COVERAGE OF TRI CARE PRIME. That's right it's going to be done away with thanks to our illustrious leader.. How's that for taking care of those who have fought for our freedom??? you know the freedom we are losing more and more each and every day.. Why should we all pay for those who don't have medical coverage? Do your research folks, where do the Canadians go if they have major medical problems? In Great Britain under their socialized medical care if your tooth required more fixing than an amalgam filling it was pulled. That was the basic procedure. The teenagers referred to old people typically as "gummers" in Great Britain for obvious reasons. The free dentures were so painful and ill fitting that many chose not to wear them. But by golly they didn't have to pay directly for their visit to their doctor or dentist, but believe me the British "PAID" and they paid dearly in so many other ways for their system. If they wanted to complain about their doctor or the care they received they had to fill out a government complaint form and maybe, but usually they wouldn't get any satisfactory reply. Look out America mediocrity in health care for all is going to be the new standard. How exciting!

I spent a couple of years living in Great Britain in the mid 80's and experienced their government run healthcare system first hand. Thank goodness I wasn't seriously ill while I was there. My health care there (and I use the term loosely) was free. But my experience was just like going to the DMV here. The local clinics took no appointments it was first come first serve. You would take a number and sit in a long row of chairs next to random people coughing and sneezing. I was never seen by the doctor in less than a three hour wait. You couldn't choose who saw you. In speaking with people who needed serious in patient care, they were put on a waiting list often for months and sometimes longer. You didn't get to choose who performed the surgery it was always who was available. People in Great Britain loved to show me their appendix scars, etc.

People who make up to about $88,000 will receive subsidy on there health insurance. People who are up to around 133% of the poverty level should be able to get it free. Its not like someone from the government is going to come to your house and hold a gun to your head and there has been no talk of jail time for not getting the health insurance, only fines and that only for the people required to purchase it. If you don't make more than 133% of the poverty level than you have no reason to worry.

This isn't about healthcare. It is about obtaining private money to fix the system that was created by the democrats under Johnson in 1963. They failed then and now need to fix the problem. As a physician of 37 years, I enjoy my career, patients and staff. I deal with the government failure daily. We used to give FREE care to people, but the GOVERNMENT said, "If you give it to one, you MUST give it to all". We were faced with breaking the law, jail time and fines...if we GAVE AWAY CARE!! This is sadly the end for me. I will retire and not participate in this farce on the american people. Prepare america. You will see an end to the so called "healthcare" that these elected people have foisted upon you. I have never been so upset about such a pack of lies. The main reason your jobs were shipped off overseas was 1) environmental- companies did not want to conform to US EPA standards. 2) Trade agreements and tariffs - Cheaper to use third world wages for repetitive non cerebral task. 3) US workers and labor unions cost too much, including family health care demanded by law, tenure and pension plans.Companies now focus on profit only. Sense of community or social responsibility are long gone.So we are now left with the small business owner. The small business owners just received a major gift tonight. This will mean that small businesses will be able to hire employees full time. Right now they hire for part time working as much as 36-39 hours.The difference being, paying and not paying health care.This alone will make this bill a difference maker. It makes me sad to think there are people who actually believe, not just say, but actually believe that Obama wasn't born in Hawaii. I've heard Iran, Kenya, Pakistan... at least if you are going to spread a bunch of nonsense, coordinate with each other so you can sound more believable! Also, It looks like many of you are worked up over 'features' this bill does not contain, like Gov't funding for abortion (not in the bill), forcing people to buy insurance (not in the bill), public option (not in the bill). I personally own a small business with a handful of employees and I cannot afford a typical insurance package for my employees, so they are all currently uninsured. After reading this bill, which by the way, is clear as day that some of you have NOT read it, I will be able to provide my employees with health care for LESS money than I can now. How does that put me out of business? If anything, my employees will be healthier and more productive, which IMPROVES my small business.

amerikan constitution 10th Amendment, which says "powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states,'' ------- not to mention FORCING people to purchase health insurance - people should have the right to not pay for insurance if they choose not to (plus those who have religious beliefs that do not use doctors) I will not be forced to pay for health insurance under any circumstance. It will force MANY (most?) small businesses out of business raising the unemployment rates (obamacare forces employers to pay for health insurance for their employees) --------- Forcing insurance companies to pay for pre existing conditions is like forcing car insurance to cover a previous accident - insurance is to pay for future events, not what happened in the past.

This is the end of America as we know it. Obama promised to 'fundamentally transform the country' and that's exactly what he's doing. He's turning the Land of the Free into the Home of the Entitled.
