Deputies: Burlington abduction was false report

MOUNT VERNON, Wash. - A Mexican woman sought as a kidnap victim since she disappeared on Sept. 13 wasn't taken at gunpoint from a Skagit County migrant worker camp, she was running away from an arranged marriage, authorities said.
Investigators finally sorted out what happened at the camp near Burlington after talking to Elena Garcia and re-interviewing the other people involved, county sheriff's Chief Criminal Deputy Will Reichardt said.
A warrant for Sebastian Sanchez-Velasco has been canceled and prosecutors are deciding whether to charge Garcia's father, Francisco Garcia, for falsely reported that his daughter had been kidnapped by an armed man and forced to leave in his van.
Two witnesses who previously said guns were used have recanted their stories.
False claims are not unheard of, but "usually they are not so blatant. This was a pretty egregious event," Reichardt said.
Garcia, 22, told investigators Friday that she willingly left with Sanchez-Velasco, 17, and her 2-year-old son, because her father was trying to enforce an arranged marriage to a 27-year-old Mount Vernon man.
Police say Francisco Garcia has acknowledged giving false information to investigators. he said he was angry with his daughter for leaving with another man.
By Monday afternoon, the woman had patched things up with her father and was back at home with him, Reichardt said. The man with whom the marriage had been arranged was reportedly upset over the rejection, he added.
The sheriff's office wasted time and resources investigating the false claim -- time it would have devoted to more pressing cases such as the deaths of six people, including a county deputy, a few days before the false kidnapping report, Reichardt said.
County authorities enlisted the help of the FBI for a nationwide manhunt for Sanchez-Velasco. The now-quashed arrest warrant was for three counts of kidnapping and one count of theft and carried $1 million bail.
U.S. Immigration and Customs Enforcement agents have been called to check the immigration status of all concerned, Reichardt said.
