Citing disruptive bus riders going too far?

TACOMA, Wash. - Joseph Thomas, 20, routinely rides the bus to the restaurant at Point Defiance where he works. But today, the frustrated Tacoma resident showed us a "notice of exclusion" - specifically, excluding him from riding the bus for 3 months.

"I didn't do anything wrong," said Thomas. "And I didn't know I was doing anything wrong.  How should I be kicked off the bus for 90 days?"

On Nov. 3, two Tacoma Police officers approached him at his workplace, said Thomas. Tacoma police said two off-duty Pierce County sheriff's deputies had witnessed him playing his iPod loudly, with the earbuds out of his ears, while hitting the seat cushion like a drum.

Thomas called the accusation ridiculous, saying he was "just sitting there, nodding my head, listening to some Ted Nugent, Stranglehold."

He was given a noise warning and the bus ban, as part of a new zero-tolerance special enforcement by Pierce Transit, Tacoma Police and Tacoma Public Schools. It's supposed to combat disruptive behavior among teen riders, something that's gone up the last three years, said transit spokesman Lars Erickson.

"I've had a gang fight on my bus where one of the boys was taken off to the hospital," said bus driver Katherine Farrer, who added that the enforcement just want riders to be courteous. "It’s public transportation, not your own vehicle.”

But the three-week zero tolerance policy also means anyone on the bus, not just juveniles, will be penalized.

"If it's disrupting our service or the safety, we will take action on it," Erickson said.

Erickson suggested Thomas appeal the bus-riding ban if he disagrees. The exclusion gives riders 10 days to do so. But Thomas said he's upset mostly because no one complained to him directly, and now he may have to find other ways to get to work.

"I would have turned it down, I would have said, 'Sorry. Sorry. I'm sorry about that,' and turn it down," Thomas said.

The "Not on Our Bus" special enfrocement started Oct. 30, and is expected to conclude next week. The plan includes having uniformed and undercover officers enforcing rules on buses, as well as conducting spot checks of bus stops and boarding areas near Tacoma high schools.

Yet nobody says s**t to the folks in the back of the bus making all the derogatory comments in their twisted English that we call Ebonics.

I think it is great to have police riding the bus keeping the peace. What is stupid is that the police waited until later to do something about it. You don't sit along the road clocking speeders and then go by their house later to give them a ticket. You stop them when the infraction occurs.

I don't think it should be the passenger's responsibility to police other riders. That being said, perhaps this particular young man should have received a warning. Loud music, while irritating, is not dangerous. Get rid of the real troublemakers!

How loud can a darn Ipod be thru headphones anyway? Even if you are sitting right next to the guy I cant imagine they are THAT freaking loud! And if you are TOO SCARED to ask someone to stop doing something that is annoying you that is YOUR own problem - show some freaking stones man! But if you are complaining about a dang Ipod being to loud I think you are being a little picky, I mean the bus itself is noisier than that with the engine & brakes & all. Here's a suggestion, bring earplugs!! Now as for the thugs and punks lighting firecrakers & all that, well surely you have to be careful how you say something but I still think there is way to say something without being to "disrespectful".

Ok that is just down right stupid. Citation I can see, but 90 day suspension from riding the bus. Come on give me a break. Should have asked him to stop. I'm sure he was not intentionally trying to irritate anyone.

@sara41: He or she should think before acting like a idiot on the bus. How about the others who are turned off from riding on the bus or just plain scared because of disruptive people?

I think it is going too far, give them a ticket, but kicking them off the bus for 90 days is outrageous. How is a young person suppose to get to work? If they can't get to work, what do you think they might get into, selling drugs?, stealing? How are they suppose to pay rent, buy groceries, pay for school, buy clothes? 90 days is way out of line. Do you think 90 days is going to make them a law-abiding bus rider? I think not, it might just cause anger and retaliation. Who came up with this extremely severe punishment? Control freaks. I don't like disruptions on the bus but this goes way too far.

It's a sign of the times that people who ride on a city bus don't feel safe in asking a fellow passenger to change their behavior. More often than not, if the offending passenger is politely asked to stop doing something that is disturbing or offending others, he will not respond kindly. If he (or she) doesn't know that their behavior is unacceptable on a bus, they are not likely to say "sorry" or "thank you". So...most polite people just mind their own business and suffer. But...they will only put up with this so often and then they will no longer feel comfortable riding the bus. Cities cannot allow more and more passengers to abandon public transportation. So, yes...get the punks and hooligans off the buses. Obviously they have no idea how to behave.

While courtesy demands that this young man keep his music down, it also demands that someone ask him to turn it down. This is nothing like the behavior other commenters have described. I too have witnessed some scary people doing some equally scary stuff on Metro buses. Loud music is the least of my concerns. They should give a warning for any first offense that is not illegal or inherently dangerous.

@skippythedog: Don't forget the #48... homeboys love to throw sh*t around the bus and once even let off a firecracker. I am definitely in agreement with citing these people, I think they should of done it earlier!

We need some of that action on the # 7 bus and the # 106 bus in Seattle. Dope deals, booze, poor hygiene, loud, filthy language and ebonics as well as eating greasy, fried chicken on the bus should all be included in the enforcement.
