Millions wasted paying state workers to do nothing

"Paid for Nothing" is a continuing investigation by KING 5 News that has uncovered millions of taxpayer dollars wasted to pay state workers to sit at home and do nothing for the state.

Since 2006, the state of Washington has paid more than 1,000 state employees to stay at home at taxpayer expense. That has cost taxpayers $13.5 million for the employees’ salaries and $3.7 million more in benefits, for a total of $17.2 million.

"Oh my gosh. Wow! That's incredible," said House Minority Deputy Leader Joel Kretz (R-Wauconda). "That's a lot of money. (That’s) money that comes out of the taxpayers’ dollars that could be solving the budget problem. (It) could be going to schools, developmentally disabled people, you know, the real priorities," said Kretz.
 
The employees were paid to do nothing for the state because they’d been put on home assignment while under investigation for allegations of misconduct on the job. Examples include accusations of sexually exploiting a prison inmate, stealing from the state, and harassing co-workers.

Home assignments direct the employee to remain at home during his or her normal shift so that a fair and swift investigation can take place. The employee is also directed to be near a phone in case the state agency needs his or her service.

That’s what former DSHS social worker Bill Larson of Tacoma did for nearly two years.

"It was terrible. It was like being in prison,” said Larson. “I would rather be working, contributing something, doing something, helping some people. That’s why I got into social work in the first place,” said Larson.

Larson was accused of using his state computer for personal reasons and contacting clients who weren't on his caseload. Larson says the charges are bogus.

"It was a sham investigation that cost the state of Washington thousands and thousands of dollars," said Larson.

DSHS eventually fired Larson after the agency paid him $115,000 in salary in full benefits during the 20 months he was on home assignment.  In a letter he was directed to “Perform no (DSHS) work” while at home.

"I always felt very guilty about that but I was hoping at some point I would get my job back," said Larson. "And it certainly isn't fair to the taxpayers of the state of Washington that are picking up the cost of me staying home, doing nothing."

The KING 5 Investigators started looking into home assignments last year, after being contacted by a former DSHS employee, Tammy Jo France. France was a residential counselor at the Special Commitment Center (SCC) on McNeil Island, which houses the state’s sexually violent predators.

France sat at home for three-and-a-half years, with full pay and benefits, while the state investigated her for allegations of smuggling porn into the SCC and of borrowing money from one of the convicted rapists housed there.

"State people are losing their jobs. How do you justify paying someone who sat at home for three-and-a-half-years?" said France.

France collected nearly $200,000 in salary and benefits, including full medical coverage, vacation pay, sick pay and holiday pay. She also boosted her pension during that time.
    
"You're either right or you're wrong. And if I was wrong it shouldn't take you three and a half years to fire me," said France.

After looking into the France case last year the KING 5 Investigators attempted to collect data from the state to ascertain how many other state employees had been put on home assignment and how much that cost taxpayers. The reporters found the state’s data was inaccurate and incomplete. There was no statewide tracking of home assignments.

Breakdown of findings

KING submitted separate requests for public records to 90 state agencies to find out the extent of the practice and cost. After an analysis of five year’s worth of data KING found:

• More than 1000 employees have been on home assignment.

• More than 50 employees were paid to sit at home for a year or more.

• Approximately 100 employees were on home assignment for at least 6 months.

• The number of home assignments increased every year from 112 in 2006 to 245 in 2010.

• In 2011 there was a slight decrease: 224 employees were on home assignment.

• The cost of paying employees on home assignment increased every year from $918,000 in 2006  to $4.2 million in 2010.

• In 2011 there was a decrease in the cost: $3.8 million paid in salaries and benefits.

• A Department of Corrections psychiatrist collected the most: $247,000 during 14 months at home.

State reaction

Eva Santos is the director of Washington State Human Resources. She says leaving workers at home, getting paid, for extended periods of time is not appropriate.

“It’s unacceptable. It’s plain unacceptable and it shouldn’t be,” said Santos.

Santos says she was disappointed she didn’t know this practice was so prevalent and cost the state so much money until KING 5 brought it to the attention of her office. She says the problem was that most state agencies weren't tracking home assignments and weren’t reporting the data to her office.

"Remember, the authority to make those decisions rests with the agency heads. I expect agency heads should know this information and should be able to give us answers,” said Santos. “Each agency is responsible for using those resources appropriately and nobody should be sitting at home for six months and out, doing nothing.”

Action taken

Santos said that’s changing now. As a result of KING 5’s first story in the “Paid for Nothing” series, the Governor sent out a directive to all state agencies. It instructs agencies to track home assignments and to report the data to Santos. It also directs them to get permission from top agency leadership if a home assignment needs to last more than 15 days.

Before the directive, the agency that put Bill Larson and Tammy Jo France on extended home assignments, DSHS, implemented a policy to curb them.

“We can put all kinds of excuses out there, but the reality is we should have a handle on it and that's what we're all about from here on out," said Santos.
 
The KING 5 series also led to the formation of a committee of statewide HR directors to find other ways to save money.

Identify the root cause of the problem and stop wasting taxpayer dollars. State agencies have no clue how to handle personnel issues in a timely manner. Test managers and investigators to see if they can find their way out of a wet paper bag.

If you think the cost of keeping these employees on "home assignment" was expensive, just wait until you see what the judgments that the people of Washington will ultimately have to pay. Wrongful termination awards can cost millions. Why haven't the managers responsible for this fiasco been charged with gross misuse of state funds? My guess is that they haven't even received a reprimand.

@patwe, an audit must be performed by an outside agency. The inside ones are just as crooked as the people who hire them. This whole thing is a huge issue. There are so many people who would lose their jobs if this got exposed, and rightfully so. It is so difficult when you confront serious issues and they get washed away by the Governor. Time to switch it up and expose upper management NOW.

We waste millions paying 10 dot workers to stand around road projects while they watch one worker in an orange vest hold a slow sign while another drives a truck. I see a lot of them doing nothing when I've come upon a construction zone. Our freeway system might as well never get out of the top six worst for traffic congestion because a lot of dot workers don't really work. Look how they just finished a lot of ramps to nowhere that stood in Seattle for roughly 30 years? The other ramps to nowhere were demolished. That was like telling an army corps of engineers to build a bridge over the Sahara Desert and then tearing it down just to give them something to do to feel like they earned their money and justify taking money from tax payers!

@bravenewworld..I hope you are joking when you say more money needs to be put in the Unions! Unions are one of the reasons why we have inept teachers who have tenure and cannot be fired even though they are not doing a good job in teaching our children..Along with other Unions as well.

Wow Dakota,, this is absolutely the governors fault. Its her job to manage this state for US,,, a job she has done horribly at. The DOT is a mess, the DOC is a mess, we are sooooo broke we will never be out of debt now. No one is held accountable for anything in this state, what a joke.

Really? 4 million a year? That's what you're complaining about. That's 1/5 of Mitt Romney's yearly income. If you want to complain about wasteful taxpayers' money, look at the trillions of dollars spent on the Iraq war. Look at what we're paying medical providers in Medicaid (state money), which has increased over 300% in 6 years. Look at what your family is paying for insurance, both home owners and auto, not to mention medical. I know, not such easy targets because these are the advertisers for our media outlets. But still...

I used to work for DSHS. I was accused of spilling a cup of water on someone and was sent home on "Home Assignment" for an entire year and a half! I was even banned for life to ever work with vulnerable adults along with people under the age of 17 or older than 65. I had to appeal. The state had to pay for my entire time at home with full wages and benefits. The union (the state) had to also pay my attorney 100% of all fees, in addition there was an entire two day trial with an actual judge and a prosecuting attorney. They called several mental health patients to testify which traumatized their already fragile condition. After the trial not only was i cleared and found innocent of these dubious and ridiculous false charges, but you should read the 11 paged conclusion from the judge. The judge was absolutely enraged and stated this was ridiculous, false and an entire misuse and abuse of the entire system and process. Something needs to change....so sad.

I know of one case like this from the inside. A clerk was accused of siphoning money from a bad checks tracking job. After months of tracking and analysis we techinical folks determined that the missing money was simply a case of a lazy worker throwing away reports and just doing a lousy job. No money was actually missing, and it was unclear how exactly he was supposed to be getting the money. This took 9 months I think. Then management did some had wringing about bring the guy back to work. So they had to engage in CYA documentation of what actually happened. The upshot is the guy was on paid leave for a year before he was let go. They were afraid he'd sue them. They had made false accusations of theft agaist him actually.

" 3 years is neither swift for the employee under investigation nor fair to the taxpayers of this state. it bothers me greatly that 'the state records were incomplete'! seriously? that's how we run things? that in itself seems borderline illegal if not just down right stupid! and I wonder if it's only coincidence that most of the cases regarding investigations of tax dollar waste by king5 is DSHS... my best guess is it's no coincidence at all. and yet... our politicians open discussions on how to suck more money out of the tax payers to pull the state out of the hole.... MONITOR YOUR FUNDS! MONITOR YOUR PEOPLE! reading articles like this makes me angry, don't ask for more money until you learn to manage what you have!!!! no business would survive the first year if they handled funds the way our state does. disgusting!

Here's a little clue on why s*** like this happens. Many government entities, at least in this state (and possibly in others), don't promote based on experience, ability, proven dedication to the position, past track-record of doing "right" by the position and the people they serve, disciplinary past, educational advancement, etc ...you know...basically merit. It's either a testing process that puts tools on the same level as the doers, and many of the tools are the biggest talkers who don't do s*** and only care about themselves (mastered bs but are lazy). OR...it's yes men. When you hire yes men, it's like generational (think about it), so the issues that are there rarely get addressed...cause the person hired previously was the same...and so on...and so on. If private business promoted like the gov-mint does around here, many would just fold. Private businesses see who can do s***, make and save them money and promote them. Otherwise they wouldn't make it.

How is this news? You report constantly about employees going on paid administrative leave. What did you think that meant? A cop who shoots someone, a government employee accused of abuse, a teacher accused by a student. You can't fire people everytime a complaint is made, or there would be nobody left. People love to hate government employees, until they need them. Investigations like this are a great way to get a furor going and some attention, but ignore the "why". Yes, some cases are exceptional, but your statistics fail to point out the justified use of this policy. People need to be put on leave to assure investigations proceed unimpeded, but you don't want to pay for it? What do you do then? Be realistic king 5. You're better than witch hunts like this.

Thanks to King5 for a job well done. However, one question that King5 failed to ask, let alone answer, is what consequences will there be for the managers who enabled this travesty to happen. That the head of HR for the state didn't know what was going on is itself a disgrace. She's the boss! Isn't she responsible for knowing what is going on? Aside from that, the managers of the individual agencies that sent employees home to get paid for doing nothing had to know what was going on. Maybe they should be sent home for awhile, say a month, and do no state work and NOT GET PAID! In other words, suspend them!

Don't you all remember in 2000 when Queen Gregoire was Attorney General and her office forgot to file an appeal on time? How much did that cost the taxpayers - $17.8 Million. What did Gregoire do? Fired some underling, who then sued the state, and won! The underling (Capps) got a huge settlement, including back contributions into the state retirements system, and a new State job for $50K a year. There must be thousands of people who "live off the state" otherwise, who in their right mind would have voted for Gregoire? For those who did, I hope the State figures out hundreds of ways to overbill you. If you voted for her, take your medicine and deal with it - and next time you vote, engage your brain and actually look at the candidats. To be honest, I think the state would be better off if we had randomly slected a homeless person to Governor.

Kudos to KING5 for doing the investigative reporting necessary to uncover this. The press has an important role in our democracy which is recognized in the US Constitution. Unfortunately, all too often these days, the press doesn't live up to that responsibility. This time it was different. Good job KING5. This is not news! There was a similar story on this a couple years ago. So, obviously Christine didn't listen and didn't do a thing about it then, and she won't do a thing about it now. Way to watch the store, Christine. She is in way over her head. Incompetent, and determined to stay that way! And she wants to raise our taxes! Why would anyone want to give you more when you can't manage the funds you've got now? Incompetent, and determined to stay that way!

I've been watching the bike trail being fixed through Lake Forest Park. The repair has been going on now since last summer. I've heard that the project is millions over budget. The new bike bridge should be as simple as dropping a piece of precast and slopping the path to meet it, then repaving the path. I heard that the path was on poor ground that couldn't support bike traffic but it worked fine for years supporting trains. Before Christmas I went to watch the boats come by and saw workers standing in the street telling jokes till well in the night. After watching the progress of this it's no wonder our tax dollars just don't go very far. It would be nice to find out how many state paid projects go over the original bid, and if these projects had legitimate reasons.

I wish someone would do this same type of investigation on how much we, as Americans, OVER pay to those receiving "Unemployment Benefits"! Those payments should be based on need not a percentage of your (current) salary. If we "Awarded" just enough money to pay their housing expenses ONLY, they would sure get off their collective #utts and do what was necessary to live within their means. My neighbor has been receiving unemployment for TWO years now and makes more than most "living wage" earners. SO where is his incentive to go get a job??? This government sanctioned/legislated bs has to Stop if we are going to survive as a country.

We owe it to the employees to pay them while they sit home. If they are found not guilty of the accusations, a lot of stuff in their lives could have been ruined. Houses lost, credit ruined that can't be repaired. We also tell them that they have to be by the phone. Now, we also owe it to the taxpayers to do speedy investigations. Really, how long does it take a computer expert to see if emails were sent to unauthorized people? Half hour maybe? One day to complete the investigation. What the story does not say is how many people sat home for a week or less. There should be something in place so those under investigation can perform another task. Gotta change the contract to indicate that employees will continue to be paid provided they accept alternate work while under investigation.

javajoe, really, and you think tax dollars were wasted on providing rights to all "human beings", when these same human beings also pay taxes. just to throw that in shows who you are...the story here is people sitting on their butts getting paid for nothing. that is something our state govt needs to focus on.

You have union state employees monitoring and supervising union state employees .............crime-------- its like whom we steal from first?????? Terminate all the skunkvomit employees and sumbit rehire ONLY what is needed without a CBA.. Pay the people equal as private sector people including benifits. State Government employees and leadership is the worst fraud and theft and incompedence there is........ Do your own research

The funny thing here is, I sent a letter to the Governor and all the State Legislators at least 2 years ago regarding this issue. I personally knew someone who was on paid Administrative Leave for 6 months. He was as tired of it as I was. He offered to do another job until the investigation was over. The process is so ludicrous that most tax paying citizens would be outraged to see this process in the works. Most of this stemmed from upper management, the ones who call the shots. I can not think of a reason anyone should be on paid Administrative leave for more than a few weeks. This should be a priority issue with time restraints. The whole system needs to be reviewed. The waste here is unbelievable.

Seattle School District has done the same thing. I know a teacher who was accused of hitting a student with a yarstick. When the children who witnessed the alleged event were interviewed, their stories differed so vastly that no charges were filed. However, she sat at home for more than a year while Seattle Schools decided "what to do with her." This is an administrative issue and that teacher was teaching in a highly dysfunctional school. But those high-paid administrators can drag their feet as long as they want. It isn't their paycheck that's effected, so why bother?

They do one of these stories every year, and of course they leave out the most important fact - that the people are under investigation. Maybe the investigations should "go faster", but given the reduced budgets of most government agencies, I wouldn't count on it. Meanwhile, KING5 gets all of the anti-government people riled up, they in turn vote for "less government", staff is reduced, and this problem gets worse. Shear genius!

Business a usual in government. Takes 3 people to do the job of one. Basic customer service skills are replaced with bad attitudes and poor service.

nothing like some muckraking to incite sweeping generalizations. Taylorwood I have a feeling you know as much about public sector efficiency as you do about the tea party. Comparing the private and public sector is ridiculous. The private sector is profit driven and serves limited, like-minded stakeholders. Plus if the firm fails, the public sector is there to bail them out (bailouts, bankruptcy protections, social services). On the other hand, the public sector is not profit-driven and somehow must respond a wider more diverse range of stakeholders. Is it perfect? Not at all. But this shouldn't serve as an indictment of the entire system. And it should be assumed that the private sector can do it any better. Bottom line is that if people spent more time being engaged in their government instead of complaining about it, things might be different.

I'm sure our democrat lawmakers are not too concerned about it. This is just chump change. Its just money that comes out of our hard earned paychecks. Nothing to worry about. The state can always raise the tax rate or add new tolls or new fees.

Is this a new story or just more information that continues the story "Paid for Nothing"? If the Governor issued a directive, is it being followed? How many people TODAY are on home assignment? And did the HR head not hear about "Paid for Nothing" and get the information from the department heads or is her head buried in the sand? Come on, King 5, tie the two stories together with updated facts instead of making it look like it's a whole different story.

@rite2post: Have you ever heard of the definition of insanity? Why so many believe it's better to place their trust in government rather than the free market??? If any business ran one tenth as inefficiently as the state & federal government, they'd be done in the blink of an eye. But we subsidize this sort of gross incompetence / negligence, and when some (like the Tea Party) say hold on a minute, let's slow down on bloating this beast any further, they're ridiculed. Maybe slappy could do without the name calling, but the point he / she makes is quite valid.
