New business venture for Covington contractor?

John Mulinski is a contractor who's feeling the heat from investigators up and down the West Coast.

We first told you about Mulinski and his company 'Home Curb Appeal' two weeks ago. The Covington man's been hit four times for working while unregistered in Washington, once in Oregon and his contractor's license is currently under suspension in California. This is a man well-known to state inspectors like Matt Jackson, a compliance inspector for the Department of Labor and Industries.

"Mr. Mulinski's m.o. is to do bad business. He's a bad contractor," he said.

We've also learned that last year Mulinski was sued by the owners of a Federal Way home for failing to complete work, performing defective work, and double-charging for work performed. Mulinski never showed up in court to defend himself and he was slapped with a $457,640.08 default judgment.

"There's kind of an m.o. of him getting jobs, starting them, and not completing them, taking money for jobs, and not showing up to do the work for the jobs," Jackson said.

The state also says Mulinski did not pay some of his workers. He owes four people more than $25,000 in wages and interest. Mulinski hasn't paid the fines in those cases either.

State senator Jeanne Kohl-Welles says unregistered contractors like Mulinski hurt businesses that play by the rules.

"It's not fair at all and we think the system should be fair," she said.

A recent study for the state says the unlicensed, unregistered construction business cost the state $109 million a year in lost revenues. Enter Senate Bill 6575, it'll make a third unregistered contracting violation a felony, punishable by 5 years in prison and a $10,000 fine.

"I don't think people want that to happen, so we think it will be an incentive," Kohl-Welles said.

To stop this, the day after our first story on Mulinski aired, L&I inspector Matt Jackson got a call at the Tukwila office.

"They saw your report the previous night, alerted me that Mr. Mulinski was here trying to renew his contractor's registration," he said.

Remember, Mulinski is not registered and hasn't paid his fines, but there he was and Matt says another unregistered contractor was filling out Mulinski's paperwork.

Jesse Jones: "Why didn't John do it himself?"

Matt Jackson: "Because maybe he knows he can't get registered as a contractor."

Jesse Jones: "You think?"

Matt Jackson: "I don't think he was suprised when we told him he couldn't register."

Mulinski did not return multiple calls for comment.

Senate Bill 6575 has passed the Senate. It's now in the House.

A lot of people writing comments below this don't understand that this man WAS licensed and every time he gets in trouble, he changes the name of his company, switches the phone numbers or doesn't answer it and re-opens under a new name and gets licensed again. I am one of the victims and I checked it out and he was licensed at the time I hired him. I was most upset when I saw the state L&I person state that Mr. Mulinski has been in front of them for like 14 YEARS for other infractions and yet they didn't stop him. He would have hurt a lot less people if the AG and state L&I had done their jobs and stopped him years ago with his first 2-3 lawsuits against him. He found out he could get away with it and got greedier and built up to bigger and better scams. I was told I had earthquake damage that had to be fixed before the real repair could even start...give me more money....NOT. I went under the house with 2 inspectors and there was NONE! Nor water damage he said I had.

I'd hate to be sucker #2 and #3 before they get these guys. Same story with the justice system in the US, Period. This 3 strikes thing is worthless and we've proven it as a society. First strike should be swift and VERY painful. Then we wouldn't have too many second and thirds out there.

I really hope this dirt bag gets what he deserves soon; Had the unpleasant experience to work for him and He has stole a lot from people, not only money but trust and time. Thank you Jesse!

waterdevil, do you understand how ignorant your post is? It does not matter that it was a democrat who brought this about, republicans support it too. Why would this block someone from working on their own homes now and in the future? All this law is is an attempt to make it harder for scum like this guy to come here and steal hard working peoples money. It will never prevent people from working on their own homes. If you think that is where this leads, you must believe that JFK is not really dead and Elvis is really alive and well and other absurd conspiracy theories.

This particular contractor has cost many people their hard earned money. Obviously, it is best to hire a licensed, bonded contractor. You will also have a better chance of completion that you are satisfied with. I am quite certain this is only the tip of the iceberg for this contractor. By reviewing the first tape on this you will notice the wife driving a new BMW, great car if you earned it. I be the owner of the house that is owed above 800k is gonna ask for the car for partial payment.

I am a homeowner and do not understand why anyone would hire a unlicensed contractor, or an unlicensed/unbonded anything in this day and age. That just leads to an instant red flag for me. You do get what you pay for, however there are good, hard working people that are willing to do things on your house and the price is reasonable. The fair ones typically price their work with what the people will pay for it. (supply/demand). On the flip side, and I am not in the contracting business, but my husband is an executive i a large firm, many people small jobs, do not pay their bills, so that is the flipside. Bottom line: Everyone needs to be held accountable and do the work, pay the bills, and it should be fine. That is, however in a perfect world.

My husband has been a licensed contractor for over 15 years. He's professional, fair, and does good work. Unlicensed contractors make it very difficult for honest ones to stay in business. We're out competeing against people who don't pay the $3/hr in L & I, collect sales tax and don't send it in, pay workers under the table saving other employment taxes (also, leaving the homeowner vulernable to lawsuits if they're injured), don't report the income, don't pay insurance premiums, etc. Legit contractors have a lot of expenses and that has to be built in to the rates they charge. Unlicensed contractors can easily outbid us and it's really hurting now in this economy. If it keeps up, all the legit ones will be out of business. I know there are a lot of anti government folks out there right now, but we do all have a responsiblity to pay our share.

Waterdevil...............you must be kidding. The purpose of a licensed contractor is to protect the public. We were taken by a cheaper unlicensed contractor and had to pay thousands of dollars to have his mess fixed. That is a lesson in "you get way you pay for".

I am not a contractor, but I can see how this bill, and notice it was brought about by a Democrat, this bill is an end around to keep everyone but licensed contractors from doing work in this state, under the pretense of 'protecting' the unsuspecting public.. What I am worried about is that this will eventually cause property and home owners from doing any work on their own homes..
