Comcast bans heavy Internet user for one year

SEATTLE -- Andre Vrignaud couldn't connect to the Internet this week. When he walked down to the basement of his Seattle home to check his connections, he saw the blinking blue lights of doom on his modem.

"I was irritated," he said.

Vrignaud's Internet provider, Comcast, had cut off his service for a full year because he had exceeded his data limit twice in the past few months. So, not only is Vrignaud not allowed on the internet, but the video game consultant can't log on to Xbox, limiting his ability to earn a paycheck.

Comcast caps its data usage at 250 gigabytes a month, a policy that has been in place for three years. That limit is far above what the average user needs.

Vrignaud is the first to admit he's not your average user, with thousands of songs, photos and videos, and several roommates streaming and gaming as well. But it was when he tried to upload a bunch of material to one of the new, popular "cloud" storage systems that he got in trouble.

Comcast counts downloads and uploads as the same thing. Vrignaud had no idea.

"I actually think most consumers don't think of it that way, either," he said.

Vrignaud sees the internet as "utility" like electricity, water and gas. He points out that none of those are cut off as long as you pay your bill, no matter how much you use.

"We're at a point now that the Internet has become such an essential utility that cutting someone off completely like Comcast did is just wrong,” he said.

Why should you care? As more households stream movies from Netflix, store photos and upload videos to YouTube, Vrignaud says that 250 gigabyte limit will soon be too small and has to go.

"People are going to be calling Comcast and saying, 'Hey, what's going on? This doesn't make any sense,’” he said.

Comcast said the cap is to keep extraordinarily heavy data users from slowing down Internet speeds for everyone else. Spokesman Steve Kip says more than 99 percent of the company's customers don't come close to hitting the cap.

“Nationwide, our customers’ median use is 4 – 6 GB/month. 250 GB is an extraordinary amount of data and equivalent to downloading 62,500 songs or uploading 25,000 hi-res photos. We offer online tools, including a bandwidth meter to help customers manage their data usage and we clearly and transparently explain all of our policies on our website and Terms of Service,” wrote Kip in a statement.

Electric Utilities round off the neighborhood's usage and bill you, an average. Not what you actually use. Check your meter against your bill. I am astounded that so many are blaming the user. When you reach a limit, you simply pay more. End of problem. The internet IS a utility by definition, and by law, and has no right to deny service. Comcast is going down. Read this guys blog and his follow up. He isn't trying to get something for nothing. Just wants to do what he does... He lists the business costs and frankly, I would not want to pay more for less as it shows on the chart...

The internet is a luxury not a utility. Utilities are needed to survive. Obviously he mostly uses it for his pleasure not mostly for work. I don't feel sorry for him.

The cell phone companies are in the midst of doing the same thing. When they came out with their high priced unlimited plan, they never planned for he technology to advance and outpace their equipment. To meet demands, like Comcast, they need capital to restructure their system. We end up paying for poor planning.

He has stated he is using his home comcast connection for business so he should get a business connection / T1 or some other connection. He is cheating using a personal comcast for business and not paying the business rates.

Get Frontier FIOS! No cap's on usage, faster speed, your not sharing it with anyone else in your neighborhood and your always guarenteed within 90% of the speed your paying for. Not sure why anyone would have cable internet if they're in a Fios area, the two don't even compare.

I've gone over their limit a few times. When they mentioned business class, I asked about it. The cost is extremely high, and it's NOT unlimited. I can't remember the numbers for sure, but it was something like $900/mo, and 350 or 400 Mb limit. He said my usage was 800Mb, and way over business class limits. If they ran it like a utility, I could see a per Mb price over 250 as being reasonable. That 800Mb month would have cost me triple, but that's MUCH better than paying 10x as much for another 100Mb on your limit. Cable is like a water pipe, and every user is trying to get water from the same large pipe. Each user takes a portion of the total, so heavy users take a larger percentage, and others get less. That's why certain times of day your net slows down. More people are taking from it. DSL is like having your own pipe from the source. You might have a smaller pipe, and less water, but another heavy user doesn't affect you.

Not sure how this works. An electric line is brought to my home. I pay for usage as using more costs more. Same with water. But when connected to the internet there is not a resource use. Internet service is also competitive,just switch to someone else.

Here is an idea... instead of trying to act like COMCAST did you wrong in any way, how about you and your leeching room mates upgrade to business class.. If you are making a paycheck, like many do, and its via comcast, then you should pay for business class. no if ands or buts about it. Stop trying to cut corners with ya lazy room mates. Pay for what you use.

underserf - Netflix DOES pay for their bandwidth. Do you think they get free buncles of OC-3's to connect their content servers to the internet? Both sides pay when it comes to the internet. Do you think the servers out there are free? Netflix pays their ISP for huge connection>Feeds directly into the Comcast Backbone>Residential customer. The problem is just like IP's we are running out of bandwidth nationwide. To catch up, we need more coast to coast fiber from competitors, and they are. They run it next to the railroads because they have right of way. The more gets put down, the cheaper it will be, and the cap will go higher. But not until more and more people start hitting the cap. Since Comcast owns a huge backbone, any traffic that passes on it is free to them. But they had to lay out a huge up front cost to get a nationwide system. Once they pay it off, they will start a nationwide upgrade actual bandwidth, Right now they are upgrading speed, but not bandwidth

The reason that the electric and water companies don't cut you off for using too much is that they don't charge you a fixed fee. If you're such a heavy user, you can get Comcast business class internet service that doesn't have such limits.

OK, I guess it's against terms of service or something but I don't think they liked my web links before. People, the internet *IS* an Utility. Look for yourself. there are a couple of government websites that I can direct you to that explain regarding the Broadband Initiative and the expansion of the Rural Utility Act of 1934 to *INCLUDE* Internet carriers as Utilities and they are administered by the Rural Utilities commission of the USDA. President Obama signed the bill in 2009, and the Initiatives are also funded through the TARP funds. The Government is pressing VERY hard to get the nation's infrastructures updated and brought to standard where a person will have wireless Internet by standing ANYWHERE in America. Comcast in this behavior is thwarting the law. They are cutting off bandwidth usage at this limit to avoid coming under governance under the bylaws as set forth by the Government, under these Initiatives. Google the terms above that I throw around, and you'll see.

first off a little info , I am a cable maintance tech for another cable service provider. if there was no useage limit any provider would need to upgrade the ammount of bandwidth within the system, and this is not a cheap thing to do . who do you think this cost will go to ? as to "Noskills" yes it is shared bandwidth which is a projected useage so most people will not see much if any speed loss during peak hours. and to "Andyblue555" the poles are privately owned by the power companies and any other service provider attached to said poles pays an attachment fee , so your taxes are hard at work elsewhere

And King 5, your story is about what?? The user has a contract, and is paying for what he gets! He uses more than he pays for, and you are trying to make Comcast look like criminals just because they are collecting their dues? You gotta be EFFin kidding me to make a story out of this???

I wish I saw a discount on my bill for comcast using the telephone poles my taxes paid to install and maintain today. I wish we actually had a choice of cable carriers instead of this monopoly that leaves me without other choices. The city wont allow dishes on my building.

I am not a Comcast customer, but I had to fight for 3 days on the phone to get my dad's phone service restored with Comcast....it was a nightmare!! He is 83 years old and had the phone number for 60 years. When he called them to try to get it back, they told him that they would gladly give him a new number. I called them and they tried to pull the same thing with me, and I asked them for a supervisor, which was declined. I found out that they gave his number to T~mobile because they requested it, and the ONLY THING THEY CHECKED IT AGAINST WAS the phone number and the zip code~it was crazy! They made a serious mistake, and I had to FIGHT to get it back! I am also not impressed with Comcast, but I did finally get the phone and number restored because of my own persistance. It was very stressful for my dad and for me! I am glad that I was able to do that for my dad....what to older folks do that don't have younger one to help them out! Grr!

Noskills, that is correct and part of the reason they have that 250gb limit. Not only do you eat the bandwidth of the others in your neighborhood but also possibly many more depending on what circuits you connect to within comcast's network. The more load, the more servers they have to add to their network, increasing their overhead. When one person does it, it may not be a big deal but when you get many more, you could crash their system and ruin it for everyone who connects to the same connections you do.

I have had comcast for hmmm.... at least since it was AT&T Cable internet as my internet provider and not only have I had excellent experience with them, the one time that I went over the 250gb limit, they did not even warn me about it. I use Netflix all the time to stream movies, I play on Xbox live a lot myself and it wasn't until I had a roommate that I went over the limit. I agree with comcast that 250gb is a lot for most households but I also agree they should not cut off a paying customer, just charge them for overage on their excessive usage. Whomever it was who suggested that his roommates get their own connections, I completely agree as it is their fault this happened in the first place and Andre should have been on top of it himself.

Comcast provides some of the worst customer service of any company, and has some of the most consumer unfriendly policies of any service provider. They're consistently rated low in customer satisfaction. Why anyone would use their services is beyond me.

The makes no logical sense. You are paying for the service, so if they cut you off, obviously, you will cancel your account. Why not just have overage charges when you go above 250gb. A few years ago, this was a huge amount of data, but these days this is nothing. A couple of people in the house streaming movies and music, backups to the cloud, and the unlimited amount of free programs and books and such (no, I'm not talking about stealing, but rather about the open source, google books, etc) and you will be pushing the limit every month ( I know we do, as I have checked the meter). The times have changed, and internet is a utility. Bill it as such!

Comcast lies anyway so who knows what the actual issue is, their favorite line is "your modem is blown go buy a new one and that will fix it", that never does and only wastes time and money. I say death to Comcast, the arrogance of your employees will only be beaten by your glorious failure as a business and I will not feel one bit impenitent about this.

If comcast charged him extra from going over the limit he would be complaining about how high his bill was. 250GB is A LOT of data. Now correct me if Im wrong, I thought that the disadvantage of cable internet was that you are not given a dedicated bandwidth, your bandwidth is shared amongst the other people using that same service in the area. So if you have one user using a lot of bandwidth doesn't that slow the bandwidth of the other cable customers in the area? I actually would like to know the answer to this. I could be completely wrong on this one.

chevelle70ss ..... COMCAST is the ISP, or the INTERNET SERVICE PROVIDER. XFINITY is what "they" (Comcast) calls the service for CABLE, TELEPHONE, AND INTERNET. You can select ONE of those, and if you select TWO of those services you are an 'XFINITY" user, go over your GB, you are an ABUSER according to COMCAST-IC ..... Their adv say by bundling, you can save money. I save more money by not using COMCAST-IC.....

The gigabytes are ALL from streaming video services - PERIOD. The heck with Net Neutrality, let the investor groups that own the streaming services pay THEIR fare share to access users - run the 'Net the way we do car tabs and heavy truck registration, there ain't NO 18-wheeler paying 100 bucks a year (like I do) to drive the roads, whey should terabyte servers get a free ride? Maybe when there's $$ to be made for streaming BY the common carriers, we'll see caps lifted. Meantime ELIMINATE the cable companies monopoly and let ANYONE access the cable right-of-way!!

I have comcast, but curiosity got me. So I just went to there website to check there many different internet price as if I was a new customer. I could not find anywhere how much cap was allowed for each different plan. If they are going to go to such extreme measure as to shut someones internet off I want to see in bold "HOW MUCH" internet usage ill actually be able to use.

Of course he doesn't want to mention that he's complaining about the limits on his residential account and trying to earn a paycheck with it. If you have greater than average needs, pay for the business class services that don't have the limits just like me and other honest business owners do. There's nothing wrong with using the residential service to run a business, but don't complain when it "prevents" you from doing your job. That's not a comcast issue. It's the idiot that ordered the wrong utility.

Comcast contacted him directly and warned him. He didn't listen. "more than 99 percent of the company's customers don't come close to hitting the cap." No one should be allowed to push 1,000 gigabytes of raw picture data to some online backup service to save the family album OR host a torrent server.

4 – 6 GB/month is average use?? Yea what ever! Ive seen households looking at youtube use over a gig a day... Or someone watching tv shows on the internet use 2 or 3 gigs a day. While thats still under 100 gig a month its wildly different than 2 or 3 a month. I use 2 gigs a month on my Verizon hotspot just checking email in the field... Any other provider would simply charge extra. No big deal... It's obvious that Comcast is way oversold and trying to scare people into not using their connections to avoid having to fix the problem. I get 300 gigs a month and then get charged overage. Im happy with that.

Hey Kak55 go ahead a leave Comcast. You'll find most other ISP limits are much more restrictive. I'm not aware of any other than Verizon who has/had a unlimited data policy. I think even Verizon has a limit now similar to Comcast.

Surely he's not really that stupid about what data counts toward the limit. To an ISP data is data whether going up or down the pipe. I'm a heavier user than their average user but am still around 15-20GB per month. Maybe he really needs a business account(expensive) that maybe has a larger limit.

It does make you wonder, after all the arguing over net neutrality, how long will Comcast go before establishing surcharges on all non-NBC media streams? They're already charging more for Netflix and that's apparently allowed. Calling the internet a common carrier is the logical thing, but to do that would make some aggregate data collection by government and marketers more difficult and cut off some options I'm sure companies such as Comcast see as future revenue streams.
