Coalition files initiative to free Seattle taxpayers from extra tunnel costs

SEATTLE -- The Washington State Department of Transportation announced a winner Thursday afternoon for the contract to build a deep bore tunnel under downtown Seattle. 

But just a few hours earlier, opponents of the tunnel vowed to defend city taxpayers from being stuck with part of the bill.

The winning bid came from Seattle Tunnel Partners, made up of several contractors: Spanish-owned Dragados-USA, HNTB Corp., which has a Bellevue office, Tutor-Perini Corp. of Sylmar, California, Frank Coluccio Construction and Mowat Construction based in Western Washington. 

The value of their winning bid was $1,018,123,002.

According to the WSDOT, Seattle Tunnel Partners submitted a bid price of $1,088,302,002. But WSDOT awarded technical credits for improvements to the original tunnel blueprint and a timeline that would open the tunnel to traffic almost a year earlier than expected.

Seattle Tunnel Partners' bid included plans to create one eight-foot shoulder, and one two-foot shoulder in each direction of the tunnel, two-feet wider than the WSDOT proposal.

The losing team, a group called the Seattle Tunneling Group, has nine days to file a protest.  A final contract won't be signed until next month.

The deep bore tunnel will replace the Alaskan Way Viaduct and could open as early as 2015. Tolling has been discussed, with fees ranging from $1.50 to $4.50. Read more about the project here on the WSDOT Web site.

COALITION FORMS TO FIGHT COST OVERRUNS

Gathered at the Seattle City Clerk's Office Thursday morning, a coalition of groups filed paperwork for an initiative to make sure no cost overruns are incurred by the city.

It's called the "Seattle Taxpayer Protection Initiative," but it won't appear on the ballot until next November. Organizers say that's not too late.

"A lot can happen between then and now. You know a lot of political discourse will happen between then and now. We have a long session coming up in Olympia where the funding of this project and the cost overruns will continue to be defined," said organizer Drew Paxton.

Another similar initiative by Seattle Citizens Against the Tunnel is scheduled to be on the ballot in the spring.

In the meantime, work continues near Safeco Field and Qwest Field to tear down the south end of the Viaduct and replace a portion of it with a mostly surface street.

My guess is the state will trump the city. Seatle's a bunch of losers.

There needs to be a toll to pay for this project just like 520. 520 should never have taken the toll off. Hopefully it will be re-installed. The people who use the bridge or tunnel should be the ones paying for it. I live in Bellingham and definitely do not want to pay for it unless I use it.

The ONLY way Seattle to get such an initiative to pass (& be legal) is to place it on the STATE ballot, a city vote can not over-ride a state run project. With that said, Seattle tunnel haters, go for it. Try convincing the folks of Bellevue, Pasco, Spokane, Vancouver, Wenatchee, Tacoma & Everett that you should not pay for cost over-runs. LOL, yeah, try it.

It wont matter.They will find a way to tax us for the cost overuns. They should build what we can afford right now, another viaduct! But no they will give in to corporate pressure to open the waterfront for the sake of profits.Evil will win this battle unfortunately.

Look people ... there's no way I-5 and the city streets can accommodate the volume of traffic that would be displaced if the Viaduct would disappear. So there are 4 choices: * (1) build the tunnel, * (2) rebuild the viaduct, * (3) wait until the viaduct collapses (hopefully with minimum loss of life), or * (4) tear the viaduct down, don't replace it, and live with the resulting traffic impasse on streets and I-5, watching the port and Seattle strangle themslves and forcing commerce and jobs to go elsewhere. **** ah yes, there might be a 5th option: Build an iconic cable-stayed bridge just beyond the piers, with only 2 towers and high enough for ships ... I think that the new Tacoma narrows bridge, at apx. the same length but with only 3 lanes instead of the tunnel's proposed 4, came in at around $800 million with no cost over-runs.

Isn't the ground and weather too cruddy for this time of work and this tome of year? Isn't this why 'shoddy work' gets done? For something this important they should wait for better conditions. We need work done on so many other things around the city that can be done right now.

LOL it is getting pretty bad when I see the people have to make initiatives to kepp the people they elected from rasing taxes, overspending and just doing bad things. maybe these people should not be voted into those possitions to start with. like I say LOL what a waste of money.

Groups against the construction of the tunnel haven't stopped the WSDOT from moving forward with the project. *** The citizens of the state voted down the tunnel option, but the people that were voted into office to represent us feel they are so much smarter than the average citizen and know better, what is best for us.

Bet it come it at $5-$6 to use the Sunnel in Seattle. Sent the construction bill to the Serria party.
