Investigators: Will new trend in spas rub you the wrong way?

Unwinding with a massage may be your favorite way to relax.

There's a new breed of massage business out there offering a cheaper service. But here's the rub: The KING 5 Investigators have found that some of them may be violating laws that keep your spa experience safe and relaxing.

You may have noticed the rise of a new type of business that promises a feet treat. They're called "foot spas."

Foot spas are different from traditional massage therapy because they generally offer a type of massage known as "reflexology."

"They’re really only allowed to work on the hands, feet and outer ears," said Lavon Watson, a licensed massage practitioner, or LMP.

An LMP is licensed to perform full body massage. The state requires a minimum 500 hours of training.

A few years ago, a new law exempted "reflexology" from massage licensing and the concept of the "foot spa" got legs.

"Those areas, the feet, the hands and outer ears, are areas that you are not generally as concerned about doing harm to somebody," said Watson, explaining why the State Legislature allowed the change.

"It wasn't the relaxing experience I was hoping for," said Connie, from Seattle, who asked that we not reveal her last name. When she visited a Seattle foot spa last year the masseuse didn’t stop at her feet and hands.

"He pretty much started digging his elbow right into my shoulders," said Connie.

She says she received an hour-long full-body massage.

We heard complaints that many foot spas are doing them without licenses, yet, when we asked, owners and managers denied it.

So we sent a KING 5 producer in for massages at several local foot spas. We visited one in Redmond, one in Kirkland at the Sunset Foot Spa, formerly Imperial Foot Massage, where Connie's masseuse rubbed her the wrong way.

"I was tense. It was not the experience I was hoping for," said Connie.

An undercover camera showed what happened at Sunset Foot Spa, including a foot rub, a high pressure back and neck massage and a vigorous pounding.

For $30 our producer got an hour-long full body massage. He received or observed similar full body massages at every foot spa he visited even though owners and managers later admitted their employees aren't licensed for this type of massage.

Watson, the LMP, says unskilled hands can cause injury during full body deep tissue massage. In addition to training, the state license guarantees one other very important thing.

"The State does a background check on you to determine if you have a criminal background," said Watson.

Connie now realizes how vital that background check is. She says her massage went from bad to worse when her male masseuse did the unexpected.

"I (could) feel his genitals touching my arm through my clothes. I didn't have to take off my clothes," she says. "I thought 'Oh my God, what’s going on?' I thought this is an accident. As it kept going, I thought, 'This is not an accident.' I called a friend immediately and said 'I think I just got molested,'" she said.

The owner of Sunset Foot Spa, Lin Ling Fan, refused our request for an on-camera interview, explaining that she wanted to consult with her lawyer. In subsequent e-mails she said she fired the employee Connie complained about. She denied her spa offers full-body massages. But our hidden camera video clearly tells a different story with its images of our producer getting neck, back and leg massages.

Foot spas offer massages at a fraction of the cost of a licensed masseuse. As the number of foot spas has grown, so has the number of complaints filed with regulators. The Washington State Department of Health is currently investigating 15 complaints at foot spas.  But will it take action?

One Redmond foot spa advertised openly that its massages include the "back, neck and shoulders." However, the state Health Department rejected a recent consumer complaint and has closed the case because investigators could "not identify any violations," according to documents reviewed by the KING 5 Investigators.

Connie got an apology from the owner of Sunset Foot Spa,  her money back, and a new understanding of one of the most intimate services your money can buy.

"Sometimes a bargain isn't a bargain, you get what you pay for," she said.

I'm glad that Asian foot spas are here as it's a good way to get an affordable massage. Massage dates back to 493 BC and most 5 star massage establishments in Asia do not have LMP. In this country, of course the goverment would like to get their share of money by requirining a license and the massage school would like to make money as well and LMP would like to charge a lot so they can recover the money they paid for school. What was experienced by Connie is probably rare and going to an LMP isn't a guarantee either. Maybe LMPs should lower their rate.

Of course these are unethical salons. There are hundreds of them and only a handful of people enforcing the rules. And this is what those salons/spas are counting on. They have the law of numbers on their side. I wish more people like Connie would just walk out and report these kinds of activities to the state. By the way, salons are supposed to have a notice posted visibly for clients telling them who to go to lodge a complaint. (Send complaints to Dept of Licensing for Cosmetology, Esthetician, and Nail Techs. And to the Dept of Health for Massage Practitioners). These salons understand that if they can get away with providing an illegal service to their customers, because as long as the service is CHEAP enough most customers will not report them. Those clients are thrilled to be getting such a "bargain". Those same people would probably also buy "POTTED MEAT" from a Dollar Store or "MEAT ON A STICK" from an unlicensed street vendor. (My own father falls in that category LOL)

People who go to these foot spas and think they are great, hope they don't mind that if something goes wrong they have no medical ins. to cover you. If you have a underlining health condition and they work the wrong way you can get sick or injured. Try telling your boss that you can't come to work because you got hurt in one of them places. Swollen feet, hands, ears is just the start. Is being in pain, missing work, and maybe getting something like fungus. If you want a massage or reflexology please go to a legal trained professional. There are many chain clinics and private clinics that have low prices. look online. These clinics make sure that everyone is legal. Something were to go wrong you're covered. YOU GET WHAT YOU PAY FOR

WA State REQUIRES a massage license to touch all over the body. The Reflexology Association negotiated for separation with the Massage Board of WA and the Department of Health because reflexology is NOT massage. The Department of Health limits reflexology touch to the lower l/3 of the leg, and the lower 1/3 of the arm, as well as the outer rim of the ear. One Redmond foot spa was the topic of my weekend class. The state requires continuing education as a massage therapist AND as a reflexologist. If I don't meet the required number of hours to support the massage license, it will not be renewed. Reflexology relies on 300 hours of training but is not licensed. These guidelines are in place to provide safeguards for the public's well-being. "God bless competition & cheap labor! " begs these questions: What/how/where are these spa personnel trained? We can talk competition once we establish education, there ARE enough feet to go around!

Seems a lot of folks don't really care about legal or not, as long as it's cheap enough for them. And if the state isn't going to do anything about it, who's it hurting? Only the Legitamate, Legal Massage Practitioner who have spent their hard earned money for the proper schooling and the ones who keep their licenses and continuing education current. I think the Media needs to do more, better informed stories about the "LEGAL" LICENSED MASSAGE PRACTITIONERS in our state, the nearly 14000 of us. I think that the King5 Investagators have really dropped the ball on this story. I hope they will do a follow up and get all the correct information.

I've been to "foot massage" several times with my wife. Best bargain in town. The staff is VERY professional, very friendly, and the experience is VERY relaxing (w/o anything "inappropriate" going on). If a "masseur" can't compete in these times, it is really his problem. Do not take away a service that is in great demand and a perfect and affordable "gift" to friends or family in these tougher economic times. The place we frequent has 12 chairs in one room, soothing Chinese music in the background. If anything inappropriate ever would take place, there are 11 other customers (mostly women) all around you, and ANYONE ought to feel more safe/secure there, than in the place of business of a lone "licensed massage practitioner's" place of business - that many times is in a private residence or other "single" location. Bottom line - these businesses are great. Try them out and you'll see get a great and relaxing experience that ANYONE can enjoy (man, woman, old or young).

30 dollars an hour for a cheap thrill is a hell of a bargain. Strip clubs charge double that for a 3 minute lap dance.

True reflexology should not be confused with what is being offered at a "foot spa". Certified Reflexologists are trained to work on the feet, hands and ears and they follow a strict code of ethics and stay within their scope. There are several ways to finds certified reflexologists and more information on reflexology - start with the Washington Reflexology Association: http://www.washingtonreflexology.org/

I have a feeling someone who goes to these type of establishments already knows what they are going to get. Even Craigslist has a spot to show if the practice is licensed or not, and every LMP I know displays their license, as well as their degree or certificate prominently and with pride, and rightly so. Granted, I've had bad massages from LMPs, but that was because I didn't communicate what I needed, or if it was too deep, etc. But LMPs have a Code of Ethics, and they stick to it. And a relationship with your LMP is based on complete trust. If you are going to an LMP and don't have that, perhaps you may want to find one that you can get that with. To be able to say, "I trust my LMP" is a high compliment to their skill and professionalism. If you want something different, by all means, go to a "foot spa".

Thanks for the info. Instead of paying $130 for an hour-long massage, I will now visit a "foot spa" and get the same thing & more for a quarter of the cost! God bless competition & cheap labor! Would you pay $100 a treatment for an American (licensed) acupuncturist or $10 a treatment from A Chinese (unlicensed) one? It's no wonder why immigrants get more work.

I have been a licensed massage practitioner in WA State for over 15 years. I cringe when I hear the antiquated terms "masseuse" and "masseur". I, and many other massage therapists, would like the news media to please stop using it, as it is now an antiquated term. If anyone goes to any of the "foot spas", and gets more than they bargained for, get up, ask to see a license, try to get your money back if you pre-paid, and walk out. If these businesses aren't given any business, they won't have a business. Reflexology isn't just a foot rub. It involves much more than that, and is studied seriously. Buyer beware. Seek out legitimacy simply by placing a call, ask about education, be pro-active. Connie should have turned around , hit him where it hurts, and left. Speak up, and say don't touch me there, or "don't do that". If they continue, pick up your cell phone and call 911 on the spot !
