The 520 fee you may not know about

SEATTLE -- Every day, 64,000 vehicles cross the 520 bridge and almost all of them will pay a toll. But there's a fee you might not know about. It’s a 25 cent charge if the tolling equipment can't read the Good to Go pass.
 
And the state will charge you that quarter even if it may be their fault.
 
“I have no problem with the toll.  I have a problem when someone charges me for something that I didn't cause,” said customer Julie VanWallendael.
 
And if you ask the state for proof, good luck. Mike Culver calls the Good to Go pass the “Go to someplace else” pass.
 
The notation on the bill calls the charge a photo enforced associated fee.
 
“You drive through, we take a picture of your license plate, we say, yep, that person, we know who they are, they have an account, we add 25 cents on that pay by plate,” said Craig Stone from the WSDOT.  
 
Stone says the tolling system is 90 percent accurate.
 
“We know there will be sometimes, every couple of thousand [times] there might be a misread or a miss and it's because of equipment," he said.
 
Culver says he got an incorrect bill.
 
The Bellevue resident says he wasn't even on the bridge when he got charged.  So, he made a simple request, he asked to see the photo of his car.
 
“They weren’t offering to prove my case.  The record was the record. That was that, goodbye,“ said Culver.
 
Request denied.
 
“I think my core issue was the arrogance of the reply and the fact that there was no recourse.  No matter what I wanted, they gave me one option.  They gave this to me twice which was, get a subpoena,” said Culver.  
 
KING 5 asked to see the photo, but we couldn’t because of privacy issues.
 
“My bottom line is either I'm the biggest liar in the whole world or this is so silly that I can't believe that anybody would do it," said Culver. 
 
KING 5 received calls and emails from viewers all over the area complaining about the charge. 
 
VanWallendael lives in Seattle but works for the City of Bellevue.  She got a 25 cent charge.  She also called customer service and challenged the fee.
 
“When I asked them what, you know what was wrong, did I put it in the wrong place, was something wrong with my placement, she said, 'No. Sometimes it was weather, sometimes it was a low frequency,”' said VanWallendael.
 
Stone from WSDOT says this is a customer service issue.
 
“We want to make sure when they contact us we can work with them to make adjustments accordingly.  But so far we haven't seen anything systematic,” said Stone.
 
Just a few days after making this claim, WSDOT announced that there was a problem. It seems the toll equipment's internal clock was intermittently losing time and re-synching to the correct time for a week in January.
 
WSDOT is working on refunding those 25 cent charges for the time frame in question.  Eighteen thousand of those 25 cent charges went out during that time frame.
 
But for everyone else with photo fees before and after that event, they'll credit your account once and that's it.  No matter how many 25 cent fees there are, even if it may be their fault.
 
“I want them to eat the 25 cents, not the commuters.  It's pretty simple,” said VanWallandael.   
 
WSDOT says it will change how customer service agents work with people on these issues. 
 
WSDOT in the end allowed Culver to see a photo of his plate at a Good to Go center.  KING 5 along to the one at the Univeristy District Thursday.  
 
The manager said she didn't have it and then told us the pictures are sometimes deleted.  
 
KING 5 called WSDOT who told us that's not the case.  Now, the state is saying his registration for Good to Go was wrong.

You have to watch them like a hawk, and customer service is a joke. I got charged a $5.25 toll one way for a passenger car. When I called to question it, I was told I had to contest the charge in writting, and that they then had to find the picture, if one existed, and verify that my car was indeed a passenger car, and not a 3 axle vehicle, and that could take 7 to 10 business days. I have had at least 3 or more photo charges for cars that have a good to go pass, and the pass id was in the toll record, so if it couldn't read the pass, how did it manage to record the good to go ID? They have installed a poor product, and put it on the drivers to keep track to make sure you are not geting over charged. And how about the one where the car from Texas was generating charges for a Washington driver that doesn't even use the 520 bridge?

King 5 you undefine my previous comment because it's the truth and you all know - it! It's pretty bad when you are willing to strike a truthful comment out and off of this here issue. It is the truth the tolling is being 100% controlled by Christine Gregiore and her cabinet in Olympia and the tolling is not true to the people it has become a joke! Why should the charge be the sky when it can be made affordable to all by using a two fee charge system and that's it! Good to go pass $2.50 charge all the time! Without good to go pass $4.00 all the time! This is extremely fair and will clear up traffic and traffic jams, to do it the way it is being done now by Gregiore's administration is plain wrong, robbery as well as communistic. No wonder the state of Washington is losing. Greg.

This isn't the only billing problem. They say your credit card will be charged WHEN YOUR BALANCE FALLS BELOW $10. The reality is they are recharging every 2 weeks, no matter what your balance is to keep your account at $60 or whatever you set your account balance to be. This state is a joke, it rips people off left and right. It's past time to stop it.

One commentor mentioned that WSDOT may face a law suite and all the good to go funds will go to the lawyers. Who do you think came up with this idea?? This money will never go to fix the things they said. Just like their still P***s'd off about car tabs. The State steals from us every day and it isn't stopping. Car tabs should pay for people to ride buses, more gas tax to fix roads, it is all Bull!!!!

Tolling was a mistake to begin with because our idiot spendacrats in office couldn't manage budgets correctly. It's also far to high in cost. Now, because of the poor customer service and failure to refund peoples money that was wrongfully taken, the WSDOT is possibly going to face a lawsuit in its near future. Then, all the collected money from good to go will go to the lawyers. They need to credit people back for their mistakes and give people the benefit of the doubt. If you can't prove the disclaimer, then refund the money. They also need to crack down on all the cars that are traveling accross the bridge that hide their plates so they don't have to pay. This is getting out of hand quickly and if steps aren't taken soon to correct it, the WSDOT could see a public backlash like none other.

Sounds like WSDOT is providing job security for its customer service department--how much does it cost, of a customer service person's time, to reverse a $ .25 charge, not to mention the time they spend taking customer complaints, on the phone or in person?

90% accurate? You have got to be kidding me. That means there are about 6,400 billing errors per day. I don't have a pass and never will. I will never give the State carte blanche to my bank account. Never gonna happen. Wait until I get a bill for a trip I never made (none so far, and I doubt any in the future). It will be off to small claims court. Let the State produce the records for the judge. Maybe then the ignorants down in Olympia will change their tune on customers seeing their "charges". This is making the red light camera companies look like man's best friend. I can't figure out why so many people distrust the thugs who run this state.

Just wait until they collect all this money and then tell the tax payer that they will not have enough money to build the new bridge. But, they will say that they will still need to keep collecting the toll to keep the old one running. HAHA! Move out of King county before its too late.

In the past, at least on the Tacoma Narrows Bridge, they would adjust the toll, even if they had to do it via photo - you always just payed the "Go To Go" price... I am sure that some Attorney will file a class action suit on this - this whole issue is "money in the bank" for some lawyer who loves class action suits agains the governement - there are several firms in the Seattle area that take these cases. I am not sure who the contractor of the DOT think they are, but hey only need to look at the suits that were filed agains the red light cameras in the last two years... If Jesse wants a real supprise - why doesn't he ask the WSDOT how many vehicles go over the bridge each day and pay no toll because the driver has no good to go, they removed the front plate and then obscured the rear plate on their vehicle -Guess What folks, it is hundreds every day.... DOT chooses to ignore this as "acceptable loss" while they stick it to the honest people as much as possible.

New way to "nickle and dime" people. With inflation, it's a quarter. Their equipment malfunction should not be paid for by the user who bought the "good to go" pass. Guessing it's not so "good to go".

"Distrust in government" or "Distrust of government" Which is it? I can't figure out why our government thinks that they can do anything they please, in spite of what the citizens think. They are always trying to circumvent our wishes, and add some form of tax through a back door scheme. Why can't they be upfront with us? I believe that trust needs to be earned from me, not wrenched from me by manipulation .

I have been hit with this fee now multiple times crossing the Tacoma Narrows Bridge. Out transponder stickers didn't read so we were charge 25 cents along with the $2.75. When I challenged it I was told because they had to bill us from a photo we were charged the additional 25 cents. Funny how this fee never seemed to exist or even mentioned until there was tolls on 520 and a different contractor handling the tolls.

So my qustion is!!! If it's not your falt and you ask for proof, and say no you can't have any proof, isn't there some law agents that??? It sounds like the WSDOT is looking to have a lot of lawsuits on it's handsn, and wast a lot of taxpayer money.
