The 18-year-old was driving the steamroller up a dirt pile when it overturned, killing him instantly.
Sheriff's Sgt. Larry Flynn said the man and two 17-year-old boys had entered a construction site in Blaine and started up some equipment. He says the 18-year-old was driving the machine up a dirt pile when it overturned, killing him instantly.
Flynn says the name of the victim, from the Birch Bay area, was being withheld until his family could be notified.
He says the case has been referred to the county prosecutor's office, which will determine whether the 17-year-olds will be charged.
Police called the machine a steamroller but can also be referred to as an asphalt roller or a grade compactor.
