The easy way to fix this is to fine them $1000 more than what a car fine would be for the same offense. If they only have to haul a load a short distance then get paid $60 a load this is about greed. If the cost for them to operate are to great then they can find some other work to do.

For the 60 bucks or so the driver makes for a one-way run, he has to pay for his truck, all maintenance and repairs, fuel, truck insurance, cargo insurance, tonnage tags at $1800 per year, HVUT tax of $550 per year, annual vehicle inspection and certification, etc., etc., etc., plus living expenses. The decision comes down to losing an hour of drive time to have the Port replace a defective taillight or just run with it. Loading and even turning in an empty container at the Port takes twice as long as at the railroads. When your net pay is only a couple of hundred bucks a week, most drivers don't have the luxury of expensive repairs. If we drivers just stopped making our deliveries for a week, your grocery store shelves would be bare. Would you still have your condescending opinion of the truck drivers when YOUR food bin is empty? Direct your ire also at the Port to eliminate their inefficiencies so we can make that extra run to afford maintenance.
