What does it mean when a river is at flood stage and when it crests?

Keep in mind that flooding typically occurs after the heaviest rain falls; sometimes well after the rain has ended. Flooding can occur at different times for different rivers and even for different parts of the same river. The term "flood stage" refers to the point at which water is flowing over the river bank, covering land and roads or threatening lives and property. The term "crest " refers to the highest level the water reaches.
