520 tolling on track to fund new floating bridge

SEATTLE -- Washington state needs tolling money to help pay off the new 520 floating bridge. So will SR 520 get enough traffic?

On Friday, Washington Department of Transportation officials said funding is still on track.

According to traffic data from the first week of tolling, WSDOT says 520 traffic is down 75 percent of pre-tolling levels during the morning and evening commutes, and overall daily volume is down 23 percent.

To pay off the bonds for the new bridge, WSDOT said they made a conservative estimate and accounted for a 48 percent drop in traffic on the tolled 520. So, still expect construction of a new floating bridge to begin near Medina in April.

WSDOT webcams show giant concrete pontoons - floating pieces where the highway will sit on - are being built. The largest pieces are a little larger than a football field and 30 feet tall.

Construction is at full speed ahead. WSDOT crews are building six pontoons at a time of various sizes in Aberdeen and Tacoma, and bridge footings are being constructed in Kenmore.  All the pieces will then be floated to Lake Washington, where they'll be pieced together like Legos.

Unlike the current span, the new floating bridge will have a new pedestrian path. It will be longer and stronger and have a  75-year life span instead of 50.

"When we get to 45-mile-an-hour sustained winds for 15 minutes or more, we do have to close the bridge, open the draw span," said Mike Cotten, WSDOT floating bridge project director. "The new bridge will not have a draw span and is being designed to a higher standard to sustain over 90-mile-an-hour winds on the lake."

So what will happen to the old bridge when the one is finished in two years?

"The design builder is still looking at options to what they do with it, whether it becomes recycles material in other projects or it may be possible for exsisting peices of the bridge to be sold off and used in other applications," said Cotten.

WSDOT crews will start piecing the pontoons on the lake in Medina first.  When they float the largest pieces up from Aberdeen, the pontoons will barely squeeze through the Ballard Locks. WSDOT says there will only be two feet to spare on each side.

I know a lot of smart people came up with these fees. But how about just a flat fee 24/7 of 1.50 to 2.00 That would probably but easier on everyone and get them a lot more dough.

I agree - it is a huge chunk of money. I wonder if employers can subsidize some of this for people that have to commute, just as some defray the cost of parking. Anyway you slice it, the bridge needs to be replaced, it has to be funded, preferably by the people that use it most. Unfortunately, the history of toll projects is that once the project is paid for, the toll never stops, and that is a problem of politicians and the greed of the state.

The average person that commutes round trip on SR 520 will be paying plenty. $7.00 per round trip times 5 days per week times 52 weeks = $1820. But that person must earn from his/her gross about $2500, per year. That is a large budget increase for most families. How does this make any sense, considering that person will only be funding HOV and bus lanes for the future, his/her alloted lanes will probably stay the same. If the bridge is paying for its self at 3/4 capacity, then they should lower the cost by 25 % and help the grid lock around the lake............

Nothing but a bunch of whiners on this site. Typical Repubs that want all the services but never want to pay for anything. What do you think is going to happen when government is out of the picture as you want it. Once everything is privatized, you will be charged a toll for even driving on Mercer Ave. Just ask people in the Midwest and the East about foreign companies buying up infrastructure and charging big bucks for everything. So would you rather be taxed, or would you rather the government create more money out of thin air so you can complain about the debt?

They are going to say it is on track until it is a year over due and 5Billion Dollars over budget, That way when it happens they can blame it on the lack of usage and the toll's can continue for Decades. Our government is so corrupt it is almost funny anymore !!!

One question is this money being set aside or is it going to disappear into the black hole called the general fund. Don't count on it being there with Washingtons government.

@jwg090973: If you follow the seeming logic of WSDOT if you make the toll $50 each way no one will ever use the bridge, and it can sink anytime as nobody would be using it. My point is a toll shouldn't restrict use. People are leaving home HALF AN HOUR EARLIER (!) to avoid the peak tolls, and the rest are driving around the lake? How can they say it is a success?

@ getnate, that's exactly what I was going to say :)... @ Elwood, I guess we should have tolled the viaduct instead of building a new tunnel. Apparantly an earthquake will not knock down a crumbling road as long as it's tolled?

I commute the 520 and traffic is always worse from Seattle to the eastside in the morning and from the eastside to Seattle in the afternoon.

If we follow the WSDOT logic, if they increased the toll to $10 each way, traffic would drop to about 30% of previous levels and they wouldn't need to replace the bridge at all. Actually, now that volumes have dropped by 25%, why don't they just call it good and call off the whole thing? Because everyone is going around now, it sort of proves that we didn't need the 520 at all. Problem solved! Seriously, a toll that makes 25% of drivers take the long way, stay home, or catch a bus should be regarded as a failure, and heads should roll.

Those tolls are going to their own salaries and pension plans, which are destroying this state. It wont be long before the tolls are going up, up, up, and they stick tolls on I-90 and the I-5 express lanes...just wait and see.

I wonder how much of the collected toll is actually going to the new bridge? I would like to see a chart that shows the distribution of the funds. How much is going out of the state to the companies that DOT hired for this. I do not use 520, but I think it is unfair that some people crossing the bridge for free, if you work night shift that is. And others must pay $7 a day! If you are going to charge toll, at least make it fair!

The only sorry state that forces people to pay before they use a highway project. The real reason is for this is that without experienced people to plan ahead budget for these bridges and highway projects which this state has no thoughts about a plan for the future. I call it run and gun philosophy
