SEATTLE - Council member Debora Juarez has been a fierce proponent of a new police station in her North Seattle District.

On Monday, during a seemingly normal Seattle City Council briefing, she and colleague Mike O'Brien engaged in a tense exchange about the subject that included Juarez reflecting on her upbringing.

"I was born and raised in a community with violence, I've been the victim", and what she viewed as "political rhetoric" from O'Brien.
